The acting commissioner for nurses and midwives Kiboko Olobo Petua has said that health officials who neglect patients will soon have their practicing licenses withdrawn.
Kiboko said that eliminating such health officials who deter the name of the nursing department will help the ministry improve its image that is globally misrepresented.-
Speaking during the simulation for life symposium held at lake view resort hotel in Mbarara, the acting commissioner said that the ministrys disciplinary arm will handle such cases and that whoever is proved of negligence beyond reasonable doubt will be arrested and prosecuted in courts of law.
However Dr Data Santorino the director simulation for life program at Mbarara University of science and Technology (MUST) said that clinical skills of the health trainees in many of the medical schools are not measuring to the required expectations.
He said that the skills of proper examination that lead to right decisions and actions in order to effectively care for a patient are deteriorating among the health professionals who graduate in many schools.
He added that this is why MUST has partnered with the University of Calgary together with the Stravanger Acute Medicine Foundation for Education to impart skills to health workers to save life more especially for expectant mothers and new born babies.

Sheema district central police station is stranded with a two days old baby girl who was found in a nursery bed alongside Mbarara – Bushenyi high way.
Afande Ngerese Jane family protection OC Sheema district said that they found the abandoned child in Kagango nursery bed today morning at 6:30 Am as they were coming from night operations.
She noted that as they passed by, they saw something in a white cloth shaking, and DPC SP Birungi Scovia checked it, only to find a baby inside.
According to Ngerese, the baby was too cold since she was only covered with one cloth and that some insects had started eating up her umbilical cord.
However as police investigations continued, they came across one Stephen Agaba who was found near the nursery bed in search of a baby.
According to Ngerese, Agaba narrated that his girl friend a bar maid only identified as Promise from Itendero called him last night to find his baby who was born on Sunday in a nursery bed.
Agaba later escaped from police and no one at this time knows his whereabouts.
Mean while same , police is seeking for the parents and relatives of a nine years old orphan girl identified as Nyakato Ritah from Igambiro Katenga Mitooma district who came to police after she had been mistreated by her boss.
Nyakato who says that her mother is called Maria Sylvia Kyobutungi from katenga Mitooma district, was brought to police by Mr Mugyenyi Dennis director Mellinium primary school Mutojo, reporting that his teacher Ninsiima Immaculate mistreats her.
Mugyenyi said that ninsiima heavily beats, sometimes starves Nyakato plus locking her outside during midnight adding he has tried several times to talk to his teacher but all in vain.
Nyakato revealed that she doesn’t know the salary she was supposed to be paid and that she has spent two months without getting money.
We tried to reach teacher Ninsiima on phone but her contact couldn’t be reached.

In Rukungiri
Thousands of mourners yesterday thronged at the family of Elidard Turyahamugisha at Katungu cell, Kigaga ward in southern division Rukungiri Municipality to send off Clair Forde the founding sponsor of Aunt Elvi Mikkola Primary school in Rwakabengo Rukungiri.
Forde who hails from Trinidad and Tobago in the United States of America died last week in Kampala over heart failure at an age of 80 years.
Elidard Turyahamugisha the director of Aunt Elivi Mikkola primary school said that he came to know Forde in 2002 when he was in Rukungiri on mission at All saints church , later visited his school in Rwakabengo and started to sponsor some pupils getting other friends to sponsor students and construct for them all seven classrooms and library.
“This man we are burying today requested for it 15 years ago that when he dies we bury him here and am fulfilling the promise I did to my friend,” he said.
“This man liked Africa though he was born and worked in America until his retirement age but he has always admired Africa and, even if by the time of his death was in the UK, he would have been still brought here for burial because he shared it with his family members long ago,” he said.
Wesley Forde survived by wife and five children, one boy and four girls all of whom attended his burial.
The widow Jacqueline Forde said that when her husband retired from government work in Britain in 1994 he started the journey of preaching the gospel of Jesus Christ in Uganda by giving education to the needy in Rukungiri and Masaka.
“Burying my husband here was very right because its where he has many adopted children he would not get such number at his send off if he was in Trinidad because he spent most of his active time helping
people here,” she said.
She vowed to continue supporting the children he was supporting until they complete their studies together with her family and friends as he was doing.
The senior inspector of schools Rukungiri Municipality, Alfred Katabazi on behalf of the government said late Wesley Clair Forde did not only sponsor pupils at Mikkola but also created job for over 18
people who are working at Mikkolla.

The embattled former Executive Director in charge of Supervision at Bank of Uganda, Justine Bagyenda, has finally been dropped as Board Member of Financial Intelligence Authority (FIA).
Ms Bagyenda, who left employment at the central bank under a cloud, following the controversial closure of Crane Bank Ltd, has been replaced by Mr Titus Wasswa Mulindwa, a lawyer formerly working at BoU.
Mr Mulindwa was on Monday, March 04 successfully vetted and approved by Parliaments Appointments Committee chaired by Speaker Rebecca Kadaga, with the new FIA members set to swear-in Tuesday next week.
He completes the FIA Board which include former Central Bank Governor Leo Kibirango (Chairman), Deputy Secretary to the Treasury, Mr Patrick Ocailap, Police CID Director Grace Akullo, Ms Patricia Mutesi from Attorney Generals Chambers and Mr Sydney Asubo, the FIA Executive Director.
The board will serve a final three-year term.
Ms Bagyenda, whose re-appointment to the FIA Board in May 2018 by Finance Minister Matia Kasaija caused uproar among some MPs on the Appointments Committee, had in February 2018 been sacked as director for supervision at Bank of Uganda (BoU) in the Crane Bank closure fall-out. She would later skip parliamentary vetting in November 2018 as MPs bayed for her blood.
The embattled former BoU strongwoman would later be embroiled in the controversies surrounding the closure of 7 defunct commercial banks, as the Parliamentary Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) investigated the closures.
The committee has since produced a report that has made groundbreaking recommendations against Bank of Uganda and individuals named in what the MPs termed as unlawful closure of especially three banks, including Crane Bank Ltd.
The MPs also faulted Bank of Uganda for negligently disposing of the defunct banks and breaking several provisions of the Financial Institutions Act (2004).

The state house Anti-corruption Unit yesterday arrested Mbarara municipality officials including the town clerk, Edward Lwanga and the treasurer only identified as Richard Kelele, to help in investigations into corruption escalation and other shoddy work done within the municipality.
The municipality principal commercial officer, James Agaba escaped from the interrogation room, prompting the unit officials to summon him to its headquarters in Kampala where he will be handed over to the criminal investigation department (CID) of police.
Israel Ochwo, the team’s legal officer said the team was in Mbarara to conclude last week’s work at the district but also attend to other emerging allegations in Mbarara municipality.
In yesterdays grilling, municipality officials including the mayor, principal commercial officer , treasurer, town clerk, and others failed to convince the anti-corruption unit officials that about Sh300 million was spent on Koranorya road which is among the projects being investigated by the unit, kekombe land.
Other are; the construction of Mbarara central market which is underway (sh21 billion budget), City satellite plan (sh21 billion), land grabbing where some district and municipality officials have grabbed and owned government land like plot 5 B along Gult Road which initially belonged to the district veterinary department and it was sold to Rwampara County member of parliament, Charles Ngabirano.
Other officials with determining information, wanted by the anti-corruption unit include the district Chairperson Rtd Capt J B Tumusime Bamuturaki, former district speaker, Grace Muhairwe who sold the said plot of land, and former municipality engineer.
The unit returned to Mbarara on Monday, March 4 2019 after a week since it arrested other six (district and municipality) officials who have been released on bail.
Led by the district chief administrative officer Cuthbert Ethoku, they have now sued the unit for usurping powers of the inspector general of government.

In Rwanda

The Rwandan government has threatened to fine its citizens who will be
discovered attempting to cross to Uganda.

Speaking to www.mknewslink.com in Kabale, Nelson Nshangabasheija, the mayor at Katuna boarder said the directive started with effect from midnight on Sunday.
Any Rwandan who will attempt to cross to Uganda will be fined 5000
dollars. All vehicles from Rwanda are being checked to make sure that no Rwandan crosses to Uganda, Nshangabasheija said.

The Uganda-Rwanda boarder points were closed last week on Tuesday after the Rwandan government accused Kampala of arresting, harassing and torturing Rwandans in Uganda.
Mr. Richard Sezibera, the Rwandan minister in charge of foreign affairs and cooperation called on Rwandan nationals not to visit Uganda, saying it was no longer safe for them.
However, Mr. Ofwono Opondo, the Ugandan government spokesperson on 1st March refuted the claims, on his twitter handle.

Theres no witch hunt for Rwandese in Uganda. Theres nobody from Rwanda being held by Ugandan authorities for any reason. We would like to send a clear message to Rwanda that theres no one from Rwanda Uganda is harassing or has in custody, Opondo posted on his twitter handle.

A build up of vehicles from Katuna have now stretched to Mayengo, a kilometer from the boarder.

Mr. Nelson Nshangabasheija, the mayor Katuna town council said Rwandans are being allowed to cross to Rwanda. He said that only the brave are crossing for fear of being arrested.
Those with lion hearts are crossing Nshangabasheija was quoted saying.

The Rwandan government allows Ugandans to cross to Rwanda, saying its safer. He says approximately five people cross to Rwanda since the boarder was closed.
Nshangabasheija describes the situation at the boarder as worse than what the media reports.
Businesses have stalled and losses are being reported already, and that the situation may worsen as the signs of opening that boarder seem weathering.
