SUBCOUNTY CHIEF, TREASURER ARRESTED FOR EMBEZZLING GOV’T FUNDS IN KABALE

Police in Kabale District have arrested two sub county officials for embezzling government funds.
Ivan Mugahwenkyi the Rubaya Sub County Chief and his treasurer Wilber Tumwesigye were on Friday 11th November 2022 arrested from Ndorwa West Constituency Kabale District for embezzling government funds.
The two are accused for spending over 18M on ghost roads, failure to account for over 28m part of the money meant for the renovation of the administration blocks of the three sub counties, spending 11m on the 2km Kabirango _Kishaze Road,
The operation to have the two arrested was led by the Kabale district RDC Godfrey Nyakahuma, Deputy RDC Ronald Bakaki and the Diso Lauben Mutabazi.
However, their arrest comes after the office of the RDC received information alleging that over 650m meant to rehabilitate the two roads Nyinamoronzi_ Rushaki_ Mushenyi road and Nyakibanda _Nyarutoma _Rwaza road in Kibuuga Sub County were not properly utilized well.
It’s alleged that 18,795,906 shs was spent on Ghost road. Named as Musamba _Buboona _Murungu since the financial year 2021/2022, 9,600,000 spent on a 1km Mushonga-Mukibindi-Habugarama road, 11m spent on only 2km or less than on Kabirago-Kishaze road,
The government of Uganda through the Ministry of works and Transport sent Shs. 300M to construct Rubaya, Kahungye and Kibuga Sub County Headquarters but unfortunately, only 526,503,630 was used, 15m used for Operation cost and 28,496,370 is still missing and Unaccounted for.
By the time our reporter filed out this story, the Kabale District CAO had got annoyed, and transferred the Rubaya Sub county Chief Mr Mugahwwnkyi Ivan to his office for close monitoring and was replaced by the CDO With Immediate effect in a letter which was dated 11/11/2022.
