Drama ensued yesterday afternoon at Kabale University when the outgoing guild
council boycotted the swearing in and handover ceremony of the
incoming guild president and her cabinet.
On 29th April 2017, the university held election for the student’s
leaders which was won by Christine Barigye defeating other two.
The Guild representative council sat on Thursday this week and agreed
to hold the function on 13th May 2017, after the university failed to
meet the budget as it was requested by outgoing guild council.
They also claim that they agreed with the Deputy Vice chancellor Ezra
Mishambi that that they would handover tools of power to new cabinet
after the university has cleared their allowance arrears they are
demanding for one month and two council sittings. However to their
dismay, they learnt that the university was holding the handover
ceremony yesterday afternoon without their knowledge.
The Kabale University chairman electoral commission Junior Musinguzi
Bampa Mwesigye says that he was not aware of the swearing in.
Musinguzi who is also outgoing guild speaker says that he is preparing
to hand to people who are supposed to be sworn in.
The President Human Rights and Guild President adviser in charge of
administration and finance at Kabale University Nicholas Byonanenbye
Kamuntu says that they will not handover tools of power unless they
get their allowances. He says that they handed in their requisitions
two weeks ago and they never been honored.
The Kabale University Public Relations Officer Judith Akatukunda says
that they decided to swear in the new guild council because the
constitution orders them to do it before the 48 hours after the sitting
of Guild representative council of which it sat on Thursday this week.
She however denies that the outgoing guild council still demand the
university any allowances.
Our efforts to get a comment from incoming guild President Mrs Barigye
were futile. The function was presided over by the central division
chairman in Kabale Municipality Sam Arnaitwe.
