As preparations to celebrate Uganda’s 55^th independence go on, the NRM secretary General for Bushenyi district; Umaru Muhanguzi has tasked the organizing committee to expose the budget to Bushenyi district leaders for early verification.

The national celebrations will be held at Bushenyi stadium in Bushenyi-Ishaka municipality on October09, 2017 where President Yoweri Museveni will be the chief guest.

During the preparation meeting for the national event in the district council hall todaySept.14,2017 Umaru Muhanguzi tasked the permanent secretary from president’s office; Deborah Katuramu to show the financial budget to the district leaders so that they can support it in case it is wanting.

Muhanguzi continued to challenge the organizers to declare their financial stand for the independence celebrations preparations or to allow voluntary contributions. “If you don’t have money, for us we can contribute to make the function colourful” Muhanguzi said.

However, Katuramu said the budget will be tackled in next meetings.

Muhanguzi advised the organizing committee to think of planning to provide means of ferrying people from all corners of the district to the celebrations venue if the function is to be colourful.

Other local councilors including Matiya Kakoni Mbebembeire(Kyamuhunga)and Muyambi(Kakanju) also questioned the function organizers from Kampala why the budget is not put to public.

The member of parliament for Bushenyi-Ishaka municipality; Hon.Gordon Arinda Cowboy who was also in the meeting said Bushenyi district has got a big opportunity to host national celebrations for Uganda’s 55^th Independence.

He appealed to all schools in the district to ensure that they bring children to bless the function.

In Rukungiri–

Rukungiri district is struggling to recover over 536 million shillings
from youth lively hood groups that benefited from the project
since 2014.
According to the district community development officer, the focal
person in charge youth Mr. Agaba , out of over 670 million
shillings given to youth groups since 2014 only 134million shillings
has been recovered from the groups and that 7 million out of 134
million were recovered by use of police.
“We used police to recover 7million shillings through arresting of group leaders so going back to villages to re-arrest them will help us to
recover the remaining 536million.” Agaba told www.mknewslink.com today.

The 78 groups in 8 sub counties that include Bugangari, Bwambara,
Nyakagyeme, Ruhinda, Buhunga, Kebisoni, Nyarushanje and Nyakishenyi in the district benefited from the youth lively hood program.
www.mknewslink.com has learnt that most of the youth groups who have failed to repay the money are in three sub counties of Nyakagyeme, Nyakishenyi and Kebisoni .
The RDC Rukungiri ; Martin Mugabe said that youth groups that have failed to give back monies are not cooperative and some disappeared from their homes.

He added that changing of community development officers at the sub
county level every day has also hindered the payments.
The district councilor for Nyakagyeme sub county who is also the head
of finance at the district; Frank Karenzi says that youth do not
meet to view their challenges and that they like to keep cash in their
pockets which has caused them failure to repay.

As President Yoweri Museveni traverses the country educating citizens on the proposed Land Amendment Bill, 2017, eight national civil society organizations including Africa Institute for Energy Governance (AFIEGO), National Association of Professional Environmentalists (NAPE), Centre for Constitutional Governance (CCG) and five others have warned him to stop what they say is “intimidating citizens and the media, saying it is undemocratic.”

The Civil Society Organizations, including World Voices Uganda (WVU), South Western Institute for Policy and Advocacy (SOWIPA), Guild Presidents’ Forum on Oil Governance (GPFOG), Kanungu Youth Initiative for Environment (KYIE) and the Oil Refinery Residents Association (ORRA) were meeting in Buliisa district where they discussed what they called President Yoweri Museveni’s threats and directives to radio station owners and managers to deny airtime to those opposed to government’s efforts to amend Article 26.

Through the Land Amendment Bill, 1 2017, the government wants to amend the Constitution to avoid the legal requirement for prompt payment of fair and adequate compensation to land owners prior to possession or acquisition in all cases of compulsory land acquisition.

www.mknewslink.com can confirm that during the radio talk show on Voice of Kigezi on September 4, 2017, the president is alleged to have asked radio station owners to stop giving airtime to those opposed to the amendment. Following the alleged directive, former presidential candidate, Dr. Kiiza Besigye was barred by Mr. Darius Nandinda, the Resident District Commissioner (RDC) of Kabale district from appearing on Voice of Kigezi for a talk show that Dr. Besigye had already paid.

The CSO leaders also noted that President Museveni is talking about environment conservation yet since 2014, his government has failed to put in place the new National Environmental Act, Environmental Impact Assessment (EIA) Regulations as well as Strategic Environmental Impact (SEA) Regulations. They noted that oil and other developments that highly degrade the environmental are being developed without these laws in place to ensure the environment and communities’ livelihoods are protected.

Lastly, they noted with grave concern at how President Museveni has time to move around local radios threatening the citizens yet for over 30 years, his government has failed to help at least 50 per cent of the citizens get land titles for their land.

In Kampala–

Aviation Police (AVPOL) and crime preventers led by Kigungu police O.C station; Cathbert Wambete and AVPOL Community relations Officer; Ambrose Mugyenyi yesterday assaulted Journalists and destroyed their gadgets  at Kigungu landing site.

The journalists had gone to cover a Democratic Party press conference called by the Entebbe DP spokesperson; Godfrey Maggwa Ssali to condemn the manner in which security authorities arrest illegal fishermen and address the planned move by the NRM caucus to table a bill on the removal of the presidential age limit.

Police men who arrived at the end of the conference as journalists were still interviewing people to get their opinions on what had been addressed by the DP party leaders immediately started beating up the journalists and ordered them to stop recording.
www.mknewslink has learnt that some journalists lost their gadgets during the fracas.

In the process, police officers grabbed NBS TV journalist,;Sunday Ssebaggala’s camera and destroyed it as he was recording.

When the journalists went to Entebbe Main Police station to report the incident, the police officers at the station denied them attention, saying the offence was committed out of their area of jurisdiction and referred them back to AVPOL police station in Kigungu.
