Bushenyi municipal councilors were today morning forced by their speaker Milton Kasibure to write apology letters for coming late for the council session.

About 10 councilors who were supposed to arrive at the council hall at 9:00am for the council meeting, they managed to arrive at 11:00 am, an act that irked the speaker thus forcing them to make apology in writing or else they go back home.

After submitting their apology, the councilors were subjected to a 20 minute suspension from the meeting before they were called in.

The speaker Kasibure said the habit of late-coming among the councilors fetters development in the municipality as the business is not completed in time.

He vowed that next time late comers will not be allowed to attend the meeting thus giving a stern warning.

The municipal town Clark; Paul Batanda said that the resolutions made by the council cannot be easily implemented due to financial constraints.

Bushenyi Ishaka municipal councilors have resolved to write to the speaker of Parliament; Hon.Rebbecca Kadaga accusing their area MP;Gordon Arinda Cowboy of ignoring the voters while making consultation on the contentious age limit bill that seeks to amend article 102(b) of the constitution.

In their meeting held today morning at municipality hall in Bushenyi town to under the chairmanship of Milton Betungura resolved to write a letter to the speaker of Parliament Hon.Kadaga asking her why their area Mp Hon. Cowboy Arinda has not yet consulted the electorate on the article 102(b) of the constitution.

The councilors added that when Hon. Cowboy called them for a meeting they went to the venue and waited for him but he could not come.

They accuse the Mp of diverting the consultation funds to his personal benefits instead of consulting the electorate.

Keneth Kitunzi; a councilor  form Ward B Bushenyi-lshaka municipality said that Hon. Cowboy has at several times failed to support the council resolutions citing a plan to relocate Basajja market from the road side to another place as it was resolved by the council.

Kitunzi added that the municipal council has made loss of Ug.sh.1,000,000 in revenue collection since the Bassajja market vendors don’t pay taxes.

According to Mubarak Birikwiza; a councilor representing Ward 3 they have started a process of collecting signatures that will be attached to their letter to speaker Kadaga.

Zimbabwe Defense Forces say that President Robert Mugabe and Wife Grace are “safe and sound.”

The first family was reportedly detained on Tuesday night in what increasingly looks an attempt to topple the long serving leader.

In an announcement made by Maj. Gen. S.B Moyo, the army claims that the security of the first family is guaranteed.

“Firstly, we wish to assure the nation the His Excellency the President of the Republic of Zimbabwe and Commander-In-Chief of the Zimbabwe Defence Forces, comrade R.G Mugabe, and his family are safe and sound and their security is guaranteed,” he said.

He however distanced the forces from the suggestion that the process is an intended coup.

“We are only targeting criminals around him who are committing crimes that are causing social and economic suffering in the country in order to bring them to justice,” Moyo said.

He said the forces are only pacifying a degenerating political, social and economic situation in the country which if not addressed may result into conflict.

However, according to media reports, Chris Mutsvangwa, the head of Zimbabwe’s influential war veterans’ association says that the president has been removed with plans to install exiled former Vice president Emmerson Mnangagwa.

Zimbabwe’s ruling party also claimed on social media that President Robert Mugabe and his family were detained Tuesday night at the height of Military take over.

“Last night the first family was detained and are safe, both for the constitution and the sanity of the nation was necessary,” said the Wednesday morning Tweet, sent from the @zanu_pf handle. “Neither Zimbabwe nor ZANU are owned by Mugabe and his wife. Today begins a fresh new era and comrade Mnangagwa will help us achieve a better Zimbabwe.”

We however, cannot independently verify the twitter account’s authenticity.

Southern Africa Director with the Africa Division at Human Rights Watch, Dewa Mavhinga reports that the military has since sealed off the parliament building in Harare, cordoned off the Police Support Unit with no one allowed to enter or leave the police base and streets to President Mugabe’s offices.

He also states that military has disarmed guard members of the police.

It should be noted that Maj. Gen. Moyo warned against any sinister moves by any party, stating that the army shall not hesitate to reply in equal measure.

The current tension was sparked last week when Mugabe fired his deputy, Emmerson Mnangagwa, and accused him of disloyalty and plotting to seize power. Many observers saw the move as a step towards the installation of Mugabe’s wife; Grace Mugabe, as vice president. That would put the first lady in position to become president when her 93-year-old husband retires or dies.

Rukungiri municipal Councilors have suspended a proposal that was brought on their table for approve during their council meeting and send it back to committees.

The suspended proposal is the physical structure plan map for municipality after the councilors failed to agree with the municipality technical staff that they don’t know that plan.

Councilors blame the technical staff which did not explain to them the physical structure plan in time so that they can know its meaning before they approve it.

Councilors say that the office of the town clerk should call them for induction, be facilitated for the transport and their day they show them the plan so that they approve what they know. “it should be taken back to committees so that councilors first study it before they approve it “ she said

However the office of the town clerk says that don’t have money to facilitate them if they need to be inducted but the office doesn’t have money.

“The finance committee should look for money to facilitate councilors for induction”. The assistant town clerk; Ambrose Tusime said.

Rubanda district chairman; Jogo Kenneth Biryabarema has decried the poor collection and management of local revenue from markets and other sources leaving the district to depend on only central government grants.

Central government grants account for over 95 percent of the district annual budget.

Biryabarema made the remarks yesterday while opening 2017/2018 budget conference in district Rukiiko hall in Rubanda district. The conference was attended by chief administrative officer, heads of departments, District executive committee and district councilors.

He said that most of the poor revenue collections are characterized by lack of enough staff, lack of date base adding that some contractors refused to commit themselves the money they will pay due to the outbreak of the peste des petits ruminants-PPR virus in Rubanda district.

He called on the local councilors to mobilize residents towards paying taxes to help the district fund community development projects adding that the district technical staff should promote budget transparency.

The Rubanda district chief administrative officer Davis Beyeza Ddembe decried the little money generated from tourism sector that is remitted to Rubanda district yet they own tourism assets.

Kabale regional referral hospital has run out of the second line antiretroviral drugs, living hundreds of people living with HIV stranded.

Second-line antiretroviral therapy achieves durable viral suppression in
three-quarters of patients and is associated with an increase in CD4 cell
count.
One of the patients living with HIV/Aids who talked to our reporter in
Kabale says he has not been able to access the medicine since early this
month. He says the failure to access the drug might have far reached
implications on his life.

Another patient who was found at Kabale hospital stranded said that he
visited Rubaya health centre IV, Rushoroza health centre IV for the drug
but could not get it. She however says unless there is immediate
intervention the drug stock out it will be a big setback on the lives of
members.

The Kabale district Health Officer Sr. Immaculate Mandela says that most of the district health centres also have stockouts. She says despite the fact that the drugs are available in pharmacies; many people living with HIV/Aids can’t afford them. Mandela adds that the stockout has been a national issue adding that they have requested for emergency supply.

The Kabale regional referral Hospital Director Dr Sophie Namasopo says that the hospital has 262 patients using the second line drug. She says that they have been referring the patients to other health units with the drug as they wait for emergence supply they requested for.

In Mbarara–

Live bullets and teargas rocked Mbarara town yesterday Nov.14,2017 as police arrested former FDC president Rtd Col. Kiiza Besigye, Ingrid Turinawe and Patrick Amuriat.

Besigye and party colleagues who were scheduled to address a rally to canvass support for Patrick Amuriat at Kakyeeka stadium emerged from Grand Holiday International Hotel and tried to evade police as he drove through Mbarara Bus Park.

Police trailed him and later caught up with him at Mahembe Gente round about where they blocked the road as people pelted stones at police and in the process the rear window glass of his vehicle got shuttered.

The three were arrested and whisked away in a police van which action forced the cheering supporters to turn violent and police had to use live bullets and tear gas to disperse them.

Police also sprayed water into shops where people were hiding as they retreated.

Police declined to make any comment and by press time the three were still held up at Mbarara central police station.
