President Museveni has today evening closed schools,universities, and churches for a period of one month as a preventive measure against corona virus.
In a televised press conference held in Kampala at 5:00pm today 18th March 2020,the president noted that he wants to reduce congestion amongst pupils and students in schools where the risk of contracting corona virus is too high.
The president added that he recently visited Masaka secondary school and found out that the school has 4,000 students which is a very big number and can be a risk of contracting and spreading of corona virus.
He added that by Friday 20th March 2020 mid day,all institutions should have closed and children sent to their homes where there is less concentration of people thus less risks of spread of corona virus.
The president also stopped prayers in churches ,and mosques for one month and requested christians to pray from their homes because God is omni present.

Masindi District Internal Security Officer (DISO) Lt Alex Otiti has been arrested over the land dispute in Kitwetwe village in Miirya Sub County, Masindi district.
The land in question is 23 sqaures miles located in the three villages of Kitwetwe, Kinuuma and Bishenyi in Masindi district and part of it in the sub county of Masindi port in Kiryandongo district.
Lt Otiti was reportedly arrested yesterday on orders of the head of state house anti-corruption unit Lt Col Edith Nakalema during a meeting with the residents who were evicted from the land that was held at State house.
The meeting attended by residents, followed their petition to the president’s office following the destruction of their property including houses and crops by graders belonging to Kiryandongo Sugar that were ploughing the land belonging to Rujab Agriculture Limited based in Kenya.
The petitioners cited including destruction of their property, buttering and detention for long among other cases of mistreatment.
Masindi district chairperson Cosmas Byaruhanga who was among leaders from the district told our reporter last evening that during the meeting that was chaired by Lt Col Nakalema,the over 60 petitioners presented their concerns that prompted Nakalema to order for Otiti’s arrest accusing him of failure to protect the people from mistreatment.
Cosmas added that the army officer informed the director General of Internal Security Organization(ISO) about Otiti’s arrest before ordering six other people including Masindi Officer in charge crimes Frank Tankovu to records statements so that they can also be investigated on the same issue.
Cosmas also revealed that during the meeting it was resolved that all the files of the people who were arrested from the land be recalled and heard by Masindi court,Kiryandongo Sugar stops any further activity on the land and a meeting of various heads of government agencies be held on the land soon to resolve the matter that is causing insecurity in the district.
However we could not independently verify the reports as we could not reach Lt Col Nakalema on the matter.
Masindi Resident District Commissioner (RDC) Godfrey Nyakahuma also could not answer calls at the time of filing this story.

A hard-hitting report by the United States State Department has raised red flags over corruption and abuse of office at Bank of Uganda and recommended that massive reforms be implemented to save the central bank from potential collapse.
The Country Report 2019, section 4: titled Corruption and lack of transparency in government, also questions why the government did not take the initiative to punish ex-BoU Deputy Governor Louis Kasekende and the former Executive Director for Commercial bank Supervision Justine Bagyenda after the duo was named during corruption investigations by Parliament.
The Report referenced investigations by Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises(COSASE) that concluded that there was “irregular conduct” by officials at Bank of Uganda during the processes that led to the closure of seven commercial banks.
“By year’s end there were no criminal proceedings or resignations resulting from the COSASE report,” asks the report regarding government failure to punish BoU officials who were named over the irregular closure of commercial banks.
The US report questions why shareholders of Crane Bank Limited like city businessman Sudhir Ruparelia have not been compensated yet the COSASE report clearly faulted BoU over the bank’s closure and demanded that the shareholders be compensated.

MPs on the COSASE Committee were outraged after finding out that the Central Bank allegedly injected Shs478.8 billion into the central bank before it was sold to Dfcu bank without valuating its assets and liabilities.
To forestall further chaos at the central bank, the US State Department Report wants the government to amend the BoU Act to bring on board radical reforms to bolster the fight against internal corruption at BoU and also trim the powers of the Governor and Deputy Governor to avoid conflict of interest.
The United States Report particularly demanded that Section 7(1) (a) and (b) of the Bank Of Uganda Act be amended to remove the possibility of conflict of interest by having the Governor and Deputy Governor as Chairperson and Deputy Chairperson of the BoU Board respectively.
Section 7 of the BoU Act says that the governing body of the bank shall be a board of directors consisting of (a) the governor, who shall be the chairperson and (b) the deputy governor who shall be the deputy chairperson.

East Africa’s s richest man, Sudhir Ruparelia has presented his credentials to Minister of Foreign Affairs Sam Kutesa as Honorary Counsel of the Republic of Nepal to Uganda.
The ceremony that took place at the ministry headquarters was witnessed by Ambassador Jhabindra Aeyal Rajdoot, the Nepal ambassador to Egypt who introduced Mr. Sudhir to Mr. Kutesa and was accompanied by Nepalis residents in Uganda.
A seasoned businessman who was listed by Forbes Magazine as the East African richest man controls several investment portfolios within the region and beyond.
In a bid to boost its relations and trade, the Republic of Nepal appointed Sudhir whose business ventures have continued to expend to cover many sectors of the economy.
Sudhir was appointed in February but the formal ceremony had to wait Ambassador Jhabindra Aeyal Rajdoot who would present him to Foreign Affairs Minister Sam Kutesa.
Mr. Ruparelia was last month appointed by the President of Republic of Nepal Bidhya Devi Bhandari.
After presenting the credentials, Sudhir and Ambassador Rajdoot opened the consulate offices at Crane Chambers on Kampala Road.

In Rukungiri

A team of police officers  yesterday evening raided the Rukungiri home of Lt. Gen. Henry Tumukunde and broke into it under the guise of searching for undisclosed military items.
Sources at the scene confirmed to www.mknewslink.com that Police first sealed off Lt. Gen. Tumukunde’s home in Buyanja sub-county, rounded up all the occupants before beginning on breaking up the doors and windows of the residence.
Dan Kaguta, the Rukungiri Resident District Commissioner (RDC), who chairs the District Security Committee, led the operation. Operatives from the Special Forces Command (SFC) and the Chieftaincy of Military Intelligence (CMI) were also part of the operation.
Asked why the security team broke into Lt. Gen. Tumukunde’s home even without a search warrant, Kaguta responded that he was “simply witnessing” and referred further inquiries to Police Spokesman Fred Enanga.
“I was just a witness. The operation was conducted by Uganda Police, Kaguta said in a telephone interview.
Enanga confirmed that there is an operation going on at Lt. Gen. Tumukunde’s home, insisting that other family members are witnessing the search.
“We do not use informal methods like he [Lt. Gen. Tumukunde] is claiming. Other family members are witnessing since he has just been discharged and he is away in Kampala,”Enanga said.
Lt. Gen. Tumukunde confirmed on his social media platforms that Police was breaking into his Rukungiri home and also dismissed a report by The New Vision-the government mouthpiece,that he was being transferred to Rukungiri.
“A team of investigators from both @Police/ Security organs have raided my house in Rukungiri rounding up all people @ the premises. @newvisionwire is falsely reporting that I am currently on route to Rukungiri. The search is happening WITHOUT my presence led by RDC Dan Kaguta!” Lt. Gen. Tumukunde posted on Twitter and Facebook.

In Kabale

A Kabale based business man who was on Monday evening kidnapped by unknown assailants has been found dead and his body dumped along Kabale Katuna highway in Kazigizigi cell Kitumba Sub County.
The deceased Paddy Amanya was a resident of Bugongi Northern division Kabale municipality and ran a retail shop behind Centenary Bank next to Kigezi Dairy Cooperative Society in Kabale town.
According to the deceased’s wife Anna Tumushabe, Amanya came home from work at around 4pm, picked money amounting to ugx 1.5 million which he said was for one of their saving association member only identified as Barbra.
Ms Tumushabe added that Amanya however returned home a few minutes later while bringing back their children from school and since then, he never returned and all his known phones were switched off.
“After waiting for his husband’s return the whole night but in vain, I woke up at 6am today to report a case of a missing person at Kabale main police” Tumushabe narrating Amanya’s last momemnts.
She added that “as i reported the matter at Police, a certain police officer at the station told me that some unidentified person was last night found by night police patrol team strangled in Kitumba and his body was taken to Kabale regional referral hospital mortuary for postmortem”.
It was at this moment that Ms Tumushabe learnt that her husband was dead upon looking at the photos that were attached to the deceased.
By the time of story publication, Police had not given an official communication about the matter, but the Kabale district Police Commander Brian Ampaire said he is to give an official communication after getting more details about the matter.
