BANK OF UGANDA UNDER FIRE FOR GRABBING KABALE MUNICIPAL LAND
BY VANANSIO KAKOGOSO
IN KABALE—-
Bank of Uganda Kabale currency centre is accused by a section of
councilors in Kabale Municipality for encroaching on council land
without any clear documentation.
Bank of Uganda started using the land in question on mayor’s gardens
to construct the perimeter wall behind the bank early February this
year.
The councilors claim that since then, bank of Uganda has continued
using the council land without a memorandum of understanding between
council and the bank.
The councilors who include Antel Twahirwa who represents the elderly,
Margret Izongoza representing Nyabikoni ward, Alex Nzabarinda
councilor representing upper Bugongi ward among others want bank of
Uganda stopped from using the land until a memorandum of understanding
is signed.
The Kabale municipality town clerk Joseph Kimbowa and Kabale
municipality mayor Sentaro Byamugisha have quashed the encroachment
allegations raised by councilors saying bank of Uganda was legally
allowed to use the land as the process on signing the memorandum of
understanding goes on.
Kimbowa adds that the process was delayed after council requested Bank
of Uganda to construct the cliff behind the new council office block.
The Executive Director Administration Bank of Uganda Solomon Okecho
says that they were allowed by municipal authorities to use the land.
He however says that the memorandum of understanding is under
preparations and it will be signed soon.
