KAHINDA OTAFIIRE ANGERED BY GOVERNMENT’S ILLEAGAL ARRESTS, INTIMIDATION —WRITES TO JEJE ODONG

The Minister of Justice and Constitutional Affairs, Gen. Kahinda Otafiire has written to his Internal Affairs counterpart, Gen. JeJe Odongo expressing anger over illegal arrests, intimidation and impunity exhibited by government officials in the country.
In the letter, Otafiire stated that there was abuse within government, misrepresentation, manipulation among others.
According to Otafire, there is a “systematic” commission of abuses by state actors against the public.
“There appears to be a systematic perpetration of abuses of rights, authority and office, all directed at individuals and entities of the general populace,” the general noted.
He added that there have been exponential complaints of false arrest, intimidation, extortions and others against State agents.
“There has been an increase in complaints against officers, working with other state organs, regarding false arrests, intimidation, extortions, fabrication of evidence, unfounded investigations over the past few years.”
Minister was writing in reference to a complaint he received from the former lawyer of Archbishop, His Grace, Dr. C K Lwanga, detailing “a torturous catalogue of actions, omissions, and abuse within government.
Otafire narrated that the government in June 2015 fully compensated the Catholic Church for its land in Entebbe and in July the Archdiocese cleared the legal fees of the lawyer who helped in the settlement. The lawyer was however reportedly arrested by security for money laundering.
“The recovery lawyer was arrested on money laundering charges, for fees paid to him from the same funds released by/for debt settlement by the government,” he said.
The letter copied to President Museveni, Prime Minister Ruhakana Rugunda, Ministers of Finance, Security, Inspector General of Police and Director of Public Prosecutions, proposed establishment of a commission to comprehensively address the matters.
“Therefore, I do propose to my honorable colleagues to consider a full standing judicial commission with a public access to provide the necessary checks and balances. The public will expose such entities besides creating and providing an open and needed public deterrent therein,” he proposed.
