IGG MULYAGONJA PINS FORMER KABALE MAYOR ON IRREGULAR ALLOCATION OF PLOTS

IN KABALE—-
Inspector General of Government Irene Mulyagonja Kakooza has
implicated former Kabale Municipal mayor Dr Pius Ruhemurana in
irregularities in allocation of plots in Kabale Housing estate by
Kabale Municipal council.
In 2013, the office of IGG received various complaints from a number of
residents of Kabale Housing estate who alleged that the allocation of
plots in the former estate was marred by irregularities. Its further
alleges that Deputy Town clerk Lauben Ntgeyereize, had enriched
himself out of illegal sale of the plots in Kabale municipality and
acquired a number of properties.
The report dated 11th October 2016, indicates that Ruhemurana
constituted an illegal verification committee that verified 51 of the
55 identified sitting tenants. Kabale Municipal council executive
committee approved the purported allocation of the estate plots to
sitting tenants by the illegal verification committee.
The report also indicates that some tenants like Ms Safina Ahumuza and
Ms Molly Tumushabe were unjustifiably denied the plots on which their
respective former residences were situated. The report also shows
that plots were irregularly leased by council without following the
established procedures rendering this leasing a nullity.
The report has also cleared Ntegyereize of allegations of enrichment
saying that his assets were verified and found to be within his
financial means.
The IGG has instructed town clerk to immediately constitute a
technical committee to validate the verification of the 55 sitting
tenants and also validation of number and location o plots and ensure
that they are accounted for.
It also says that the contracts committee should re-allocate the plots
for easing sitting tenants and in the so doing they should ensure
that MS Ahumuza and Ms Katushabe are allocated their respective plots.
The report adds that council contracts committee leases plots to all
the former sitting tenants as verified and also it disposes all the
remaining plots as law mandates.
The Kabale Municipality Mayor Emmanuel Sentaro Byamugisha says that
the report has brought out the allegations. He says that council will
ensure implementation of IGGs recommendations.
