In Masindi

Security operatives in Masindi district have blocked the former Leader of Opposition also Kasese district woman member of parliament Winnie Kiiza from addressing women leaders who had been drawn from the two Sub Counties of Budongo and Kimengo.

The meeting which was organized by Forum for Women in Democracy (FOWED) at education hall in Masindi town was stopped by the Resident district Commissioner Masindi Godfrey Nyakahuma and the OC operations Sirusa Besimbire at around 10:30 am.

The RDC argued that it was an illegal assembly and he would not allow such a meeting to continue hence calling it off. The meeting had been attended by over 40 participants including; women councilors from the two sub counties of Kimengo and Budongo and the district female councilors.

Maureen Kyomuhendo the field officer FOWED Masindi branch noted that the objective of the meeting was to build the womens capacity and to equip them with knowledge on how they can develop themselves adding that the training was not political at all.

She added that they wrote to the RDC in time and copied to the District Internal Security Officer and District Police Commander notifying them of the activity wondering why the RDC never read through their notification.

She said that FOWED signed a memorandum of understanding with Masindi district local government seven years back and they have been operating peacefully saying that they are surprised to see security operatives coming out now to antagonize them.

Addressing journalists shortly after being stopped from addressing the women, Kiiza noted that she had not come to Masindi for political reasons but came after she was invited to train women on how they can move forward adding that she is also a member of Forum of women in democracy.

She said that she is not happy with the way women are being handled in Uganda explaining that how can the RDC come out and disorganize women who are in the budget cycle planning for themselves.

By press time, the women who had turned up for training were soliciting signatures to petition parliament over the RDCs act.

In Mubende———

Police in Mubende District have recovered two bodies of children aged 4 and 2 allegedly drowned by their own father in a water dam before he took his own life.

Authorities identified the girls as Shifa Byamukama, 4 years, and Zabaayo Jackline, 2 years both residents of Kyakadali village, Bageza Sub-county in Mubende District.

Police also found the body of the victims father only identified as John Zabayo, 30, lying a few meters from the dam where their bodies were recovered.
Mubende District Police Commander, Mr Martin Okoyo said they have launched investigations into their death as they wait for postmortem reports from Mubende Regional Referral Hospital where the bodies were taken on Tuesday.

Mr John Mary Viviane, the LC1 Chairperson of the village told www.mknewslink.com that Zabayo has had a troubled life ever since his wife separated with him and abandoned the children.

At Parliament

Ms Justine Bagyenda, the former director of supervision at Bank of Uganda was yesterday pinned by Mr Milton Opiyo, the Central Banks security director on the disappearance of critical documents from the bank.

Mr Opiyo told the Parliamentary inquiry that Ms Bagyenda’s driver and bodyguard entered BoUs head office on Kampala Road in the evening of February 11 and made off with a cache of documents in three bags.

The Parliamentary committee investigating alleged irregularities by the Central Bank in the closure of seven banks have for days stalled as BoU officials wrangled over who was in possession of the missing critical documents liquidation reports on the defunct banks which contain their assets taken over at the time of closure.

Mr Opiyo indicated that when CCTV footage was played, it showed Ms Bagyenda’s driver and bodyguard carrying three bags of documents from the bank and putting them into Ms Bagyendas car.

He noted that the two bags were returned to the bank the next day, but security personnel at the bank were unable to verify whether the returned bags had any documents or what sort of documents had been taken out.
Mr. Mutebile promised to launch an investigation into how a confidential letter about key documents he wrote to the inquiry committee Chairman was leaked by BoU staff to social media sites even before he signed it off.
Because of the points she made that there were allegations of harassment [and] witch-hunt, Ms Bagyenda requested for special security measures for her protection pending the resolution of Crane Bank cases and BoU agreed to maintain her security until December 31, Mr Mutebile told the Parliamentary Committee on Commissions, Statutory Authorities and State Enterprises (Cosase) that is investigating the disputed closure of seven banks.

Ms Bagyenda is currently abroad and the committee has issued a two-day ultimatum for her to either show up tomorrow or face arrest warrants by Interpol.

To prevent any further loss of documents, Buhweju County MP Francis Mwijukye suggested that Ms Bagyendas homes be put under lock and key by police.

In Kabale

The Public Health Specialist at the Infectious Diseases Institute Uganda Judith Nanyondo has attributed the increased cases of Hospital Acquired Infections to lack of the required equipments to use in the hospitals.

Nanyondo noted this today during a three days workshop at Kirigime guest house in Kabale municipality on Infection, Prevention and Control on Ebola and other infectious diseases that involved health workers from five districts of Kabale, Kanungu, Rukungiri, Kisoro and Rubirizi.

The three days workshop was organized by the Ministry of Health and funded by the World Health Organization.

She said that some people contract diseases from hospitals where they go for medication and health workers also contract diseases from patients they attend to because some hospitals have no required materials like gloves, gumboots, Aprons among others.

She added that this forces health workers to directly touch on patients putting them at risks of contracting infectious diseases.

Nanyondo said that 10 health workers out of 100 health workers in developing countries contract disease from the patients they attend to.

In Kabale———

Local leaders from Kirigime ward Kabale Municipality have opposed the decision by the Municipal Authorities to stop them from cutting the trees located on a public land in Rushambya cell.

The trees in question are located in Rushambya cell, Kirigime wardon a one and half acres of land were locals say that they planted them 40 years ago for future developments and conserve the environment in Kirigime ward.

On Saturday, police on orders of Municipal authorities stopped locals from cutting down the trees saying that they had no Authority from Municipal council.

According to Rushambya LC 1 Chairperson Jimmy Besigye, the cutting of the trees followed several complaints from residents neighboring the trees fearing that at one time may hit their house. Besigye wondered how the Municipal council can come to stop them from cutting the trees yet they are the ones who planted them.

The Kirigime LC2 Chairperson Salim Hamis Salongo said that they need a clear explanation from Municipal council as to why they stopped them from cutting trees.

The Kabale Municipal Mayor Emmanuel Sentaro Byamugisha said that although the trees were planted by locals, they should follow the right procedures or present evidence to indicate that the trees belong to them.
