In Rukiga—
A total of 20 health workers of Rukiga district have not been able to receive their monthly salaries for the months of September and October.
According to the Chief Administrative officer-CAO Fredrick Ssemwogerere, after discovering that some health workers whose names have been withheld used to attend to their duties two days a week, he decided to stop them from receiving their monthly salaries until they provide clear explanation for their continued absenteeism at work.
He also says that the government cannot continue paying money to people who do not perform their duties and cheat the nation.
Ssemwogerere added that absenteeism and non-compliance with the standing orders have crippled service delivery in the district especially in the health department.
His decision to withhold their salaries follows the 2017 directive of the Public Service minister Muruli Mukasa to delete all workers who absent themselves from duty for weeks without permission and to deduct part of the salaries to civil servants who miss from their duties for two days without clear permission from their supervisors.
Muruli in his ordered that all accounting officers (Permanent Secretaries and Chief Administrative Officers) should get tough on the problem of absenteeism in civil service and help the government to effect service delivery in the country..
