The Minister for East African affairs Maj.Gen. Kahinda Otafiire has revealed that he is a minister for President Yoweri Museveni not for Mitooma district as residents want to perceive it.
He said this today 30th April 2020 in a telephone exclusive interview with www.mknewslink.com managing editor. Kahinda was in Kampala while the managing editor was in Bushenyi.
He noted that he asked people of Mitooma to represent them in Parliament but they sent another person therefore they should look for their MPs to help them but not him.
“Am a minister for president Museveni not for people of Mitooma, Gen.Jim Muhwezi ,Prof. Kabwegyere and Dr. Chrispus Kiyonga lost  elections but they did not get ministries but president Museveni appointed me so am not for people of Mitooma,” Kahinda noted.
All the three MPs for Mitooma; Kahonda ,Thomas and Kamateeka have contributed to the task force but sources from the district say the task force is struggling as it has no fuel plus other resources.
The person to run to would be the powerful minister and Major General Kahinda Otafiire to mobilize resources and help people of Mitooma but he is defiant.
www.mknewslink.com pressed Kahinda on why he is not mobilizing the people of Mitooma living inside and outside the district and he said that it is not his work.
When challenged that contribution towards the fight of the pandemic is for everyone, Kahinda asked the www.mknewslink.com managing editor whether he has contributed for Mitooma task force.

Minister of State for Labor, Employment and Industrial Relations Mwesigwa Rukatana has lashed out at his political rivals for pressuring him to show the accountability of UGX 20M provided by parliament to MPs to cater for the fight against COVID-19 in their constituencies.
Rukutana said this in an exclusive interview after donating medical equipment to Ntungamo District COVID-19 led by the RDC George Bakunda on Tuesday.
He noted that the said money was wired to the MPs’ accounts but he has not yet touched on it observing that the three NRM MPs from Ntungamo District have resolved to use the 20m shillings given per MP after the case is cleared.
However , he revealed that so far he has spent over 100m shillings on the people of Rushenyi county and Ntungamo District at large who are stuck in Kampala, Mbarara among other places.
He also advised pessimist politicians who are ever on social media such as whatsup, twitter and facebook to come down in villages and see what is being done instead of trading falsified information yet the public is appreciating what has been done.
The minister through her political assistant Priscah Tumusiime delivered 44 boxes of gloves, 40 boxes of face masks, 4 Infrared Thermometers, 40 liters of hand sanitizers and ten jelly cans of liquid soap.
Receiving the donation, the RDC Ntungamo George Bakunda hailed minister Rukutana for the medical donations saying that it will help the health workers to protect themselves against the diseases.

A bitter row has erupted between Dan Kaguta, the Resident District Commissioner for Rukungiri district and Rukungiri district authorities led by the LCV Chairman Charles Andrewson Katebire over distribution of relief.
Trouble stems from the distribution of relief supplies which include maize flour, beans, boxes of soap, bananas among others which were meant for the residents whose businesses were affected by the lock down.
Following the lock down, the Resident District Commissioner started the work of registering the affected people and requested for relief support from the well wishers, politicians, business community, religions, sub- counties among others.
In response, the requested groups started donating relief items where over 60 tonnes of maize flour, butches of matooke, bags of cassava, potatoes, pumpkins and liquid money were donated to the district corona virus taskforce that is headed by RDC Dan Kaguta.
However, distribution of the food items sparked off controversy among the district officials and the office of the Resident District Commissioner on who should be in charge of the supplies.
The RDC says that that he started this initiative after getting reports from the public that there are groups of people only living by prayers and have nothing to feed their families therefore he should be in- charge of supplies..
The RDC added that he started this initiative while other district officials were watching therefore no one should interfere with the distribution exercise of these supplies a thing that left them split.
Charles Andrewson Katebire, the Rukungiri district chairperson says that he developed suspicion on names included on the list of beneficiaries saying he doubted the group that carried out the assessment exercise.
Katebire wonders why the RDC has insisted on distributing the relief items and spending of donated money yet he is not the accounting officer of the district.
Elias Byamungu, the District chief administrative officer says plans of ressolving this issue are underway saying that as an accounting officer of district he has been accounting for every single coin that is being spent in the fight of corona virus.
Meanwhile, meetings have continued to chat a way forward to the existing differences that may continue affecting innocent residents.

Bushenyi district Covid 19 task force yesterday distributed food to some of the special interest groups operating within the district .
The food was distributed by RDC at Bushenyi district headquaters yesterday evening 29th April after the weekly Covid 19 task force meeting.
While giving out the food, the district task force chairman Jolly Tibemanya who also doubles as the RDC cautioned beneficiaries to enforce proper use of the food so as wipe out suspicions from the public about food distribution.
Taxi drivers were given 400kgs of maize flour where as lorry drivers who operate with in Ishaka ,Kizinda and Bushenyi received 300kgs to help them out of the lock down.
Teachers from private schools within the municipality also received food to help them out as they have not got their salaries for months.
Dan Mugyenyi the municipal education officer thanked the RDC’s office for the food relief to his staff and identified more than 80 people who need relief food.

The RDC for Rukungiri district Dan Kaguta has warned residents and politicians against mixing politics with the Corona virus pandemic.
He added that in some areas where they use Local council chairperson and some councilors they tend to give food to their voters leaving the needy group whom they accuse of not supporting them during the elections.
RDC Dan Kaguta said that why for Rukungiri they have used a team of technocrats who are also civil servants in Rukungiri district who are mandated to distribute relief food to the needy people.
“As you can see there is no politician in the whole group, we want only civil servant whom we think has no side while distributing this food,” he said.
Kaguta said these while receiving food relief from the Association of Banyaruhinda of Rujumbura in Rukungiri district who donated 9.5 tonnes of maize flour to help residents of Ruhinda Sub County in the national lockdown.
Benson Turamye the chairperson of Banyaruhinda ba Rujumbura development association said they made a study in the whole sub county and identified the most affected people who will get at least 10kg of posho each.
“According to our findings, the church leaders were among the people who were used to survive on offertory and since churches were closed they don’t have any other stable income and yet they have families,” he said.
He said church leader with larger family will get 20kg of maize floor and those with medium family will get 10kg.
