BITTER EXCHANGE BETWEEN RUBANDA CAO, SPEAKER: CAO GIVEN 15 DAYS TO SPEND 535M

The Rubanda district Chief Administrative Officer Edith Turyasasirwa
has come under fire from a section of councilors over un utilized
funds.
The money in question totals to 535 million shillings that Rubanda
district received from central government in 2016/2017 financial year
after it curved from Kabale district. The money will be returned to
the national treasury by 20th June this year if it is not utilized.
Out of 535 million shillings, 55 millions shilling are in roads
section, 150 millions in water, 30 millions on renovation of Rukiiko
hall and 300 million shillings on Administration block.
The councilors led by Pastori Twinomuhangi who represents Muko Sub
County, wonders why the money has not been utilized yet the district
has unfinished activities.
Twinomuhangi wants Turyasasirwa to explain why she has delayed
services yet the funds are available.
The Rubanda district speaker Gerald Akambasa says that it is
unfortunate for the available funds to return to the treasury yet the
district has many challenges. He however says that the council has
instructed the CAO to ensure funds are utilized within 15 days.
The Rubanda district Chairman Jogo Kenneth Biryabarema says that they
were challenged by variations in contracts awarded and they were not
rectified in time and lack of equipments to use especially in roads.
The Rubanda district Chief Administrative Edith Turyasasirwa admits
that the funds have not been utilized. She however blames the
contracts committee for failing to secure contractors in time.
