COURT BAILIFFS FINALLY OPEN MASINDI CAO’S OFFICE

BICOM associates the court bailiffs operating in Masindi district have today opened Masindi CAO’s office which has been closed for almost one month.
The CAO’s office was closed on the 9th of September 2019 after Masindi district council passed a resolution instructing the district chairman, Cosmas Byaruhanga, to close it on grounds that the chief administrative officer, John Nyakahuma had crippled service delivery in the district.
The district council also resolved to temporarily suspend financial transactions except salary and other agent issues.
The council also accused the CAO of mismanagement of money meant for road gangs, causing division in the council and among the civil servants something the council said had led to endless conflicts and crippled of service delivery.
The council also indicated that the same CAO failed to utilize 47 million shillings meant for buying three motorcycles until it was returned back to the centre.
The continued closer of the office prompted, John Nyakahuma, the CAO Masindi to run to court to seek legal redress. On Friday last week Selsa Biwaga the Masindi grade 1 magistrate issued an order instructing Masindi LC5 Chairman to henceforth open the office of the Chief Administrative officer which had been under lock for close to one month.
A court order issued by Grade one Magistrate also ordered the PS Ministry of local Government to intervene and resolve the difference between the CAO and the district council for continuity of operations and to avoid the disruption of government programs.
Today the order was implemented by Moses Byaruhanga a court bailiff from BICOM associates and witnessed by the District Police Commander Masindi, Samuel Odongo, the Deputy CAO Masindi, Alexander Kikwaya, the district Vice chairman Kassimu Kabagonza, the secretary for finance Salaama Kugonza among others.
However, the CAO, John Nyakahuma and the district chairman Cosmas Byaruhanga were not in attendance.
