RUBANDA LEADERS DECRY POOR TAX COLLECTION

Rubanda district chairman; Jogo Kenneth Biryabarema has decried the poor collection and management of local revenue from markets and other sources leaving the district to depend on only central government grants.
Central government grants account for over 95 percent of the district annual budget.
Biryabarema made the remarks yesterday while opening 2017/2018 budget conference in district Rukiiko hall in Rubanda district. The conference was attended by chief administrative officer, heads of departments, District executive committee and district councilors.
He said that most of the poor revenue collections are characterized by lack of enough staff, lack of date base adding that some contractors refused to commit themselves the money they will pay due to the outbreak of the peste des petits ruminants-PPR virus in Rubanda district.
He called on the local councilors to mobilize residents towards paying taxes to help the district fund community development projects adding that the district technical staff should promote budget transparency.
The Rubanda district chief administrative officer Davis Beyeza Ddembe decried the little money generated from tourism sector that is remitted to Rubanda district yet they own tourism assets.
