The resolution made by the dialogue organized by Bushenyi parliamentary group today June 23, 2017 to borrow Mbarara district service commission, has been vehemently rejected by a pressure group” Make Bushenyi Great Again”

The dialogue that was officiated by the chairman public service commission Justice Ralph Ochan, assured people that the commission would rescind its decision and approve Mbarara service commission to recruit Bushenyi district staff as the issue is being handled by the mediator.

Omar Muhangazi the pressure group chairman expressed his dissatisfaction to the public service commission chairman who instead of harmonizing the situation, he worsened it by opting to hire Mbarara service commission which he had rejected more than once.

Pison mugizi warned Mbarara service commission members never to dare step in Bushenyi adding that Bushenyi has all the necessary  Human resources and still they have a service commission in place that is dully constituted with three members that were forwarded to the ministry and later approved by the same public service commission.

“I want to warn Mbarara district service commission not to ever think about coming to work in Bushenyi. If dare come here, we shall deal with you. We can manage ourselves. We have a service commission in place and therefore we don’t need you” Mugizi warned.

Apollo lee Kakonge revealed that the Mbarara Service Commission was used in Sheema District but to their surprise, the commission took a lot of bribes from applicants. Still, it gave out jobs to Mbarara people instead of Sheema residents. “We can’t allow to see what happened in Sheema to happen here and afterall we have a service commission therefore we don’t need to borrow” Kakonge revealed.

The pressure group will take to statehouse 5000 people each village represented to meet president Museveni in Entebbe to tell him how Jafari and his young brother Tycoon Basajabalaba have run down the district while MPS, councilors and other leaders are seeing.

Dagalous Rwamutojo a political analyst who also participated in the press conference described Bushenyi district politicians as dealers but not leaders. “In Bushenyi district we have dealers but not leaders. They are ever in deals with Tycoon Basajabalaba instead of delivering services that voters dearly miss” He observed.

The chairperson public service commission; Justice Raphael Ochan has denied allegations that he received a bribe from tycoon Hasan Basajjabalaba to rescind his decisions towards the fate of Bushenyi district service commission.

Justice Ochan who recently wrote three different letters to Bushenyi district chief administrative officer, asking him to tell the district chairman Jafari Basajabala to allow the old service commission to start working, but today surprised the dialogue  meeting held at Tuzza Hotel when he recommended the district to borrow Mbarara service commission to recruit civil servants in Bushenyi.

He also ignored considering the old service commission that was proposed by the district former chairman; Willis Bashasha and confirmed by public service commission chaired by justice Ochan himself.

In an exclusive interview with www.mknewslink.com editor after the dialogue, Justice Ochan denied having received any bribes from Tycoon Basajabalaba as its being alleged by members of the public from Bushenyi district.

The meeting of Bushenyi Members of parliament and other district leaders that was held today Friday 23rd June 2017 at Tuzza Hotel in Bushenyi district where Ochan was the chief guest resolved that Bushenyi district can borrow Mbarara service commission meanwhile looking for a neutral mediator who will hear from Jafali Basajjabalaba and Apollo Kakong and Emmanuel Karasi sides.

The meeting also resolved that Bushenyi district chief administrative officer; Elias Byamungu writes to the Permanent Secretary Service commission in ministry of finance requesting him to allow the district use the sh.1bn to recruit civil servants but not to be taken back to treasury on June 30, 2017.

The ministry of public service allocated more than sh.1bn to Bushenyi district to pay salaries for new civil servants this ending financial year.

However, the minister of Local government Tom Butime’s letter read to him by Swizin Kinga Mugyema, commissioner in the same ministry, during the dialogue asked the stakeholders to allow the old district service commission to start doing it’s business.

In the same spirit principle human resource office in public service ministry Mr Noel Kabwegyere who represented both the minister of public service and permanent secretary insisted that the old commission should be allowed to work.

However, the two representative could not speak to www.mknewslink.com editor after the dialogue because they requested not be quoted beyond what they said in the meeting.

Meanwhile Apollo Kakonge and group from a pressure group ‘Make Bushenyi Great Again’ addressed a press conference at Ankole Resort Hotel in Bushenyi town and rejected the decision made by Rapheal Ochan to borrow Mbarara service commission.

In Kabale–

Police in Kabale is holding two people after they were allegedly
found in possession of government drugs.
The suspects have been identified by police as Frank Ensinikweri 34, and Tom Akampurira 25, all businessmen from Kibeho cell, Murambi parish, Rweikiniro Sub County in Ntungamo District.
They were arrested last night at around 01:00am while at Katuna town
border in Katuna town council while transporting a huge box full
assorted drugs worth million shillings loaded in a motor vehicle
TOYOTA PREMION registration number UAY 636C while heading to Rwanda.

Dickens Bindeeba, the Kabale District Police Commander says some
of the drugs that were found in the box include; Coartem, Diazepam,
Diclofenac, Cipro, trixone plus injections and syringes among others.
The Kigezi region police spokesperson; Elly Maate says that the
suspects are in police custody for interrogation after which they will be forwarded to court for trial.

The arbitration meeting organized by Bushenyi Members of Parliament to mediate between the district chairman Jafali Basajjabalaba and a group of concerned residents led by Apollo Kakonge has kicked off at Tuzza Gardens in Bushenyi-Ishaka Municipality this morning.

However, Kakonge and his group are not attending the meeting as they are moving to hold a parallel meeting in a place yet to be disclosed.

Talking to the www.mknewslink.com managing editor this morning, Kakonge said he was not going to attend the arbitration meeting because the organizers did not invite him.

He accused the district MPs of being biased arguing that the Mbarara resident Judge; Justice Duncan Gaswaga had ordered that both parties attend the meeting.

He expressed surprise as to why the MPs have decided to meet one party, leaving the other out.

The arbitration meeting is being attended by all Mps from Bushenyi district.By the time www.mknewslink.com visited the venue at Tuzza, the MPs including Minister Mary Karooro, Rapheal Magezi(Igara west )Martial Tumusiime(Igara East) and already Gordon Arinda Cowboy(Bushenyi-Ishaka) were already at the venue.

The arbitration meeting stems from a court case that was filed by Mr.Apollo Kakonge against the district Chairman Jafali Basajjabalaba for failing to appoint a District service commission.

In Kabale–

The Electoral Commission has suspended district woman Member of Parliament and district chairperson elections for the coming district of Rukiga due to lack of funds for facilitation.

Rukiga District is expected to start its operations on 1st July this
year after being curved off from Kabale District.

Section 8(5) (c) of the parliamentary Elections Act2005 requires
electoral commission to conduct election of District woman
representative to parliament within sixty days after creation of the
new district. The Local Government Act similarly provides under part X
for election of District Chairperson.

Several candidates had already shown interest in the two seats and had
even started early campaigns to woo voters to their sides.

However in a letter dated 14th June 2017 signed by Sam Rwajoojo; the
Electoral Commission Secretary and addressed to the office of the
Kabale District Chief Administrative Officer indicates that the
commission is not in position to conduct elections in Rukiga district
due to financial constraints.

The letter indicates the commission has decided to omit the elections
in Rukiga after the approved budget for financial year 2017/2018
failed to spare funds for the exercise.

The letter advises the Chief Administrative Officer to liaise with the area Electoral Commission Officials and conduct elections for the interim chairperson for Rukiga District.

The Kabale District Chief Administrative Officer Wilson Tibugyenda,
declined to comment on the matter claiming that he has not received
the letter.

The Kabale District Returning Officer Juma Adam Sheesa, admits that
election in Rukiga district will not be held Sheesa says that he has
also received a letter from the Electoral Commission requiring him to
inform all the stakeholders about the changes. He adds that the
elections to select an interim chairperson are likely to be held on
3rd July this year.

Jackson Asiimwe Rwamwehare, Willy Denis Nkwasiibwe, Barnabas
Tugumisirize are eyeing for the District Chairpersonship seat. Victoria
Abigail Atukunda, Maureen Kyarisiima, Charity Ainebyoona Tumubweine,
Alice Basobokwe, Caroline Kamusiime Muhwezi and Pamella Kyomugisha
Kihumuro are eyeing for the District Woman Member of Parliamentary seat.
