Highcourt has summoned the Inspector General of Police, Martin Okoth Ochola to appear and explain why for 3 years, the Police Force has failed to pay 49 million shillings in compensation to Gideon Tugume, a journalist who was injured during the 2011 Walk to Work campaign.
The IGP was sued alongside polices Director of Human Resource Erasmus Twarahukwa and the Undersecretary Rogers Muhirwa.
The three are faulted for refusing to fulfill the terms of the agreement that the Police Force entered before the Human Rights Commission on 25th /July 2017 in which it agreed to compensate Mr. Tugume a former employee of Capital FM.
Tugume dragged the police before the Human Rights Commission after he sustained gunshot wounds in his right knee on 12th/May 2011 while going about his duties as a journalist.
Evidence before court shows that the Police Force accepted that it was one of their own who shot Tugume the force opted for settlement and agreed to pay 49 million shillings to Tugume to cover his medical bills and general damages.
But Tugume says although an agreement was reached, he has never received any coin in form of compensation from police yet he can no longer actively practice as a journalist due to the injuries he sustained.
He now wants court to issue orders compelling Police to pay him in respect to its consent judgement.
High Court has given the IGP and his co-accused 15 days within which to file his defense or court will proceed and hear the matter.

This website has established that police detectives havent yet identified the prime suspects in the Saturday incident of an attack on a Man at Lugogo traffic lights junction.
A group of young boys suspected to be members of the Kampala based Kifeesi criminal gang hit a motorist in a saloon car as he had been stopped by the traffic lights.
They smashed the car wind screens and beat up the victim severely before stealing his belongings.
On Monday, Kampala Deputy Police Spokesman Luke Owoyesigire told journalists that they had arrested 18 suspects who were detained at Jinja road police, Kiira road and Wandegeya Police Station in connection with the attack.
However, the major difficulty in the ongoing investigations has been caused by a power blackout at Jinja Road Police Station for close to four days.
Sources close to the investigations, told www.mknewslink.com that They havent been able to identify the real suspects in the Saturday attack because footage was lost.
Police sources at Jinja Road Police Station told www.mknewslink.com that the power blackout was as a result of depleted units on the stations prepaid Yaka electricity meter.
It was established that at least data savers for security cameras in Nakawa division are located at Jinja Road Police, which doesnt have a power generator to back up the systems.
Also some footage from industrial area is partially saved at Jinja Road Police Station which doubles as the Kampala East regional command center.
Police sources also said that security cameras since their installation have helped in identifying criminals who are later apprehended by the law enforcement body.
According to police, criminals such traffic offenders, pick pockets and several bag and phone snatchers have been arrested in Kampala by use of the newly installed security cameras.
However, power blackouts at police stations and barracks is not a phenomenal as policemen who talked to our reporter confirm.
Recently, Nsambya Police Barracks spent two weeks in total darkness due to lack of power units on the police yaka meter.

In Masindi

Councilors and the residents of Budongo Sub County in Masindi district have petitioned the Masindi district speaker over the poor state of roads in their area.
The councilors led by the district female councilor for Budongo Sub County Beatrace Byenkya delivered a petition signed by 500 residents to the speaker.
One of the roads in question connects Hoima and Masindi districts and it passes through the four villages of Bwinamira, Kimanya, kasongoire and Nyakyeju. Another road connects the three villages of Terera, Rwengeye and Kimanya and it has a bridge which collapsed one year ago.
Timothy Twesige, the secretary for finance Budongo Sub County said that the road which connects Hoima and Masindi is a district road but it has taken five years without being worked on. He added that the road has become impassable and the school going children, pregnant mothers find it hard to move along the road.
He accused Masindi district local government of always neglecting them when it comes to road construction adding that the district always considers other sub counties and yet it is the main source of revenue for Masindi district.
Residents said that they are worried over the poor state of the road since the new term is about to open explaining that their children may not start at the beginning of the new term. They also find it hard to move their produce to the market.
Moses Kirya, the Masindi district speaker hailed the petitioners for not being violent saying that what they did was constitutional.
Kirya promised to write to the district roads engineer such that he could provide him with a comprehensive report about the road.
He also promised to visit the site in two weeks time such that he can assess the magnitude of the problem.

The 2018 Uganda Certificate of Education (UCE) results will be released on Thursday 31st January, the Ministry of Education and Sports has announced.
In a January 29 memo to all section heads and stakeholders, the ministry permanent secretary, Mr Alex Kakooza, said the results will be released on Thursday in the UBOS Conference Hall at 2.30pm.
“The purpose of this memo is to invite you to witness this function,” Mr Kakoozas memo adds.

Former Inspector General of Police, Gen Kale Kayihura has dismissed claims that he was admitted to a Kampala hospital over alcohol abuse as fake
Kayihura was last year removed from the helm of the law enforcement body and eventually detained at Makindye Military Barracks on charges related to the illegal repatriation of Rwanda refugees.
The military restricted the former presidential military assistants movements to Kampala and Wakiso.
However, Kayihura was allowed to travel far away from the city with permission from the military court.
This past weekend, reports on social media indicated that Kayihura had been hospitalized over ill health.
Speaking on behalf of Gen Kayihura on Tuesday, Kampala Associates Advocates (KAA) lawyer, Elison Karuhanga noted that the allegations doing rounds on social media and in the print media that Gen Kale Kayihura is admitted at IHK are nothing more than the product of idle imaginations.
He said that the allegations that Kayihura, 63, has “been ordered off booze”are laughable.
