MASINDI MUNICIPAL ENGINEER, PROCUREMENT OFFICER ARRESTED OVER 25 GULU LG DRUMS BITUMEN

Police in Masindi district have arrested the Masindi municipal engineer, John Kasaija and the acting procurement officer, Asaph Kasangaki for allegedly procuring 25 bitumen drums bearing Gulu local government mark.
The two were picked yesterday by police detectives from Masindi police stations.
Vincent Irama the District Police commander confirmed the arrest but declined to divulge much for fear of jeopardizing police investigations.
According to Joab Businge, the mayor Masindi Municipality, yesterday
they saw Police detectives looking for the engineer and the procurement officer on allegations that the duo had procured drums belonging to Gulu local government.
He added that when the police intelligence officers together with the deputy town clerk, the mayor, the procurement officer and the engineer went to check on the drums at Masindi municipality gardens, they found them bearing Gulu local government mark.
Businge further noted that the drums were procured towards Christmas to tarmac the 0.47 meter stretch along Commercial Street from centenary Bank to Masindi port road.
He said that the 25 drums were procured at a fee of 30 million Uganda shillings adding that they have been procuring in phases due to limited money.
He also added that Masindi police wants the town clerk Masindi municipality Joel Musisi, the procurement officer, Asaph Kasangaki, the auditor and the stores person to go to Gulu police to record statements.
Businge described the incident as unfortunate explaining that he never expected it to happen since government is supposed to procure in a clear market.
He also said that according to the engineer and the procurement officer, the supplier is Watt general Enterprises but to his dismay all his phones are totally off.
