Uganda Revenue Authority (URA) has hit back at a section of Kabarole district councilors who have been accusing the district of illegal deduction of their monthly allowances.
A section of councilors led by Karambi sub county councilor Joseph Mashuhuko recently stormed the radio stations in Fort Portal and accused the district leaders led by the Chief Administrative Officer Mr.Dunstan Balaba of deducting 30perecent of their allowances instead of the 10perecent.
Mashuhuko while on some radios said that he doubted the CAO when he landed on a letter written by him dated 18th April to the URA seeking for guidance on the deduction for the councilor’s taxes. He revealed that he was dragging the district to court.
But in a letter dated 20th April, this year addressed to the CAO signed by Precious Mutasingwa for Commissioner Domestic Taxes URA Kampala, copied to RDC, District chairperson, District Internal Auditor, instructs local governments to withhold the standard withholding amount from the allowances payable to councilors.
The letter states that in respect of whom no record available of their current employment, the district should deduct 30% on gross amount without allowing them the tax-free allowances (threshold) unless they have declared their employment details. This requires councilors to declare if councillorship is the only source of employment.

The Minister of Justice and Constitutional Affairs, Gen. Kahinda Otafire has called upon residents in Rwenzori region to re-unite and avoid tribalism related conflicts and fight for their rights as Ugandan Africans.
He said this while officiating at the 10th Anniversary celebrations for Kasese Guide Radio held at the Catholic Social Services Grounds in Kasese town.

Otafire also implored the media houses in the region to remind the people that they were still backward and hence they needed to use the God given resources and knowledge to create wealth and make development.

He also revealed that government absolutely has no problem with the Rwenzururu Kingdom and appealed to the institution’s subjects to continue cherishing their values and restore relationship with the government.

The Kasese Municipality Mayor, Godfrey Baluku Kabyanga hailed the
Retired Bishop of the Catholic Diocese of Kasese, the Rt. Rev. Fr. Egideo Nkaijjanabwo for his vision of starting the Radio, which serves many people with the right information.

State minister for planning Bahati David has emphasized that the government is committed to taxing 30% of any amount of money in net profit registered by a single SACCO in the country.
The minister noted that the money will contribute to the country’s revenue growth, but said that the proposed cooperative tax will not affect small SACCO’s which are trying to grow and have not yet started making profit.
The minister was speaking to Journalists in Kabale shortly after closing a one week entrepreneurs training organized by enterprise Uganda.
SACCO operators have expressed fear that once the income tax exemption awarded to them in July 2017 is reversed, their financial systems that are playing vital role among rural people who cannot access financial services from the formal sector will get disrupted and this shall ultimately become a recipe for SACCO failures in the country.
The operators said that SACCOs contribute to the government’s tax revenue through operational licenses, pay as you earn and local service tax from employees adding that subjecting them to income tax will force members to stop buying more shares.
Charles Ochichi the executive director Enterprise Uganda said that government should rather focus on increasing SACCO membership by establishing more SACCO’s in villages and tax the people instead of taxing them.
