The principal judge in the courts of judicature Bamwine Yorokamu has communicated an order through the Mbarara resident judge Zaija Flavian that all debtors at Bushenyi( Nyamushekyera) government prisons should be released.

Atleast 20 debtors are already at court waiting to be released.

Bamwine stressed that it is better to release debtors so that they can go and look for money to pay back. He added that keeping them in custody will not be a solution moreover they are putting more expenses on the complainants.

Managers of different financial institutions have stormed Bushenyi court to inquiry from the authorities how they expect them to get back their money.

Joseph Bahame head of loans at KYAPS says this will tarnish their relationship with their customers. He wondered how customers will react when they are told that their money they kept with institutions is not in store at a time they need it.

Meanwhile, police officers in charge of operations have intervened to calm the situation and have advised the managers to write to the principal judge through justice Zaija.

Ayivu County MP Bernard Atiku revealed that he has prepared a Private Members Bill that seeks to address issues of human sacrifice and other harmful practices.

A new bill seeks to ban the activities of witchdoctors that are blamed for the rising cases of human sacrifice.

Atiku who is also the chairman of Uganda parliamentary forum for children noted that If one is to follow cases that concern human sacrifice in this country, all of them have been associated with witchcraft.

He added that shrines serve as a place where people go to consult witchdoctors or they are used to slaughter children.

He however said that there are fears that attempting to ban shrines might violate peoples freedom of worship but if its a religious shrine, there must be standards.

He was speaking during a consultative meeting at Imperial Royale Hotel in Kampala on Wednesday.

Mr Atiku said although the witchcraft Act prohibits the practice of ritual sacrifices that endanger or have the capacity to take away human life, the law is too inadequate to deal with the problem of human sacrifice.

However some local leaders said there should be a cleardistinctionbetween traditional healers, herbalists and witchdoctors. They also called for a clear definition of witchcraft to ease monitoring.

Mathias Kigongo, Buikwe district chairman stressed that they should use universities in the country todo researchand distinguish between traditional healers and witchdoctorsadding that some of the witchdoctors pretend to be traditional healers during the day and [become] witchdoctors at night.

In Kampala

Former Forum for Democratic Change party president, Gen. Mugisha Muntu has started the process of registering his new political party with the Electoral Commission.

Mugisha, in a press statement released on Wednesday evening stated that the mandatory gathering of signatures has been going on for weeks.

As communicated in our newsletter to subscribers on the 30^thof November 2018, we have been in the process of gathering signatures from across the country for the registration of our party, said Muntu.

The Electoral Commission, according to the statement, is currently verifying the signatures and expected to be concluded by December 31^st2018.

He noted that the process (signature collection) was completed and all necessary paperwork for registration handed to the Electoral Commission on 7^thDecember 2018. The Electoral Commission begun the signature verification process, said Muntu.

He admitted that the party is not going to be launched before Christmas as he had promised.

As consequence of this (extensive process), we are unable to launch before the 25^thof December as earlier projected.

Muntu however remarked that the launch is going to happen as soon as EC finishes the process of verification.

The general also stated that even the presentation of the name of the new party is only going to be done after securing the registration from the EC.

Similarly, the unveiling of our name, logo, policy platform and other instruments of identity for the party will be done only after getting the registration certificate from the Electoral Commission

In Mbarara

Court in Mbarara presided over by grade one magistrate Paul Mujuni has remanded eight Rwandan and one Tanzanian nationals on charges of illegal stay in Uganda and owning illegal business.

The remanded are France Mukeshima 35, Teddy Mukatwesiga 23, Florance Mukankubito 27,Yatashija Matilda 27, Lilian Owimana 23, Clare Nahimana 23, Shivan Nyangoma 26 (TZ), Ireen Owimana 28 and Yvonne Nyinamafaranga.

The nine have been in the police custody followingintelligence reports that a group of foreigners disguised as prostitutes had entered the country on furtive mission.

The nine have been remanded to Kyamugorani government prison up to tomorrow when they will again appear before court on charges of illegal stay and illegal ownership of business.

Recently, Emmy Kateera Turyabagyeni the RDC Mbarara revealed that their arrest was purposely intended to know how they entered the country and on which mission.
