The National Water and Sewage corporation management in Ibanda municipality has expressed disappointment about the rampant water meter theft that is increasing daily.

Speaking to www.mknewslink.com, the area manager Catherine Mwereere said that the theft of removing the meters takes place during night hours or when the owners are not at home during working hours.

She added that also the scrap dealers buy meters and other different scraps move from house to house buying them.

Catherine noted that many victims have been arrested and taken to police but they end up being given police bones. She expressed concern that the habits of vandalizing water meters by unknown people are becoming too much leaving water services crippled.

In Sheema

Before I closely interacted with Mzee David Bashakara, I used to read about him in newspapers as a powerful Town Clerk of Mbarara Municipality at a time when decentralization was decentralization. In the late 1990s and early 2000s local governments to a big extent had political, administrative and financial autonomy unlike today. I partly decided to pursue Public Administration as a discipline of study because I wanted to be like him at some point.

I came to interact with Mr. David Bashakara for the first time when I met him in Jinja district at a time when I was supervising my internship students. He was happy to learn I was teaching his son Mr. Frank Agaba who was pursuing Public Administration and Management at UCU. I was the Head of Department Public Administration and Governance. 

We didn’t interact much thereafter until he retired as Town Clerk. After his retirement, I closely followed his voluntary work in community projects especially regarding education. He has died at a time when St William Secondary School in Kiziba has just been grant aided thanks to his struggles together with that of his colleagues. We could spend time discussing ways of strengthening community partnerships with educational institutions especially when I was appointed as VC AWU.  He encouraged me to meet the priests of the Catholic Church to explain the values of AWU and market it beyond her Anglican roots something I did very well. 

During the last concluded parliamentary elections for Sheema Municipality, he was one of those at the forefront of fighting against selfish leadership. His struggle to ensure unity in diversity in Sheema district is well known. At times this required the intervention of HE President Museveni to calm the religious and political tempers. Approximately a month ago on an evening like this one, he called me wondering my whereabouts after the hotly parliamentary elections. Not many friends of mine have done that. That showed me the love and care the old man possessed. I told him I will find him at his serene home to discuss the way forward on issues he was passionate about – politics of development.

It was therefore shocking me to learn this evening that the man has just passed away.

Having said all that let me add that Mr. Bashakara was a wise man and a community worker and no doubt we will miss him. In brief, Mr. Bashakara led by example, and taught me numerous life lessons of what it takes to become a man: 

1. Work hard, and rewards will always follow;

2. Show respect and courtesy to others;

3. Be honest and loyal to your friends;

4. Don’t ever be afraid to make mistakes; just make sure you always learn from them; 

5. Be positive, supportive, and always give encouragement;

6. Share with others who are less fortunate, and give without asking anything in return; 

7. Immerse yourself and respect the world’s different cultures, religions, traditions, and people.

I will miss him! I am sure he touched many other people as he did to me. Rest in Peace Muzei Bashakara. You did your part. Turyakushangayo!

The burial program for the fallen former Mbarara municipality town clerk Mr. David Bashakara will be on Thursday 20^th.june.2019. This is according to the family source.

Today June 18^th.2019 Mbarara there will be a council session to honor the late David Bashakara for the work he did for the municipality.

The family member added there will be a requiem mass at Nyamitanga cathedral at 10:00am tomorrow 19^th.June.2019.

Still on Wednesday june.2019 at 4:00pm a requiem mass at Mushanga parish in Sheema district.

Then burial will take place 20^th.June.2019 starting mid-day at his home in Mushanga.

Late David Bashakara is the longest serving town clerk for Mbarara municipality. After the amendment of local government act to allow transfer of town clerks and Chief Administrative officers, he was transferred to Soroti where he retired from.

In 2006 he returned to Mbarara municipality and contested for mayor-ship but lost to Mr.Wilson Tumwine.

A section of Kabale district councilors have started a process to censure the district chairman Patrick Besigye Keihwa after submitting a petition to the Kabale district Clerk to council Alfred Nkerabirwe.

In the petition dated 14th June 2019 and signed by 12 out of 29 councilors who make full council of Kabale district embeds twelve reasons behind their need to have the Chairman impeached.

Councilors who include the Maziba sub county Councilor Allison Twinamatsiko, the Lyakarimira town council district councilor March Boaz, Florence Musiimeta the councilor representing workers and Kenansi Evas Mugabi representing Southern and Northern division at the district and Annet Kabagambe representing Buhara sub county accuse the Chairman of incompetency and corruption that has made the district remain lagging behind in terms of development.

Councilors claim that the chairman connived with the former district Engineer James Kiganda for alleged misappropriation of Shillings 40million under the road fund for the 2016/2017 financial year.

The money was meant for the rehabilitation of Mparo-Butambi road in Rwamucucu Sub County, installation of steel culverts at Nyakashebeya Church of Uganda Bridge in Kashambya Sub County and Nyakanengo-Nyakasiru road in Bukinda Sub County Rukiga district and rehabilitation of Kasheregyenyi-Nyamabale-Katenga road in Kamuganguzi Sub County that wasn’t completed.

Councilors also accuse the Chairman of his involvement and interference of Public service commission that has on several times led to recruitment of unqualified workers. Councilors also accuse Keihwa of hiring private drivers to drive government Vehicles at the district, yet the district has recognized drivers.

When contacted, the Kabale district Chairman Patrick Besigye Keihwa denied having received the petition adding that councilors have the mandate and right to do what they want as long as they are not satisfied with his performance and that they can defend their reasons. He said that he is waiting for the document and other procedures to follow.

The clerk to council Alfred Nkerabirwe accepted having received the petition adding that they intend to convene an emergence council session to discuss about the matter.

According to section 14 of the Local Government Act 1997, permits councilors to throw out the district chairperson on grounds of; abuse of office, corruption, incompetence, misconduct, failure to implement council decisions, mental incapacity that would render him/her incapable of official duties.

In Kabale

Kabale Regional Referral Hospital is stuck with the body of unidentified woman suspected to be of a Rwandan national.

On Saturday 15th June 2019, the deceased in her 30s died at Kabale Regional Referral Hospital where she was brought in critical condition by well-wishers from Kigongi in Central division Kabale Municipality after they found her unconscious in their locality.

The residents in Kigongi later organized themselves and took her body to Muyebe in Buahara sub county Kabale district where she was working as a maid before she came in Kigongi but all the residents in Muyebe said that they do not know her.

The Kigongi residents left the body in Muyebe and this forced the area leaders to take the body to Kabale Central Police Station for help.

Police later took the body to Kabale regional referral hospital mortuary where it is lying.

The Director of Kabale Regional Referral Hospital Dr. Sophie Namasopo said that no person has turned up to claim the body.

Namasopo however referred our reporter to the hospital administrator for more information but it was all futile.

The Kigezi Region Police Spokesperson Elly Maate said that they suspected that the body is of a Rwandan citizen who has stayed long in Uganda.

He however appeals to whoever has a missing person to get in touch with Kabale Regional Referral Hospital authorities so that the body is identified and is given a decent burial.

In Kisoro

Kisoro police are holding a couple for alleged child negligence which led to the death of their child.

The suspects are Erasmus Agaba and Rose Kyampire both residents of Kirundo village in Rutaka parish Kirundo sub county in Kisoro district.

The arrest of Agaba and Rose follows after their two year old son was found floating on waters of Lake Mutanda, Kirundo village in Rutaka parish Kirundo Sub County.

The deceased has been only identified as Isaac aged two years.

According to the Kigezi Police Spokesperson Elly Maate, the two have been living in conflicts where Agaba has been complaining that the child belongs to another man. On 4th June2019, Kyampire separated with Agaba and left her two children including the deceased to the husband.

Maate added that Agaba also claims that on 14th June2019, he left the two children at home going for work but when he returned in the evening at around 8:00pm; he found the deceased missing which forced him to report a case of disappearance at Kirundo police post.

It was until on Sunday at around 2:00pm when the deceased’s body was seen floating on waters of Lake Mutanda Kirundo village in Rutaka parish Kirundo Sub County.

The body of the deceased was taken to Kisoro hospital for postmortem while the parents are currently being detained at Kisoro Central Police Station to help police in the investigations.
