FIVE YOUTH ARRESTED OVER YOUTH LIVELIHOOD MONEY

Police in Masindi district has arrested five youth over mismanagement of Youth Livelihood Programme funds (YLP).
They were arrested yesterday afternoon by the OC CIID Masindi Police station, Frank Tankovu, during a meeting that was organized by Masindi municipal authorities to assess the performance of the Youth Livelihood programme in Masindi municipality.
Tankovu said that he arrested them after he was tipped by the municipal authorities.
The arrested include MagamboHamfred the chairpersonKihande salon Youth group, Musinguzi Rogers chairpersonKyamugweri Animal traction youth group, Odong Pius the chairpersonKabarwana produce group and Ahebwa Iren from Kabwona brick laying group.
The community Development Officer also Youth Livelihood focal person, Godfrey Bahemuka, noted that the recovery rate stands at 41.9% which is below the required percentage to be given more money by the ministry of Gender.
He added that what triggered them to cause the arrest of some youth is when they discovered that the chairperson of Kyamugweri animal traction group connived with the Community development officer of Nyangahya division James Mugisa and shared 900,000 shillings saying that the chairperson got 300,000= shillings and the CDO got 600,000 shillings out of 8.7 million they had got.
The members of the accused groups had benefited as follows: Kabarwana Youth project had received 5 million and has refunded 240,000 shillings,Kyamugweri Animal traction Youth project had received 5 .87 million and have refunded 2.8 million, Kibwona Brick laying Youth project received 3 million have refunded 350,000 shillings and Kihande 1 Salon Youth project had received 10 million and have refunded 100, 000 shillings.
He added that out of the 100 million in the financial year 2015/16 they received at Masindi municipality, they have only recovered 41 million noting that this is very bad performance.
On the same matter, the Mayor Masindi municipality, Joab Businge called upon the Community Development Officer also the Youth Livelihood focal person Masindi municipality to stand firm while effecting arrests calling upon the youth to ensure that they pay noting that no one can hide from the law.
