BUSHENYI CFO, CASHIER OFFICIALLY INTERDICTED

IN BUSHENYI—-
BUSHENYI Chief administrative officer, Elias Byamungu on Dec. 20, 2016 officially interdicted Bushenyi district acting chief finance officer Mr. Abias Asiimwe and district cashier Ms Cecelia Tweshengerize.
This was confirmed by the district chairman Bushenyi Jafari Basajabalaba this morning Dec. 23, 2016 at the district headquarters.
The interdiction follows the stealing of 48 million meant for Global Alliance for vaccines [GAVI] meant to activities in Bushenyi district.
Abias Asiimwe was arrested from Kampala by statehouse health monitoring unit lead by Dr. Elijah. Cashier Cecelia was arrested on Dec. 16, 2016 from Bushenyi whereas her boss was put into coolers on Dec. 15 from Kampala.
However, the two were given bond on Dec. 15, 2016 for the police to conclude its work of investigations without tampering with the 48 hour constitutional mandatory time of when a person should spend in police cells
The two were interdicted to pave way of investigations which should not go beyond six months from Dec. 20, 2016. After six months and the district and statehouse who are behind their interdiction will allow the two back to their jobs unconditionally.
The interdicted staff according to standing orders are entitled to half salary but the remaining half which is retained by government is reimbursed back to them when they are cleared.
Sources from CIID Bushenyi police told www.mknewslink.com editor that Abias and his colleague’s’ file is already with state attorney Bushenyi for either sanctioning or sending it back to police.
Bushenyi district is under pressure by donors because in 2014 over 100 million from Global Fund was stolen by a senior accounts assistant Mr. Sebstian Kabigumira and now 48 million from GAVI was stolen. This means that donors are likely to blacklist Bushenyi district.
