BUSHENYI DISTRICT SERVICE COMMISSION SAGA: FINANCE COMMITTEE REJECT PUBLIC SERVICE MINISTER’S PROPOSAL TO BORROW FROM MBARARA

IN BUSHENYI—
Finance, administration and management committee of Bushenyi District council has rejected the public service minister’s advice to hire the District service commission of Mbarara to recruiting, promoting and disciplining workers of the t Bushenyi district.
The committee chaired by Mr. Adam Kyakuwa tabled the issue before members who in turn rejected the move as directed by public service minister Hon Muruli Mukasa who had advised the district leadership to hire a service commission from a nearby district before this financial year comes to un end
It comes at a time when public service ministry approved three names to the district service commission but was denied operational letters by the district chairman Jafari Bassajjabalaba.
The three approved names were Lydia Rwakishaya, Nathan Behangana and Julius Ishungisa but following the disagreements within the district, these were not given letters of approval by the sitting chairman who claims the names were forwarded to the ministry by the former chairman Willis Bashasha a political rival to Basajjabalaba family.
It’s now one year and a half since the new leadership of Jafari Bassajjabalaba came to power but it has totally failed to set up a district service commission and 3 billion shillings will be taken back to the treasury at the end of the 2016-2017 financial year.
Jafari after taking over the leadership of Bushenyi, he found the three names already approved by the public service commission but he instead named his own service commission to be chaired by Scholastic Ndyagambwaki.
When the names were forwarded to public service commission by Jafari, the commission wrote back telling him that as far as they knew, Bushenyi district had a service commission already approved and chaired by Lydia Rwakishaya.
Civil society activist, Appolo Lee Kakonge recently went to Mbarara high court seeking court to force Basajabalaba to sign appointment letters to three approved service commission members.
Justice Dancun Gaswaga is yet to hear the case where Mr.Kakonge’s law Julius Turinawe wants court to apply the law of mandamus. To force an official do what he or she has refused to do intentionally which in real sense is a lawfully thing.
