IS IT CLEAR THAT HON EPHRAIM BIRARO IS LOSING BUHWEJU WEST SEAT TO ENG. JOHN BOSCO KALISA?

Politics, Kakuyege, vote hunting, alliances are evident in Buhweju west Buhweju district as four giants race for Mpship of 2015 in NRM primaries and there after 2026 general elections.
The Men in the race are the incumbent Ephraim Biraro Nganshanga, Mr. Daniel Nareba, Mr. Willison Bebaga and the power full Eng. John Bosco Kalisa commonly known as ceiling in Buhweju which means is on top of most situations for example if it is a fundraising he summaries the required budget and pays it all, if it is education, scholarships can be obtained, if it is treatment he contributes heavily for local and abroad treatments.
The incumbent Ephraim Biraro is the founding member of parliament of Buhweju west for the first term and he had also had another term earlier for the whole constituency before it was split.
Hon. Ephraim Biraro is well known for being absolutely mean. He is even most times unable to fund constituency needs as well as in campaigns paying agents facilitation.
During his first term in the two constituencies before split, he was the most powerful chairman of the most powerful committee (physical infrastructure) which included UNRA, Road fund, Ministry of works and Transport among others.
Due to the heavy budget that he was approving and controlling, he managed to work on many roads in Buhweju which have since then been washed away by mudslides, heavy rains and are no more because of the terrane.
The Uganda’s politics of today depend on who spends most whenever it is necessary, who has social capital, government networks, royal to NRM among others and all these qualities is what Eng. John Bosco Kalisa has.
Eng. John Bosco Kalisa supported a lot of developmental activities in greater Buhweju when his late wife Joy Kalisa “may her soul rest in peace” was a woman member of parliament for Buhweju. And continued to do progressive activities even when his sister in law Hon. Oliver Kwoyekyenga took over and currently woman MP Buhweju district.
Eng. John Bosco Kalisa is a giant in the politics, education, health, agriculture and all spheres of development because he puts Buhweju first and never migrated to Kashari, Mbarara, Rwampara, Kampala running away from hills like other Buhweju powerful people. He even vows to have his final rest in Buhweju when God calls him to heaven.
He is a retired assistant commissioner in the ministry of defense where he rose from ranks as a junior officer to assistant commissioner and has had a clean career.
Another big and shocking disadvantage to Hon. Ephraim Biraro is the nomination to the synod, the highest body of west Ankole diocese by Bishop Johnson Twinomujuni who later established that Hon. Ephraim has two wives which is against the Anglican Church rules. Bishop Johnson disappointed Hon. Ephraim after attending the first meeting and told him not come in the subsequent ones since he has two wives which is against the Anglican Church canons.
Other candidates Nareba Daniel and Wilson Rwebaga will not matter so much in the coming campaign because the race will be between Eng. John Bosco Kaslisa and Hon. Ephraim Biraro.
