GENDER MINISTRY , MASINDI LOCAL GOV’T, MUNICIPALITY IN FIGHT OVER KABALYE LAND

Ministry of gender and social development, Masindi district local government and Masindi municipal council are fighting over ownership of Kabalye land located in Karujubu Division in Masindi Municipality.
According to Moses Kirya the district speaker,Kabalye land is a district land and it is the district leadership which has full control over it and I was initially two square miles but the district allocated part of it to the residents of Kiroya and Kyarugangara in Karujubu division Masindi Municipality and part of the remaining land measuring 146 acres was given to Kabalye police training school he added.
He says that another remaining part which he didnt disclose the size was reserved for government activities adding that they gazetted portion for the youth recreation centre, Administration and paddock.
However some of the district councilors are proposing that the land which was reserved for government activities should be used for the establishment of remand home but the municipality is insisting that the district should go through it before implementing anything.
Joab Businge the Mayor Masindi Municipality explains that Masindi municipal council is the custodian of all the resources in the municipality noting that before putting up any project the district must follow the right procedures.
Badru Mugabi one of the senior councilors at Masindi district local government notes that there is no need to struggle with the municipality saying that whatever was decentralized went to the local government but not the municipalities.
Mugabi adds that Masindi district should come out strongly and prevail over Masindi municipal council explaining that creating Masindi municipality doesnt mean that the district lost all its properties it possessed.
Joab Businge the mayor Masindi municipality explains that Masindi district local government being a higher local government doesnt mean it will set up projects without the Knowledge of municipal authorities since they are the ones to approve every structural plan.
However, Mondo kyateka, the Commissioner Youth and Children affairs in the ministry of Gender and Social Development noted that Ministry of Gender is the rightful owner of the land adding that they are taking effective occupancy this month. He also clarified that, claims from the district local government and Masindi municipality are null and void.
Mondo also added that for any activity to take place on the disputed land permission must be granted by the permanent secretary Ministry of Gender and Social development adding that what he knows a remand home will be established there.
