MASINDI

Masindi district local government has retuned 6.2 billion to the permanent sec for the financial year 2023/ 24.

This was revealed by out going chief administrative Phiona Sanyu during hand over ceremony organised at the district headquarter chambers.

Sanyu while delivering her speech revealed that Masindi district has been in position to return 6.2 billion where she cited the cause on delayed procurement and irregularities in procurement process.

She cited some of the projects where money was not utilized well and retuned back as 1.6 billion for Kijunjubwa seed secondary school under E-gift , 946 million for St Andrea Kaawa Secondary school in Labongo sub county, 526.6 million for Kinumi seeds school in Mirya sub county.

Other’s include 174.3 million shillings for St Paul’s Pakanyi seed sec school, 126 gratuity and 2.6 billion for staff salaries which was attributed to ban on recruitment non functionality of distinct service commission.

Commenting on the matter, Cosmas Byaruhanga the district chairperson termed the return of money as unfortunate for the population of Masindi district local government.

Byaruhanga adds that in future such incidences shouldn’t happen any more saying they should not be in position to take irregularities made by district council where they came out to stop the services of service commission.

Byaruhanga further adds that district is looking at recovering the money by approaching ministry of public service to make sure that the money is retuned so that they can be in position to appoint and replace those who died and transferred services.

Tapi Namulondo the incoming CAO hailed the out going CAO Phiona Sanyu for work well done during her 3 years spell at Masindi district local government.

Namulondo however told the meeting that she is not coming with a lot of expertise but to add on what her predecessor did.

She asked for team work, support and coordination for better service delivery.

Phiona Sanyu is transferred to Bushenyi district and been replaced by Tapi Namulondo from Kamuli.

President Yoweri Kaguta Museveni has donated 100M to make Bushenyi great again, an anti-corruption civilian organization based in Bushenyi District .

The donation came as the organization spearheaded the celebrations to mark 50 years since Bushenyi was curved out of Ankole District in 1974 .

The president was represented at the colorful function at Bushenyi stadium today 5th July 2024 by Major Gen Kahinda Otafiire MP Ruhinda Central and Minister for Internal Affairs .

Together with the IGG Mrs Betie Kamya Tirwomwe ,Gen Otafiire delivered the 100M to MBUGA civilian commander in chief Mr. Pison Mugizi .

Gen. Otafiire in his speech noted that it was absolutely wrong for leaders of greater Bushenyi to split it into 5 Districts ; Bushenyi ,Mitooma ,Buwenju, Rubirizi and Sheema.

He revealed that when they were 9 members of Parliament from greater Bushenyi before the split ,they were Referred as Lions in Kampala .

Unfortunately after the split into 5 Districts ,Gen Otafiire noted that the Kampala people now refer to them as Rats and Rabbits .

IGG Betty Olive Namisango Kamya Tirwomwe hailed Mbuga for joining her in fighting corruption in Uganda but in civilian capacity .

The managing Director of National Water and Sewerage Corporation Dr .Eng.Silver Mugisha hailed the people of Bushenyi for rejecting politics of religion noting that the Bushenyi District Chairman Mr. Jafari Basajabalaba who is a moslem which is the minority religion wouldn’t be a chairman

The awards committee chaired by Emeritus Bishop Katoneene assisted by Hajji Ziyimba and Beth Tumwine awarded 64 eminent people of greater Bushenyi they included; Gen. Kahinda Otafiire ,late Yowasi Makaru ,late Major Rurangaranga ,Johnson Bitarabeho, late Amb.Bitahwa among many others. They were given medals.

The Nyamweru Sub-County Chief, Narcis Byamugisha, has issued a notice of intention to sue the Nyamweru Sub-County Local Government Council in Rubanda District, the Sub-County LC3 Chairperson Alex Nkwasibwe, and the Sub-County Speaker Medson Mugisha, accusing them of defamation.

Through his lawyers at Twikirize and Company Advocates, Byamugisha issued the notice on June 28, 2024. He claims that Speaker Mugisha and Chairperson Nkwasibwe made libelous statements against him on various media platforms in Kabale.

Byamugisha has been accused by the Nyamweru Sub-County Council of failing to implement council resolutions and engaging in misconduct, which they claim has hindered the progress and development of the sub-county. They have demanded his immediate transfer from the sub-county.

In his letter, Byamugisha states that the defamatory statements broadcast on these radio stations have seriously damaged his reputation, causing him to be regarded with contempt, mistrust, ridicule, and dislike by the public.

Byamugisha’s lawyers demand, within seven days of receiving the notice, that their client be paid 10 million shillings for legal fees, that all defamatory publications be removed from social media platforms, and that an apology and a declaration stating that the allegations are false and defamatory be issued. They also demand that Nkwasibwe and Mugisha actively monitor and delete any newly published defamatory content and cease broadcasting any related stories.

Byamugisha told our reporter this afternoon that due to the defamatory statements, he is severely stressed and has lost dignity in the community, with people believing he has lost his job. He stated that if the demands are not met, he will pursue further legal action in court.

When contacted, the Nyamweru Sub-County LC3 Chairperson, Alex Nkwasibwe, acknowledged receiving a copy of the letter. He added that he is not intimidated by Byamugisha’s intentions to sue, insisting that everything stated in the council was true and that he is not prepared to comply with the demands outlined in the letter.

The Court of Appeal sitting in Kabale has upheld a 17 –year jail sentence which was handed to Obed Mugahwenkyi who was convicted for stealing from his teacher in Rukungiri District.

Obed Mugahwenkyi was on May 17th 2018 sentenced to 17 years in Prison by the Rukungiri High Court by Justice Moses Kawumi Kazibwe over aggravated robbery.

Mugahwenkyi who was a secondary school student as well a businessman went into a business deal with his teacher.
It is said that after making the deal, the two went for an outing where they drunk till late.
Mugahwenki is said to have later lured his victim to his home where he turned against him and robbed him of Ugx 500.000= using a Machete with which he cut him several times on the face and head.

In his appeal, Mugahwenkyi contends that the learned trial judge Moses Kazibwe Kawumi erred in law and fact when he failed to evaluate the evidence on record.

In their unanimous decision, the three justices Lady Justices Irene Mulyagonja, Eva Luswata, and Justice Christopher Gashirabake ruled that the trial Judge acted in accordance with the law in convicting and sentencing the Appellant and thus dismissed the appeal.

“The appellant will continue to serve the 17 years imprisonment from the date of conviction,” court ruled.

The justices noted that the sentence was not illegal or harsh since he deducted the 1 year the appellant had spent on remand and thus sentenced him to 17 years

As Bushenyi District celebrates 50 years in existence, a football tournament for the three constituencies fully sponsored by the Deputy head of mission European union and Benelux countries in Brussels, Amb. Franklin Katungwe ended yesterday at Bushenyi stadium.

The three constituencies that participated in the tonarment include; Igara east, Igara west and Bushenyi Ishaka municipality.

The best winner of the tonament is Igara East, second Igara west ,third Bushenyi Ishaka municipality .

Amb.Katungwe was represented by immediate emeritus Bishop of West Ankole Diocese Rt.Rev.Yona Mwesingwa Katoneene.

Bishop Katoneene gave out gifts of one million and a trophy to the winner Igara East ,Igara West received 500,000 and Bushenyi Ishaka municipality 300,000.

The organizers of Bushenyi at 50 years celebrations also hailed senior journalist and media consultant Mr. Alex Bagyenzire Atuhaire for donating 3 sets of uniforms that the three teams used to participate in tournament.

Bushenyi at 50 years is being organized by make Bushenyi great again civilian Generals led by CIC Pison mugizi.

Bushenyi District was curved out of Ankole in 1974, It later Birthed the current; Ntungamo ,Sheema ,Buwenju,Rubiriizi and Mitooma districts.

According to Mugizi, Bishop Emeritus Yona Mwesigwa Katoneene, Amb. Katungwe ,Mzee William Mukaira (95)years helped a lot in creating Bushenyi District 1974 and putting the Headquarters in Bushenyi .

As we write this article on 5th July 2024 morning, celebrations are in high gear at Bushenyi stadium for the 50 years of Bushenyi District .

KABALE

Ryakarimira Town Council in Kabale District is facing a severe water shortage, despite being located near Lake Bunyonyi.

This was revealed on Wednesday, July 3, 2024, during a piggery project distribution event to locals from kacerere ward, Hamuhambo ward all in Ryakarimira town council and Musamba parish in Rubaya sub county by Kabale District Woman MP, Hon. Atwakiire Catherine Ndamira.

Local leaders, including Basheija Edmand, Chairperson of Hamuhambo Local Council, and Twebaze Andrew, Chairperson of Kigarama Cell, expressed their concerns about the seasonal piped water supply, which is only available twice a month.

They said that this has forced residents to trek long distances to wells down the Hills, where a jerrican of water costs 1000 shillings.

The heavy downpour in April affected the wells, and the crops were destroyed, further exacerbating the water crisis.

They added that the situation has also affected the education of students, who must first fetch water for domestic use before attending classes.

Mrs. Mbabazi Peace Muntu, Deputy Mayor of Ryakarimira Town Council, described the situation as unfortunate, given the town’s proximity to Lake Bunyonyi.

She noted that many residents cannot afford the 1000 shillings for a jerrican of water, posing a significant threat to the elderly and vulnerable members of the community.

Hon. Atwakiire Catherine Ndamira, the Kabale District Woman MP, pledged to involve technical experts to address the water issue in Ryakarimira Town Council.

She emphasized the need for adequate water supply for the piggery project to succeed and urged immediate action to address the situation before it worsens.”
