In Bushenyi—
Interdicted Bushenyi-Ishaka senior officers have refused to hand over offices giving an excuse of an expired interim court order which expired on 26th March 2020.
The interdicted senior staff include Jackson Muhwezi Beyendeza the treasurer, Deus Nuwagaba the municipal engineer and Roberto Nuwagira the procurement officer.
The town clerk Bushenyi Ishaka municipality William Makune Abwooli showed www.mknewslink.com managing editor the interim court order that was restraining the officers from handing over offices but was supposed to run up to 26th March 2020
Asked to explain why the duo did not hand over offices while their order was not renewed after the expiry, the town clerk claimed that by the time it expired ,the country had already entered Corona virus lock down.
The town clerk told www.mknewslink.com that the acting officers are improvising because government cannot stop working when there is an emergency but sources from the municipality say the acting officers are working under hard times since the senior officers have refused to hand over.
According to Apollo Lee Kakonge the activist and CEO Western Ankole Civil Society Forum,he has three letters indicating that the three should have handed over their offices earlier but the town clerk is weaker.
The interdiction of the three came as a result of numerous complaints from civil societies; Western Ankole Civil Society Forum and Make Bushenyi Greater Again about the continuous stealing of money by the staff.
What landed Beyendeza into trouble was the sharing of the 194 million local revenue to departments while divisions did not get their shares, the Engineer Deus did shoddy works on roads and also took fuel from Shell without permission from Municipal authorities and he refused to pay and the procurement officer gave all annual contracts to one company which is suspected to be his and engineer Deus.
The fracas of the municipality led to the closure of the municipal headquarters by the municipal councilors, mayor and civil societies for three days.
