MASSIVE CORRUPTION IN ISINGIRO DISTRICT: KABUYANDA T/CLERK, TREASURER ARRESTED FOR STEALING 50M

Shalifah Nakintu the town clerk for Kabuyanda town council and her treasurer Timothy Twinomugisha are on the spot for allegedly misusing money worth 40 million shillings.
The two officers who were serving in Kaberebere town council reportedly pushed for their transfer to Kabuyanda after messing up the office before it was found out that they had indicated that 20 million shillings had been spent construction of a toilet facility at Kaberebere market that is not in existence.
The two also allegedly forged the signatures of the local council three chairperson and the Councillors claiming that they had organised training and spent close to 10 million on their allowances, facilitation among others irregularities.
The two were in late June detained at Isingiro police station but released on bond.
Their arrest came barely months after being transferred to Kabuyanda town council and the Auditors found out that the councillors had received money and underwent training on local government act and how council proceedings should be conducted.
The cases are registered under files CRB 636/2017 and CRB 554/2017 at Isingiro police station.
Initial findings indicate that the town clerk had issued payments to a total of 10 crime preventers who had been locally hired to work as law enforcement officers had not actually been affected.
More money collected as local revenue is also un accounted for. The report further revealed that the Tinako Mukasa a former principal personal for Mbarara district had been hired to facilitate at the training of councillors but he says he had never been hired for such an event in Isingiro.
Patrick Kajumba the area local council three chairperson for Kaberebere town council says that he was surprised to learn that he was among the people that attended the training in question and that some yet to be Identified person had actually signed for him.
Kajumba says that in addition to reporting the matter to police in Isingiro, They have gone ahead to notify the office of the inspector general of government to intervene into the matter. He says that signatures of 14 Councillors were forged.
