In Bushenyi–

The former woman Mp candidate for Bushenyi district;Fedelis Nshemereirwe has been arrested by police in Ishaka for allegedly leading anti-Age limit removal demonstration on Kabiriisi road in Ishaka town.

It is alleged that the iron lady mobilized bodaboda riders and other business community in Ishaka town who started demonstrating along Kabiriisi road before police dispersed them, arresting their ring leader.

By the time  of filling this story, Nshemereirwe was already at Bushenyi central police station making a statement.

In related news, one person in Sheema district has been arrested by police during a demonstration against the age limit removal.

In Bushenyi/Kampala–

The anticipated debated on the embattled Age Limit bill has  failed to take off as the opposition members of parliament alleged that guns have been smuggled into the House.

The angry opposition MPs turned violent, accusing the minister of state for water Ronald Kibule of holding a gun while in the parliament.

The speaker of parliament Rebecca Kadaga was forced to order that every MP be checked to ensure that there is no gun carried into the house.

The search for the gun was done and nothing was found but still the opposition Mps remain unsatisfied.

Mean while the FDC strongman Col.Dr.Kizza Besigye together with the East African Legislator;Mukasa Mbidde have been arrested in the middle of Kampala city and whisked off to the Kampala central Police station.

In Kabale–

Kabale University Students have staged a peaceful demonstration opposing the proposed scrapping of the presidential age limit.

Students say that Article 102 clause (b) of the Constitution of the Republic of Uganda that states that no Ugandan below the age of 35 or above the age of 75 is qualified to run for the presidency of the country should not be changed.  The proposed amendments to lift the Presidential age limit of 75years if changed will allow President Yoweri Kaguta Museveni to contest again in 2021.

At around 10:00am, students gathered themselves at the office of the guild president to start demonstrations. The Students were also carrying placards written Tojikwatako and having red ribbons in heads.

Ronald Gumisiriza, one of the students says that he was forced to join the demonstration it is his duty as a youth to defend the constitution so that President Museveni is not given another chance of standing in 2021. He says that President Museveni need to peacefully hand over power to another capable leader.

Blaize Mugisha another student says that what forced him join the demonstration is to show his dissatisfaction on the proposed amendment of article 102(b) of the constitution with only one intention of favoring President Museveni to stand again. Mugisha says that this is not the time of amending the article to only favor a single person yet there are other many Ugandans that are capable of leading this country.

The demonstrators were however, dispersed by anti-riot police led by Assistant Superintendent of Police(SSP) Johnson Mpaba, the head of Field Force Unit at Muhanga Police Station in Rukiga district as they descend  to Kabale town from the university. Some of the students run back to the University Premises while others fled to the bush.

The university guild president, Christine Tina Barigye told our reporter that the demonstration was not part of the university activities and those involved are doing it at their own.

The police spokesperson for Kigezi region Elly Maate, says that police is not ready to allow any demonstration of such nature. By the time of filling this story,police was still heavily deployed at the university.

In Kampala–

The Magyezi bill on removal of age limit might not be tabled today as it is missing on the day’s Order Paper circulated by parliament.

An Order Paper consists of issues legislators are to discuss on a particular day; however, www.mknewslink.com has learnt that it can be amended even on the floor of Parliament.

Speaker Rebecca Kadaga is expected to preside over the House where every member is eager to debate despite heavily-armed military deployment.

Igara West MP Raphael Magyezi made it again today when he said that he required leave of Parliament to table a motion to amend Article 102(b) of the Constitution and scrap the provision that caps the upper age for a prospective President at 75 years.

His move which has since been endorsed by both the ruling National Resistance Movement (NRM) party and Cabinet has prompted counter notices for introduction of six other proposed Private Member’s Bills.

The flood of these notices has put the Speaker’s office in at stake and a meeting on Monday between Ms Kadaga and a government delegation led by Prime Minister Ruhakana Rugunda prematurely.

The premier’s team had tried to persuade the Speaker to include MP Magyezi’s notice on the Tuesday Order paper. The Speaker has previously ruled against attempts to amend the supreme law through Private Member’s Bills and demanded that the government tables a comprehensive Constitution review Bill.

The government is yet to explain why it has not to-date tabled a comprehensive Bill to amend the Constitution while choosing to throw its weight behind the Magyezi motion.

In Kiruhura–

The State Minister for Animal Industry;Hon. Joy Kabatsi and local leaders in Kiruhura district have expressed disappointment over government plans to lease out ranches to private investors.

Members of parliamentary Committee on Agriculture were at Ruhenyere and Nshara government ranches in Kiruhura district to assess the status of the ranches and seek people’s opinion over government decision to give part of ranch land to private investors in the country.

The ranches whose land has been earmarked for lease to private investors include Malunzi, Aswa, Nshara and Ruhengyere.

Ms Kabatsi who insisted that help from private investors is not needed, said ranches were put up strategically to help people and leasing them out to private individuals will frustrate their original purpose.

The district chairperson Kiruhura; Sam Katugunda told www.mknewslink.com that as local leaders they are equally disturbed by government secret move and vowed to totally reject it.

Henry Mugarura, a youth and resident said they are optimistic they cannot get better services from a private investor than government because the interests of an investor are primarily profit making than service delivery.

The Committee chairperson Ms Lowila Oketayot said the visit and consultations follows a letter she received from the minister of Agriculture dated August 5, 2017 that government was to give part of ranches land to private investors who have capacity of better management and produce high level of animals to be exported and offer improved breeds to locals.

She said stake holders are questioning the procedure of identifying these investors adding that the decision by government to lease part of the ranches to private investors should not be implemented.

Dr Charles Lagu the Executive Director National Animal Genetic Resource Centre said ranches remain very important in providing genes for high quality livestock breeds.

In Rukiga–

Angry Residents of Kahunyira Cell, Nyarurambi parish in Rukiga district are up in arms with police after two suspects in connection to the death of Deus Twinomugisha, a former crime preventer and a resident there, were released from police custody.

The four suspects; Barrack Ntegyereize, Ambrozi Mugabirwe, Desire Mwebaze and Gerald Karugaba were on 8th this month arrested after being suspected of killing Twinomugisha ;a night before their arrest. However, Ntegyereize and Mugabirwe were released on Saturday, sparking anger among residents who claim that they must have bribed the state.

During the meeting yesterday with security officials led by the Officer In-Charge of Criminal Investigative Department Rukiga district, Detective Assistant Sepretendant of police, Onesmus Kamugisha, held in Kahunyira cell in Rwamucucu Sub County, angry residents expressed fear that the released persons might be a security threat to the community.

But ASP Kamugisha, told www.mknewslink.com  reporter that police has advised the family of the deceased to visit the office of the Regional State Attorney to inquire on the matter.
However, the Kigezi Regional police spokesperson Elly Maate said  the suspects were released on instruction from the directorate of public prosecution in Kabale because there lacked evidence incriminating them. He said if evidence is produced, the suspects can be re arrested.
