BUSHENYI ISHAKA MUNICIPAL WOES: MAYOR KAMUGASHA CLASHES WITH TOWN CLERK AMIDST COUNCIL MEETING

Yesterday afternoon 26th May 2020 was described by the councilors ,journalists and technical staff who were in council meeting to pass a budget of 2020 /2021 as dramatic scenes after sharp exchange of words emerged between the municipal town clerk Willam Makuune Abwoli and Mayor Kamugasha Jackson .
It all started towards the end of the budget council when the mayor Jackson Kamugasha attacked the town clerk for being weak and allocating responsibilities to a very very junior staff Emma Natwebembera to act as a Municipal treasurer .
The interdicted treasurer Jackson Beyendeza was at the rank of principal municipal treasurer whereas Emma Natwebembera has only three years in service and is at rank of officer.
Mayor Jackson Kamugasha argued that Emma Natwebembera is too junior to handle the office of the municipal treasurer.
“The office is too too big for him to manage, ” Kamugasha warned .
Kamugasha went ahead to tell www.mknewslink.com editor that the municipality is not short of municipal staff who can handle its treasury.
He gave an example of the senior commercial officer of the municipality Mr Jackson Tukesiga whose rank is next to that of the interdicted principal municipal treasurer thus he should have taken over but because the town clerk had unknown interests he gave the responsibilities to a too junior staff.
While defending himself, the town clerk Willam Makuune Abwoli told council that for him he gave out the responsibilities according to trust and then to grow career of staff .
The Mayor also quizzed the town clerk Makuune for interdicting the three staff Eng. Deus Beingana, procurement officer Roberto Nuwagira, Jackson Muhwezi Beyandeza treasurer and then refused to handover offices when actually they were dully interdicted.
The three officers were interdicted in March 2020 ,but since then they have never handed over the offices to the acting officers.They ran to high court in Mbarara and they were given interim order which expired on 11 May 2020 and it was never renewed and therefore they are holding offices illegally as town clerk chief supervisor watches on.
