BUSHENYI LOCAL GOVERNMENT SUED OVER TWO INACTIVE DISTRCT SERVICE COMMISSIONS.

In Mbarara/Bushenyi—-

The chief executive officer of western ankole civil society forum (WACSOF) Apollo lee Kakonge has sued Bushenyi local government for not having active Service commission for the last two years.

The case was registered at mbarara high court by the area Deputy registrar and will be heard on March 7th.2017 at 9:00 am at mbarara high court chambers.

The Politics between Bushenyi NRM chairperson Hassan Bassajabalaba and former Bushenyi district chairman Willis Bashaasha has been dodging actives of Bushenyi district service commission.

Before Willis Bashaasha retired as the district chairman, he appointed a district service commission chaired by Lydia Rwakishaya and the public service commission in kampala accepted the three names of Lydia Rwakishaya, Julius Ishungisha and Behangana Nathan, but when Basajjajbalaba took over office, he rejected Bashaasha’s commissionand appointed the one led by Scholastic Tibenderana. However they were not approved by the public service commission saying that they had earlier approved the Rwakishaya commission.

Jafari Bassajabalaba claims that the district council that approved Rwakishaya commission did not have column and Karasi Emmanuel the former district speaker challenged the proceedings of the council in courts of law and managed to secure consent judgment.

On the other hand, Willis Bashaasha noted that despite the fact that his district council meeting was challenged in courts of law due to lack of column, the budget that it passed is being used by the current council.

In the petition that Kakonge and is lawyer Julius Turinawe filed on 7th feb. 2017 notes that the district has suffered serious consequences due to lack of district service commission for two years.

He notes that Kyamuhunga town council which commenced operations in July 2016 doesnot have any substantive staff because of lack of a district service commission,

Secondary they are about 200 jobs to be given out by Bushenyi district but cant be given out because of lack of district service commission.

Thirdly, whoever retires, cannot get his terminal benefits, whoever wants confirmation into service cannot get it and whoever wants a promotion cannot get it.

RUBANDA DISTRICT ADMINISTRATION AND POLICE FIGHT FOR HOUSE

IN RUBANDA—-
A row has erupted between Rubanda district leaders and police over
house meant for accommodation.
The house in question is being renovated by Rubanda district local
government and it’s located behind the Rubanda district administration
block.
The Rubanda district Chairman Kenneth Jogo Biryabarema says that when
Rubanda district was curved from Kabale district 1st July 2016, police
officers occupied this house without district acknowledgment.
However he says that they want the police officers to relocate to other
places  of residence or rent in Kabirizi trading centre so that the Chief
administrative officer occupies the house within the next two weeks, which
police is opposing.
Biryabarema adds that the district has documentation that indicates
ownership and he wonders why police is insisting.
He noted that he has already contacted Ministry of Internal affairs
which is in charge of police, asking them to write to Rubanda district
council asking for land so that they can construct police offices and
houses to end such standoff.

The Kigezi region police commander Paul Nkore says that when local
administration police joined central police by act of parliament, it
moved all human resource, houses including those building at Rubanda
district head quarters, which Rubanda district is claiming ownership.
He however says that he has written to legal department of  police in
Kampala, asking them to write to Rubanda district leaders so that the
matter can be solved legally.

REGISTER MARRIAGES TO AVOID DEATH CONSEQUENCES

The Administrator General,  Tumwebaze Ndibarema has called upon all married couples to register their marriages to avoid family disagreements after the death of the head.

While speaking during the stakeholders’ workshop held at Lake view hotel yesterday organized by Uganda Registration Services Bureau (URSB), Tumwebaze said that families are always left in a state of wrangles as family members always force the wife out after the husbands have died.

Tumwebaze said that registering marriages are would help to reduce such family wrangles as the wife will always have the legal powers of the left assets left by the husband even though their marriage was not through church it can be civil.

Tumwebaze says that even acquiring letters of administration when you have the recognized marriage certificate takes a short time and saves time whereby some of the assets would be sold as other family members try to block the wife or children of the deceased from acquiring them.

He now calls upon all the marriage couple to register their marriages where civil marriage, Church Marriage or Concubine marriage to avoid family disputes after the death of the husband.

He adds that according to Uganda Bureau of Statistics in Uganda it is only 20% marriages that are legal which is thought to have increased family disputes in the society.

In his remarks the URSB board Chairperson Ambassador Francis K Butagira said that when marriage is registered it will help the married couple to acquire bank loans easily, Arbitration and other estate administration as the marriage certificate is legal.
