Responding to lies and misinformation by Hon. Dr Elioda Tumwesigye about my record as Vice Chancellor Ankole Western University
This piece of write-up has been prompted by repeated misinformation, lamentations and blame-game by Dr. Elioda Tumwesigye on Ankole Western University. This has been, especially, in attempts to explain the financial situation of AWU. In an attempt to explain the financial woes of AWU, Dr. Elioda Tumwesigye addressing journalists at Kabwohe hill at a function to install the new Vice Chancelor 31st Dec. 2018, blamed management and previous governance organs for the present financial crisis of the institution. He made particular mention of me and the predecessor council for having contributed most to the financial woes. Those who were present at the installation of the VC function were shocked after reading in the press what Dr. Elioda said. This is the same Elioda Tumwesigye who minutes ago had heaped praise on me in his public speech for the lasting contribution I made to AWU during my stint. In a few minutes after the function he made a u-turn when addressing the press privately. When the journalists contacted me to respond to the allegations by Dr. Elioda Tumwesigye, I asked them for evidence of what he said and they responded in the affirmative.
I contacted Dr Elioda Tumwesigye to clarify his remarks to journalists but he instead denied blaming the newsmen for misquoting him. He probably didn’t know I had the recording which I later sent to him. This is probably not the first time. In his numerous speeches in Sheema, I was told Dr Elioda used to talk about me negatively in relation to AWU but I had no evidence to take him on. But as the bible says, ‘the truth is that whatever one seeks to hide and cover up will eventually work its way up to the light and become known’. The journalists are messangers of information and they usually bring to light what is said in the dark. His utterances and later denial led me to a conclusion that the minister was politicking. Hon Elioda Tumwesigye is currently the Chairperson Finance Board of AWU. He knows that during my time i didn’t process any of the loans that the university has. What i did was to try to restructure and renegotiate them to make it easy for AWU to pay back with relative ease. Why does he continue to talk as if he is not informed of the situation on the ground? He was a member of the previous governance councils and even in the last interim council, he was coopted as a member of the Finance and development committee/construction committee purposely to oversee construction and development programs at the university. We used to have regular meetings. That commitee was comprised of Dr. Elioda Tumwesigye; Eng. Yorokamu Katwiremu; Yesse Mubangizi; Patrick Mutabwire; Eng. Tumwesigye; Mr. Sam Kahindi etc.. You may also need to be aware that ever since AWU was registered as a private entity in the Registrar of companies, no document to process loans especially those that last more than 3 months in repayment can be processed when not sanctioned by Dr. Elioda Tumwesigye as a principal signatory. West Ankole Diocese through university council may have to check this out for legal conformity and ownership issues. It is therefore a matter of intellectual dishonesty for the Minister of Science … i repeat a Minister of Science of the Republic of Uganda to continue spreading negative propaganda about previous management and governance of the university when he has been a key member of all these organs and participated in the decisions of the university. Is he covering up something?
Where lies the problem?
Mr. Chairman, I tend to ignore most lies told by politicians because in most cases they are looking for relevance. Any keen observer who has been following issues of AWU can easily tell. Also note that I had earlier decided not to respond to these funny accusations by Dr Elioda Tumwesigye out of respect for the new university council and the VC. All documents pertaining university business are filed and any information regarding my term of office is well documented including those of previous councils and management. However, incessant attacks and failure to reign on your member of council has forced me to write to you in the hope that you will take action.
I also know that you are relatively new on issues surrounding AWU. You may probably need for you to know that the root cause of the governance and management failures at the university is politicization of the university. In my own view, Dr. Elioda Tumwesigye is the chief culprit. He is well known in Sheema District as using AWU or other public/community projects to achieve his political goals. He does this especially by personalizing the achievements of these institutions while blaming others for the failures. By doing this, he blackmails others and portray himself as the only savior of the institution. When i became VC i told him to give me space and manage the university since i was the accounting officer something that didn’t go well with him. He continued with politics of undermining everything we were doing until i said to myself … enough is enough.
Mr. Chairman, let me note certain observations on Hon Elioda Tumwesigye character for the time i have worked with him formally and informally. He is very intelligent and hardworking. He also used to be good at lobbying for his constituency and his people. He used to be down to earth with a sense of humility but with time he became arrogant. That has also come with “the insatiable lust for power”. He particularly wants always to be the chair of all committees he is part of. If he does not get an opportunity to chair he will behave as if he is a defacto chairman. Analyze his speeches on AWU functions including the latest speech where he spoke for over 1 hour and you will get what i am saying. Unfortunately, he does not have time to attend and chair meetings, ending up disrupting activities of committees. He comes late for meetings and will want the meeting to start afresh and even overturning decisions arrived at by colleagues in his absence. He will always want key dates for functions of the university and other events in the constituency to be fixed with his approval. He will always want to be consulted on matters of staff appointments at the university as if he is the chairperson appointments board. You can imagine he was wondering why i didn’t consult him before i applied to be VC AWU!! In my presence in a meeting that was attended by Canon David Kabigumira, he advised me to instead apply for a non advertised job (DVC Academic Affairs)?
Mr Chairman, I resigned as VC AWU partly because i didn’t want to work with Dr. Elioda Tumwesigye. Other reasons for my resignation were personal and I discussed extensively with the Chancellor before he agreed to release me. In principle i don’t like his patrimonial and domineering style of leadership. This is at the heart of the malaise and governance failures AWU continues to face. If he was already interfering with the work of the VC when he was not on university council, what about if he became a member? (in the predecessor council, he was a co-opted member). I joined politics partly because i felt it was my duty to expose these tendencies but also as an elected member of parliament, i would help our institutions from negative political interference championed by the likes of Dr Elioda Tumwesigye that prevents managers from exercising their mandate within the academic freedom framework. Managers should be left to manage. No politician worth the name should use his position to interfere in the day to day running of AWU. As a member of parliament, you don’t have to be on a board to make a contribution. By the virtue of your position you can raise resources and do other things necessary for the institutions in your constituency to rise and shine.
Mr. Chairman, continued misinformation and lies may be taken as gospel truth especially by the new governing council and the new VC. It is always important to respond. My response to lies and misinformation could help the new council to be in position to come up with solutions to address the problem at AWU sustainably. It is also very important for the new council to know that yes, they found a struggling institution but probably the institution would be dead if it were not for the previous governance organs and management. The tragedy we have had in this country is for every new regime to take themselves as saviors by undermining the achievements of previous leadership.
Mr. Chairman, I hope by this response, the new university council will take stock of what happened in the past and all the developments at Ankole Western University in order to come up with sustainable and lasting solutions for the institution. Fortunately during or time, we took stock of what happened and these reports are there including financial. As the first VC AWU, i decided to build on what i found by the previous management and governance councils. We worked on attitude and image building. We did this as a team. All members of top management consisting of the DVC, Academic Registrar, Ag Bursar, the Chaplain, Dean of Students and the Deans of Faculties fortunately are still at AWU and can testify to this.
What else did we do?
Unlike what i was reading in the minutes of the meetings that were chaired by Hon Elioda Tumwesigye in Kampala by Dr. Elioda Tumwesigye that were circulated on social media and the discussions that ensued, i would like to inform you that you found a university with systems, policies and structures. All the committees of the university council were meeting and were diligently exercising their functions and responsibility. There was no management crisis at all because when I resigned I handed over officially to the DVC as the governance manual states. My resignation was duly sanctioned by the university council chair and chancellor of the university. The governance manual is in place. The Accounting and Financial Manual is in place; The Human Resource Manual is in place: The strategic Plan is place and many other key policies of the university. However, many of them need revision and the previous council had sanctioned that. We worked collegially with the personnel of the University for the realization of the University’s mission, vision, philosophy and objectives. As already said above, the university governance structures were working well with the Chancellor very supportive and guiding us whenever we approached him. That is why we were able to realize modest achievements as outlined below:
– Very good relationship between the AWU and West Ankole Diocese – the owner.
– Collaborations with sister universities including University of Aarhus Denmark; Mbarara University of Science and Technology, Makerere University and other universities in DRC and Burundi on seminars and research grants training.
– Through public lectures we attracted scholars from European top universities at AWU.
– Nine (9) more academic programs were accredited by NCHE and more were in the final stages to be submitted to NCHE including Bachelors of Divinity; Bachelors of Public Health; Bachelor of Science in Biotechnology and Bachelor of Mass Communication and post graduate programs like Masters in Public Administration and Development Governance. The Academic Registrar is well aware and I trust he has continued to have these finalized.
– Recruiting well qualified members of staff at Senior Lecturer levels. These staff help to mentor other staff and help initiate post graduate programs and write research grants. By the time I left we had one professor and 4 PhDs.
– We continued to facilitate one of our part time staff members, Mr. Ngambe to write a proposal to the Private Sector Foundation. He went through all the rigorous presentation steps with close support of the DVC who would travel to Kampala whenever we were invited. The Chancellor AWU was extremely helpful in providing financial cover for the co-funding percentage the Private Sector Foundation wanted. The 800 million grants from the private sector foundation for Intensive Bivoltine Sericulture Training by Private Sector – Skills Development Facility was won.
– We were in the final stages of signing The AFRISA Makerere University and Ankole Western University MOU that was intended to establish and promote a formative training and educational modal that promoted the transfer partnership for superior skills, innovation and technology for Agriculture and animal production, value addition and business development in communities. I think the agreement was probably never signed. This is something you would like to investigate.
– We fast tracked the negotiations with the Redeemer Presbyterian Church South Calorina USA on the construction of the resource centre and as you aware, it has been completed.
– Through the Chairperson LC5 Sheema District Canon Kabigumira David, we started the initial negotiations to have South Korean experts collaborate with AWU in relation to developing the Agriculture Faculty.
– We also wrote a proposal to the Israel Ambassador for our Agriculture students to benefit from the internships in Israel and I we are optimistic something positive will be realized.
– On the invitation of the Ministry for Science, Innovations and Technology, i attended a high level conference in science and innovations in December 2017 where I networked with various actors both national and international. We assembled a team interested in biotechnology issues in relation to writing of an academic program – Bachelor of Science in Biotechnology. This was about to be finalized. The Academic Registrar AWU is aware.
– We fast-tracked the Tools 4 Change Netherlands and AWU recently received a wide variety of equipment from Tools 4 change Netherlands to boost the skilling Ankole Western University students’ programme.
– Through partnership with National Agricultural Research Organization (NARO) fish ponds were constructed. The university agricultural demonstration sites that included the orchard, banana plantation, piggery project, etc. continued to be developed. It was through this collaboration that the faculty of science in partnership with MBAZARD and NARO Mbarara established fish ponds for the rearing of first growing Tilapia Fish at Ankole Western University.
– As far as Resource Mobilization is concerned, a thanksgiving function on 14th October 2017 of the university raised about 60 million UGX. The Chief Celebrant was our Chancellor and the Bishop West Ankole Diocese. The Guest of Honour was Hon Janet Kataaha Museveni who was represented by Hon. Prof. Ephraim Kamuntu. All collections were to go towards the construction of the Vice Chancellor’s residence. However, with the approval of the university council finance board, this money was diverted to pay staff arrears that had accumulated to around 7 months at the time. We signed an MOU with Nganwa High School with the aim of buying an already finished house for the VC. The compensation arrangements may be re-visited.
– Extensive advertising and building the image of the university was mounted to boost student enrolment and attract collaborations.
– We had started engaging the Friends of Ankole Western University to help in the completion of the five storey science block.
– In consultation with the university chancellor, negotiations were still at infancy to have part of church land in Kihunda Parish given to AWU for purposes of establishing the university farm.
– Negotiations with NSSF and URA about arrears had started and hopefully you have built on that to have the issues they have with AWU sorted.
– The University put in place a procurement committee; The Quality Assurance Committee; The Disciplinary Committee.
– The University website was constructed and for the first time institutional staff emails were used.
– AWU is now a Member the Vice Chancellor’s forum and also an associate member of the Inter university council for East Africa.
– Library and Information science department partnered with south western region cooperation to better library services at Ankole western University.
– Lastly but not least we acquired a software in the Accounts Department ‘quick books software’ and the accounting and financial management system was made easy – the reason we were able to get a clear financial situation of the university.
Mr. Chairman, these were modest achievements that I have managed to remember amidst the financial crisis we found the university in. It is good to know that so you know where to start from. The university council that I worked with was composed of senior citizens in this country like Mr. Vasco Kura; Dr. Alex Kagume, Eng. Okinyal, Dr. John Senyonyi and many others who are seasoned educationists and did a lot to save AWU project from collapse. It is disrespect on the part of Dr. Elioda Tumwesigye to undermine their contributions. Dr. Elioda Tumwesigye needs to apologise. In our analysis when I became VC and after taking stock of what happened together with the previous council, we realized that the financial crisis was mostly a result of over capitalization at a time when the university was about to acquire a provisional license between 2014 – 2016. As you know, overcapitalization occurs when a company has issued more debt and equity than its assets are worth. AWU started paying more in interest and other payments than it has the ability to sustain long-term. The heavy debt burden and associated interest payments became a strain on the amount of retained funds AWU has to meet the day to day running, pay staff on regular basis and invest in research and development or other projects. If it were not for the negative political interference in the running of university affairs probably the image of the university would have been better by now and hence attracting more students to join and other collaborations to boost the financial situation of the university.
Mr. Chairman, finally, I would like to advise you to reign on some of your members of the university council especially Hon Dr. Elioda Tumwesigye. His talk and comments most times misrepresent what Ankole Western University stands for and her values. He is probably not aware of the consequences the negative talk has on the brand and image of Ankole Western University. As we all know, earning and maintaining a good reputation is challenging for new and established businesses/organizations/companies. When bad publicity emerges, it negatively affects marketing and sales of organizations/companies. Research shows that organizations that are virtually unknown can at times experience a boom in business after bad publicity but only in rare circumstances. In general, bad publicity damages the long-term success of new and established organizations. When brand association is negative, negative attitudes are more likely to come into a consumer’s mind before positive ones. Bad publicity can contribute to negative brand association, which can in turn reduce sales over time. Changing attitudes and brand associations can take a great deal of time and can also be costly, as an organization might be forced to invest in additional advertising and campaigns to correct negative attitudes.
Mr. Chairman, according to the AWU governance manual, on all matters pertaining to the university, the Vice Chancellor is the spokesperson. From time to time as and when necessary, the Vice Chancellor may authorize other officers to be spokespersons. Mr. Chairman, any controversial information about Ankole Western University given out to the public without authorization from the Vice Chancellor should be treated with the contempt it deserves and the individuals warned. They should restrain yourselves from making comments that potentially may be injurious to the image of AWU.
As a former VC, I have a very big stake in AWU and I will continue to help whenever I am called upon.
