SHEEMA: FDC’S GUMA, NRM’S VENANCIO DISAGREE ON VOTING BY LINING

Hon Guma Nuwagaba former FDC candidate Sheema North constituency has noted that lining up while voting as proposed by NRM CEC is the best way compared to today’s Uganda’s situation.
NRM CEC meeting under President Museveni Kaguta while in their one week seminar at Chobe Safari lodge in Ndwoya district which started on Saturday of last week, proposed that next 2020 NRM primary elections of local council ones, twos ,threes, five and members of parliament should be elected by lining up behind them.
CEC explains that this practice will reduce on expenditure for printing ballot papers, transport plus petition cases.
Guma agrees that the practice will reduce on vote rigging and bribing cases since lining up may make it difficult for one to vote twice since the voting time will be the same.
He however said that many people may not vote, a thing he thinks that weak and un popular leaders may end up going through yet they wouldn’t have gone through if it was of secret box.
However Tumugabirwe Venancio Ndyanabo Chairman LC III Rugarama sub county (NRM) said that he will never support the NRM CEC proposal saying that most people in his area intentionally dodged the recent local council one elections, because lining up elections cause hatred in societies after the elections.
He said that Uganda is moving forward but not backwards, and that therefore lining up voting was of long ago years.
He refutes what was said by his president as saving money noting that NRM government has enough money to organize secret ballot elections
“if you say that they don’t have money, where do you think they get money to give members of parliament?” Venancio questioned.
Mutsinguzi Jackson Shuuku LC V Councillor representing people’s with disabilities noted that if it is done openly, it will help candidates to spend less and that even bribe cases will reduce, but added that after elections, hatred in societies will increase to another level.
Beda Nyikiriza senior political analyst said that those who passed the proposal will regret why they did it when the time for voting reaches.
He said that following what local people witnessed after the recent local council one elections, most of them won’t support both the proposal and those who proposed it.
Uganda has more than 120 districts, 40 municipalities, 1398 sub counties, 35000 polling stations and approximately 20 million voters.
