The General announced early this year that he would contest for the seat on the NRM ticket but needed to be retired from the army.
Speaking to www.mknewslink.com Sabiti said that Joseph contested and hardly raised 1% of the votes wondering why he wants to come again after he scored badly.
Gen Mutebile also said that Joseph was trying to blackmail and intimidate him by announcing that he is in the race
but did not give details of the allegations.
He however said Joseph was free to contest.
