The chief administrative officer for kabarole district Mr.Balaba Dunstan has urged the district local governments to involve civil society organizations in their planning process if they are to achieve better service delivery in the district.
Balaba said that people can hardly obtain better service unless the districts engage in civil society organizations CSOS in sharing their work plans and experiences.
He was speaking yesterday to the CSOS monitors from Kibuku district under their umbrella body civil society package at his office quarters Kitumba.
The team was led by Katama James and the executive director Rwenzori anti corruption Mrs. Angella Byangwa on mission to establish how districts partner with civil society organizations in delivering their services to people.
Mr. Balaba told the team to work hand in hand with them as one way of obtaining development which will in the return put Kabarole district on map of the nation.
He also called upon the CSOS to partner with the district local government noting that this will help in mobilizing people to work hard hence achieving their set targets in future.
Mr. Katama James the Kibuku district team leader said that this is the one way of eating on the fruits of unity as well as fighting for poverty in the region.
He also revealed that if all other districts in Rwenzori region can adopt this program, development would be achieved and Uganda will be a good place to live in

Residents of Rukungiri and Kanungu districts have threatened to
demonstrate over government failure to tarmac
Rukungiri-Kanungu-Ishasha road.
The concerned locals, who addressed a press conference yesterday at
Heritage Country Hotel in Rukungiri Municipality, claim that 11th
January this year, when NRM Presidential Candidate President Yoweri
Museveni was campaigning at Kyambeya village, Muramba Parish, Mpungu
sub-county in Kanungu district, flanked by Prime
Minister Dr. Ruhakana Rugunda and Uganda National Roads Authority
(UNRA) Executive Director, Allen Kagina pledged to tarmac the
Rukungiri- Kanungu road.
Kagina also said that Government had secured funds from the African
Development Bank to upgrade the road whose current poor state has
created distress to the people of Kigezi region and the exercise would
start with immediate effect.
However on 30th June this year while addressing journalists about
highlights of the last financial year at the UNRA head office in
Kampala, Kagina announced a halt on new road projects in the financial
year beginning 2016/ 2017 due to financial constraints including
Rukungiri-Kanungu-Ishasha road.
She said that existing funds will be allocated to finishing road works
on the 1000 kilometers currently under construction and on
rehabilitating the existing roads which has irked the
Kanungu-Rukungiri residents.
The 78Km road is currently a gravel carriageway located in
south-western part of Uganda, starting from Rukungiri Municipality
traversing the districts of Rukungiri and Kanungu ending at Ishasha,
the border with the eastern part of Democratic Republic of Congo
(DRC).
Led by Publicity and legal Secretary for Kagunga Community development
Association David Ruzindana said that they are seeking an explanation
from government why the road was left out or else they stage protests.
Ruzindana accuses government of making empty promises to the residents
of Rukungiri and Kanungu to win their votes. He also accused Kagina
and UNRA for failure to implement Presidential pledges in time.

Onesmas Bacunde and Robert Musiime other concerned citizens say that
people in Rukungiri and Kanungu have been fooled for a long time and
will not accept this any longer because of many accidents.

Tribal clashes have re ensued in Bundibugyo district leaving one house burnt to ashes and other properties destroyed.

The attackers who are believed to be from the Bamba side attacked the house of un identified Mukonjo and cut down his cocoa plantation.

The incident took place on Tuesday evening in Kakalijo village, Ntotoro Sub County in Bundibugyo district.

Eyewitnesses said that the post election clashes started in the same village.

One death has been recorded following the Tuesday’s attacks but the area resident district commissioner Geoffrey Mucunguzi condemned the re occurring tribal conflicts.

He says that security operatives have been fully deployed to prevent further attacks between the two tribes.

Reports show that people who fled the areas of Ntotoro, Kirumya, Kasitu, and Ngamba sub counties had started returning back home.
