KABALE COUNCILORS TO IMPEACH DISTRICT CHAIRMAN

A section of Kabale district councilors have started a process to censure the district chairman Patrick Besigye Keihwa after submitting a petition to the Kabale district Clerk to council Alfred Nkerabirwe.
In the petition dated 14th June 2019 and signed by 12 out of 29 councilors who make full council of Kabale district embeds twelve reasons behind their need to have the Chairman impeached.
Councilors who include the Maziba sub county Councilor Allison Twinamatsiko, the Lyakarimira town council district councilor March Boaz, Florence Musiimeta the councilor representing workers and Kenansi Evas Mugabi representing Southern and Northern division at the district and Annet Kabagambe representing Buhara sub county accuse the Chairman of incompetency and corruption that has made the district remain lagging behind in terms of development.
Councilors claim that the chairman connived with the former district Engineer James Kiganda for alleged misappropriation of Shillings 40million under the road fund for the 2016/2017 financial year.
The money was meant for the rehabilitation of Mparo-Butambi road in Rwamucucu Sub County, installation of steel culverts at Nyakashebeya Church of Uganda Bridge in Kashambya Sub County and Nyakanengo-Nyakasiru road in Bukinda Sub County Rukiga district and rehabilitation of Kasheregyenyi-Nyamabale-Katenga road in Kamuganguzi Sub County that wasn’t completed.
Councilors also accuse the Chairman of his involvement and interference of Public service commission that has on several times led to recruitment of unqualified workers. Councilors also accuse Keihwa of hiring private drivers to drive government Vehicles at the district, yet the district has recognized drivers.
When contacted, the Kabale district Chairman Patrick Besigye Keihwa denied having received the petition adding that councilors have the mandate and right to do what they want as long as they are not satisfied with his performance and that they can defend their reasons. He said that he is waiting for the document and other procedures to follow.
The clerk to council Alfred Nkerabirwe accepted having received the petition adding that they intend to convene an emergence council session to discuss about the matter.
According to section 14 of the Local Government Act 1997, permits councilors to throw out the district chairperson on grounds of; abuse of office, corruption, incompetence, misconduct, failure to implement council decisions, mental incapacity that would render him/her incapable of official duties.
