Ugandans have today morning been relieved as public transport including buses and taxis resumed operating across the country.
Bushenyi taxi drivers who talked to www.mknewslink.com reporter revealed that one needs 15000 shillings to travel from Bushenyi to Mbarara, shs 10000 to Kabwohe and 10000shs from Kabwohe to Mbarara.
They added that bus fares from Bushenyi to Kampala are as high as shs 40000.
Drivers claim that they have hiked the transport fares following increase in the prices of fuel at all petrol stations especially petrol and diesel.
According to Sonko Twaha a Taxi operator in Ibanda Municipality, the fare from Ibanda to Mbarara is now shs 20,000= per head while buses travelling from Ibanda to Kampala charge shs. 50,000 per person.
He added that all the passengers follow guidelines set by the ministry of health through covering their mouths, noses and eyes with masks.

Supreme Court has allowed stay of execution of constitutional court orders annulling six legislators including Hon. Elioda Tumwesigye in the newly created municipalities to vacate parliament.
Supreme Court backed the decision of the lower court on Thursday morning.
Last year the Constitutional Court in Kampala ordered six MPs to vacate Parliament on grounds that they were elected in constituencies that were non-existent.
The affected MPs are; Patrick Ochan (Apac, UPC party), Dr. Elioda Tumwesigye (Sheema, NRM party), Tarsis Rwaburindore (Ibanda, NRM party), Hashim Sulaiman (Nebbi, NRM party), Asuman Basalirwa (Bugiri, Jeema party) and Abraham Lokii (Kotido, NRM party).
The Justices of the court in their unanimous decision, held that the elections in the aforementioned constituents/ municipalities, were conducted neither in general elections nor as a way of by-elections which are the only recognised ways of electing MPs into Parliament.
“In the premises, I would hold that elections conducted in the six affected municipalities mentioned in the judgment are not elections for an office of Member of Parliament existing under the Constitution because they are not general elections or by-elections. Secondly, the seats contested for did not have a vacancy and were already represented by elected MPs in the general elections of 2016,” held Justice Christopher Madrama who wrote the lead judgment.

He continued: ” In the premises, the elections already conducted in the municipalities of Apac, Sheema, Ibanda, Nebbi, Bugiri and Kotido are non-existent vacancies or seats in Parliament and cannot stand. I would find that article 61 (1) b that places a duty on the second respondent (Electoral Commission ) to conduct elections in accordance with the constitution, it’s duty is to ensure that each county is represented in Parliament as stipulated by article 62 (2) of the constitution and can only be exercised where there is a vacancy. Vacancies would occur in the municipalities of Apac, Sheema, Ibanda, Nebbi, Bugiri and Kotido with necessary demarcation by the second respondent (EC) and would be available for contest in the next general elections upon dissolution of the sitting parliament or unless any particular existing seat becomes vacant under articles 83 and 84 of the constitution.”

The other justices who agreed with the majority judgment of Justice Madrama are; Deputy Chief Justice Alfonse Owiny Dollo, Cheborion Barishaki, Kenneth Kakuru and Fredrick Egonda Ntende.

The court also emphasized that no seat in Parliament can be created after the general elections have been conducted.

“It follows that the sovereignty of the people can only be exercised through the elections envisaged in the Constitution. No seats should be created by creating more constituencies after general elections have been held and concluded for members of parliament except in accordance with the constitution,” the court observed.

The petition had been filed by former Bufumbira East MP Eddie Kwizera.

He argued that creation of the six municipalities was done without the involvement of the Electoral Commission and yet one of its crucial mandate under Article 63 is to demarcated boundaries of constituencies.

Based on this, the petitioner had argued that Parliament can only create constituencies through an Act of Parliament and not by a mere resolution.

The Bushenyi district acting principal internal auditor Samuel Kamwesiga has revealed that the report of the special audit he carried out in on the municipal treasurer Jackson Muhwezi Beyendeza is out.

Kamwesiga told www.mknewslink.com managing editor that he is through with the report on the 91 million shillings allegedly swindled by Jackson Beyendeza Muhwezi and he is to hand it over to the CAO today 4th June 2020 afternoon.
He also noted that he will submit to the CAO the remaining report concerning the 194 million shillings on Monday next week.
According to Kamwesiga ,the evidence he has against Beyendeza is overwhelming adding that even if he is called in court as a witness he is ready to respond positively.
Kamwesiga told www.mknewslink.com that one of the evidence which pins Beyendeza is an incident where he forged the signature of Municipal Head of Community Development Jack Nalongo to withdraw 1.5 Million shillings from WEP funds.
Bushenyi CIID instructed the Bushenyi district CAO to cause investigation into 91 million for 2014/15 and 194 for first quarter 2019/20 all from local revenue allegedly swindled by Beyendeza.
The fracas follows interdiction of the three senior municipal staff on the orders of the minister of Local Government Magyezi Raphael.
The three who include Jackson Muhwezi Beyendeza the treasurer, Deus Nuwagaba Baingana the Engineer and Roberto Niwagira the procurement officer are still undergoing Police investigations.

In Bushenyi–

Residents of Butaare trading center Kyamuhunga in Bushenyi district yesterday 3rd June 2020 arrested a man suspected to had stolen a cow.
Sam Kanyuruguru, one of the butcher men in Butaare, identified the suspect as Amon Kabaheena, whom they arrested yesterday after a one Moris reported his missing cow at their butcher.
The cow had in the morning been sighted at the butcher, according to Kanyaruguru.
Moris Odomaro, a resident of Ncwera cell in Kigoma parish, Nyabubare sub-county said he found his cow missing yesterday morning at around 6:30am when he had woke up to milk his cows.
He then went to Kizinda and Ishaka butcheries but could not get his cow until when he decided to check in Butaare.
The cow was already slaughtered but he managed to identity it by seeing its skin and the head.
By press time, the suspect was being detained at Butaare police station.

In Hoima

Hoima regional referral hospital in Hoima district has admitted 9 more Corona Virus patients from Adjuman district bringing a total of admitted patients at the facility to 10 in a space of two weeks.
Samuel Kisembo Araali, the Hoima Resident District Commissioner also the head of COVID-19 task force has said that they received 7 COVID-19 patients from Adjumani district on Tuesday night while two more patients were received yesterday from Kiryandongo district.
Among the 7 patients from Adjumani, three are Ugandan truck drivers while four are refugees.
Kisembo said that the Health Ministry decided to transfer some COVID-19 Patients to Hoima Hospital due to the limited space in Adjumani, where they had initially been admitted.
He added that the facility has a capacity to handle more than 30 cases with the man power of 40 health workers.
Kisembo said that all health workers managing cases will be camped at the facility but they will be replaced by others after every 14 days.
Meanwhile, four Congolese are under quarantine at Hoima nursing school institutional quarantine.
These were picked by the surveillance team from Kijangi landing site after residents made an alarm.
