Bushenyi district leaders have tasked the NRM Secretariat representative; James Tweheyo to explain if president Museveni is behind the controversial age limit bill that intends to delete Article 102(b) from the constitution of Uganda.

Tweheyo who represented the NRM national chairman in the consultative meeting on Age limit bill in Bushenyi district yesterday, he was disappointed when the district secretary General;Umaru Muhanguzi challenged him to tell the audience if president Museveni is behind the contentious bill seeking to remove presidential age limit.
Muhanguzi further said that unless the local leaders know if Museveni is behind the contentious bill, they cannot debate it.
When Tweheyo dodged the question, the question, the local leaders who were in the multipurpose hall suggested that another date be set for the whole voters to come and give their views on the controversial bill.
Tweheyo told the leaders that they were entitled to a transport refund of sh.30,000 which they shouted in protest against the offer, saying it was too little. They instead demanded sh.50,000 before they were convinced and accepted the offer.
The meeting which was attended by all LC3 chairpersons from all divisions of Bushenyi-Ishaka Municipality ended at 7; 00PM with a resolution that another meeting be held at the district headquarters where all voters will come and meet their MPs to give them their views on the age limit bill.
The general consultative meeting on the age limit bill is scheduled for Wednesday Nov.8, 2017 at Bushenyi district headquarters.
However, local councilors from Bushenyi-Ishaka Municipality have rejected their area MP Hon.Gordon Arinda Cowboy’s proposal to have a joint meeting with other constituencies at the district headquarters.
In a letter dated Nov.6,2017 addressed to MP Arinda the speaker Nyakabirizi division;Mackay Twijukye says the councilors will not attend the joint meeting since the MPs are facilitated to hold meetings in every village to enable all voters give their views on the age limit bill.

In Fort Portal–

Police in fort portal is holding the Forum for Democratic change chairperson fort portal municipality who is also the district councilor for South division Fort portal municipality; Jorum Bintamanya on allegations of inciting violence.

Bintamanya was arrested today morning of Nov.7, 2017 by police from summit bar and Restaurant on Ruhandiika Street where he had gone to have breakfast.

According to the Rwenzori Region police spokes person Lydia Tumushabe, Bintamanya has been moving on several radio stations in Fortportal using abusive languages attacking the president Yoweri Museveni.

She added that police has been watching Bintamanya until they gathered all the evidence to charge against him.

Tumushabe disclosed that Police is still carrying out its investigations on the matter and dismissed allegations that Bintamanya was arrested for opposing the amendment of article 102B of the constitution of Uganda.

She however said that Bintamanya is going to be produced in courts of law and be charged accordingly.

In Masind–

Principal Uganda Technical College Kyema and Masindi district local government leadership are fighting for the 99 million shillings to be compensated by Uganda National Roads Authority (UNRA).

This follows the construction of Kigumba-Masindi-Hoima Kyenjojo road which is about to commence.

Jacob Akunobere, the principal Uganda technical college Kyema, says that there is compensation by UNRA to all the institutions along the road noting that they were told that Kyema is bound to a tune of 99 million shillings compensation adding that is surprising to see district demanding the saying that they are the owners of land and the money.

He adds that Kyema is an independent college which was given land to develop noting that when an opportunity comes should be left to them.

Akunobere adds that if this money is left to them, it could help them establish like 3 or 4 staff houses for effective management of the staff noting that 90 % of the staff members reside outside the institution.

She adds that even the college nurse who should be at the college all the time resides outside.

However, the district chairperson Masindi, Cosmas Byaruhanga says that Kyema is sitting on the district land in the names of Masindi district local government according to the title, adding that the compensation should go the district Bank Account before it is channeled to Kyema Technical college.

Byaruhanga also explains that as a district they have priorities saying that it would be imperative for Kyema technical college and the district to sit on the round table and  and agree on the priorities which can be worked on using the same money. He says that as a district chairperson he is aware of all developments going on at Kyema noting that the issue of space is not a big problem.

Byaruhanga adds that this money should be used to support the needy students explaining that there are students who cannot afford to meet the requirements of under taking a certificate course at Kyema since government supports only students undertaking diploma courses.

The Minister of Justice and Constitutional Affairs,Maj.Gen. Kahinda Otafiire has responded to Bishop Robert Muhiirwa’s comments on the amendment of the constitution and removal of presidential age limit.

On Sunday, at the Uganda Martyrs Shrine, Namugongo, Bishop Muhiirwa who led Mass for Catholics from Mbarara Archdiocese, on their annual pilgrimage reminded leaders to keep the oath they take while holding the bible.

He said the word of God must not be played with. The leaders of this country must not joke with the Bible. They held a bible in their right hand and swore to defend the constitution.

However while meeting National Resistance Movement-NRM party leaders of Fort Portal Municipality and Kabarole district toda in Fort Portal town, Otafiire said that although he respects Muhiirwa’s opinion on the age limit, amendments and changes in society are inevitable.

According to Otafiire, Jesus left only one Church under St. Peter but now there are many churches with different religious leaders. He said that if the constitution of the church had not been changed to cater for different religions, Muhiirwa would not have been Bishop.

Muhiirwa and Reuben Kisembo, the Bishop of Ruwenzori Diocese has been consistent in their anti-age limit removal messages this year. They have spoken at different functions and written letters urging President Yoweri Museveni to retire and allow another leader to take over.

Otafiire also criticized some NRM Members of Parliament who are against amendment of the constitution.  He said that as party members, they are supposed to support and respect decisions taken by the party’s organs.

Before he could end his speech, Otafiire ordered journalists out of the hall, saying that they were discussing internal matters of the party. He also ordered his UPDF escorts to ensure the journalists were not in the vicinity of the venue.

Earlier on before the journalists were chased out, Margaret Muhanga, the Member of Parliament for Burahya County and a supporter of removal of the age limit, said that some NRM members of parliament and members of the opposition are wasting time opposing amendment of the constitution.

Displaying a list of names, Muhanga claimed that 330 NRM MPs and the 10 UPDF Members of Parliament are in favour of amending the constitution.
