BUSHENYI PARISH CHIEF TAKES CAO TO COURT TWICE

A parish chief in Bushenyi district has taken to court the Chief Administrative Officer and the district twice following their failure to accept his approved promotion by the Permanent secretary of local government.
John Tibs Akanyamuhanga dragged to court the CAO Malik Mahab and the district for failing to accept his accelerated promotion from parish chief to senior lands management officer.
In the first encounter Malik defeated the district and accepted to enter into consent judgment and this meant that Tibs was to be submitted to district service commission for interviews without publically advertising the job.
However the CAO Mahab went against the consent judgment and recently advertised the job which prompted Tibs to rush to court to sue Malik Mahab for contempt of court.
While addressing a meeting of sub county chiefs yesterday Mahab revealed that for over 20 years he has been in civil service he has never seen a parish chief take a CAO to court , they appear before court and the chief begins pointing a finger at the CAO.
A credible source who attended the meeting told www.mknewslink.com managing editor that CAO spoke with anger from the start of the meeting up to the end.
Source also revealed that the CAO asked whether the parish chief in question who is currently assigned to duties of a sub county chief in Kakanju was in the meeting but unfortunately he had been represented by Bob Karakire the senior accounts assistant of the sub county.
The genesis of the conflict started when the former CAO Elias Byamungu appreciated Tibs for completing two diplomas and a degree in law.
Byamungu wrote to the permanent secretary to allow him promote Tibs from parish chief U7 scale to senior lands management officer U3.
Unfortunately, Byamungu was transferred before he implemented the recommendation by PS and the new comer Malik Mahab refused to consider it .
