FIRE IN MITOOMA DISTRICT COUNCIL: MAJORITY COUNCILORS SIGN TO CENSURE CHAIRMAN KARYAIJA

IN MITOOMA—
Mitooma district chairman Benon Karyaija’s woos Tuesday escalated when his councilors raised the required signatures to censure him as residents and councilors accuse him of arrogance, corruption and negligence of duty among others.
Godwin Muzoora, the district councilor representing Mutara sub-county moved a motion successfully in the councilor to censure chairman karyaija.
The district speaker, Enos Kyarisiima quoted the local government act and the rules of procedure and put the matter at 2:00pm for councilors according to the law sign the petition before sergeant at arms and clerk to council.
After the council meeting, councilors converged in clerk to council’s office and started signing the petition. Within an hour 17 councilors out of 26 had appended their signatures to the petition which is more than the required number.
The woos of Benon Boneza Arali Karyaija emanated from implementation of the council resolution of building court at Rukukuru land at the border of Bushenyi and Mitooma districts which residents rejected and held two demonstrations which resulted into burning his office and grabbing his official vehicle from him and parked it at mitooma police station.
Formerly a very popular leader, Karyaija has spent three weeks without neither official car nor access to his office. Both keys have been in the hands of mitooma RDC Guma Niwagaba. The situation has been tense to the extent that Karyaija could not step in Mitooma town council, where district headquarters are situated.
Today, Tuesday Oct. 04, 2016, was able to access the district headquarters to attend the district council and the reason why he was allowed by the residents is because the council was meant to rescind the earlier council decision and then court is built in Mitooma town council.
Usually hardened Karyaija was forced to apologize to council but still councilors vowed to go for him and be impeached.
Alfred Muhimbura representing elderly told www.mknewslink.com that Karyaija is extremely arrogant that they cant tolerate him anymore. “Karyaija went on radio and called us [councilors] who want court built in mitooma town as galatons who are looking for what to eat. We cant forgive him despite his apology to us. Its too late” he vowed.
PROCEDURE TO FOLLOW TO CENSURE DISTRICT CHAIRMAN
According to the district speaker Enos Kyarisiima the local government act, article 14, section 1 to 5, A motion is tabled in the council by a councilor, and the same motion is dully seconded.
Councilors sign the petition before sergeant at arms and clerk to council and two thirds of total councilors is a must. After attaining the required number of councilors it is taken to the speaker, within 24 hours a speaker serves the petition to the minister of local government as well as the affected district chairman.
The minister evaluates it and appoints a judge or a person qualified to be appointed a judge and then a minister also appoints other two members to form a tribunal. Within 21 days they come out with a report saying that either the issues raised are valid or not.
If the issues raised in the petition are valid then a minister writes to the district speaker and he/she convenes a council and then a district chairman is officially removed from office.
