In Bushenyi

Another person who was involved in Kanyamaboona accident in Bushenyi district has also passed on.

The accident involved one vehicle Premio Reg. No UAK 854D and two pedestrians at around 12pm.

Samuel Kushemererwa, one of the eye witnesses told www.mknewslink.com that the vehicle lost control and rammed into two men walking on the opposite side, killing one on spot and another one sustained severe injuries.

Kushemererwa identified the person who died on spot as Enos Bakunenta a resident of Kanyamaboona, Another one was Robert Kaguribi who later passed on at Kampala International University (KIU) Hospital Ishaka.

By the time of publication, the driver only identified as Kibuka was still on the run.

In Ntungamo

The Ntungamo District in conjunction with Lions club has embarked on door to door sensitization on Measles- Rubella and Oral polio vaccination with hopes of attaining 100% in the forth coming National immunization exercise.

During the first Ntungamo District coordination meeting for October 2019 National Measles- Rubella and Oral polio vaccination campaign held in the district council hall today, the RDC George Bakunda asked all stakeholders to intensify awareness and crusades if the exercise is to be achieved in the District.

Bakunda warned to arrest the leaders and followers of mushrooming cults in sub counties of Kataraka in Nyakyeera, Rweikiniro, Ruhaama, Kibatsi and Rwamabondo who are against the polio campaign.

He argued public to cooperate with village chairpersons, village health teams and schools managers to identify the missing gaps such that it can rectify in order to have a successful Measles campaign.

In August 2017, police in Ntungamo arrested four people belonged to Engiri and other cults for allegedly hide their children against immunization outreach saying that Jesus Christ did not use any medicine but only prayer.

The parliamentary committee member on Health who is also woman MP Ntungamo District Hon. Beatrice Rwakimaari challenged people not to sabotage government health programs especially immunization of children under 5 years in the district.

Hon Rwakimaari appealed to all parents and guardians to take their children for measles- Rubella and polio campaign to their health.

The Ministry of health has planned to conduct a 5day national wide Measles-Rubella (Kigutiya) and oral vaccination campaign targeting children from birth to under 15 years.

All children under five years will be receiving oral polio vaccine while those between nine months and 15 years will receive Measles-Rubella vaccine.

The campaign is scheduled for Wednesday 16^th to Sunday 20^th October 2019 in all districts.

The police Spokersperson Fred Enanga has revealed that the five suspects arrested on Monday in connection to the murder of the late Joshua Rushegyera have not yet been charged with murder.

www.mknewslink.com identified the arrested against the will of  police spokesperson Fred Enanga as Martin Rushegyera,Peter Rushegyera while the lawyers are Deus Kamugisha from Bushenyi and counsel Yefes Mwijutsya from Mbarara and Dr.Morgan Sangire former  university lecturer and money lender operating in Mbaraara.

In a telephone interview with this website, Enanga noted that the CID experts are undergoing series of interviews and they have not concluded with the interview process.

Enanga added that the suspects are giving CID police detectives their defense on how they used to deal with the late Joshua Rushegyera before he was murdered.

On the issue of 48 hour mandatory time a suspect is not supposed to exceed while in police cells, Enanga said that police is working with DPP and court to ensure that the time is taken care of.

When asked on the claims that before the arrest of the suspects, police had done thorough investigations, Enanga confirmed it’s true adding that  but they are now interacting with the real suspects.

Joshua Rushegyera and Merina Tumukunde were early last month shot dead along Entebbe Express highway as their drove at night.

Cliques at the Bank of Uganda (BoU) continue to emerge day- in- day-out, even as the central bank tries to lay strategies for stabilization after a series of scandals that have tarnished its image.
The latest is that some top officials at the institution are against its Governor, Emmanuel Tumusiime-Mutebile over the appointment of two senior officials without their input.
It should be recalled that in February 2018 Tumusiime-Mutebile made staff changes where he fired former executive director of supervision Justine Bagyenda and replaced her with Dr. Tumubweine Twinemanzi.
A committee that was appointed by President Yoweri Museveni to investigate staff changes would later establish that Tumusiime-Mutebile made some transfers and appointed Twinemanzi without consulting other members of the BoU board, a decision they say was wrong as the governor had no powers to make changes single handedly.
Worse still, most of the staff head picked by the governor did not meet the qualifications and experience required for the jobs. For instance, Dr. Tumubweine does not have any experience in commercial banking.
It is said also that without consultation, Tumusiime-Mutebile appointed Dr. Joseph Byamugisha to assist BoU in a case against Sudhir Ruparelia and Meera Investments. Byamugisha was appointed after court barred lawyers of MMKAS Advocates and AF Mpanga Advocates from representing BoU against Sudhir due to conflict of interest as the two law firms have ever worked for the businessman and his Ruparelia Group of companies.
Insiders say Deputy Governor, Dr Louis Kasekende, Director Legal department, Margaret Kasule, Dr William Kalema (board member), Ben Sekabira, the BoU Director Financial Markets Development Coordination, James Kahooza (BoU board member and former Auditor General) are up in arms accusing Tumusiime-Mutebile of tribalism. They allege Twinemanzi and Byamugisha were recruited to serve BoU because they are Bakiga like Tumusiime-Mutebile.
As such the group above is against working with Twinemanzi and Byamugisha. In fact insiders say that they are frustrating Twinemanzi to the extent that they don’t want him to be confirmed by the board that Tumusiime-Mutebile chairs with Kasekende as his deputy. The role COSASE wants both officials to be relieved of if the central bank is to be managed efficiently.
However, other sources within BoU say the Kasekende-led group is also unhappy with Byamugisha who is not ‘eating’ with them the money paid as legal fees to him.
Remember that during COSASE probe MMAKS Advocates received over Shs3 billion as transaction advisors in the sale of Crane Bank Limited (CBL) to Dfcu Bank in January 2017. MPs on COSASE were shocked of this payment. It is said top BoU officials colluded with the lawyers to take home part of that money.
The committee appointed by Museveni also established that BoU has cliques, one aligned to Tumusiime-Mutebile and the other to his deputy Kasekende. That was revealed as the committee members interviewed senior staff at the institution that is supposed to be of high integrity, given the work that it does.
Recently some BoU staff in Mbale currency centre were caught by security organs as they ferried out sacks of old currency that were meant to be destroyed. BoU has since issued stringent measures in as far as accessing currency points is concerned. It has also transferred staff to deal in a bid to deal with the challenge.
The said clique has made Mutebile hard especially in board meetings where he finds himself against the rest which makes it hard for him during decision making.
www.mknewslink.com has also learnt that the Kasekende clique is unhappy that Mutebile seem to be regaining his lost authority given that recently he has asserted his authority which makes it difficult for this group. The Kasekende group is reportedly waiting for the exit of Mutebile from BoU before they push Twinemanzi and Deputy Director Barenzi Nantamba.
However, sources say after the money printing scandal that pitted Barenzi Nantamba against the embattled Director of Currency department, Charles Malinga who the Kasekende’s accusing of whistle blowing to governor, Nantamba has been recruited in their camp.

In Kisoro

Police in Kisoro are investigating circumstances under which two people were allegedly murdered.

Alex Ndashime  a bicycle boda rider and resident of Zindiro cell Kamonyo ward Northern division Kro district who this morning was found dead in trench flooded with water at  Kyuho village Gasiza parish Nyakabande s/c.

He had a deep cut on the head.                                 

Another person identified as Charles Barahantana 58 years aresdident of Mugwata village Gisozi parish Muramba s/c was found on the road from Kibugo trading centre to Kabuhoro. He was lastly seen at Kibugo t/c drinking last evening.

The wife said she did not find him at home when she returned back from church till today morning when information was got that he was found dead.

 Police visited the scene with a sniffer dog but scene had been tempered with by covering him with a bed sheet and mourning around him.

 Both bodies were taken to Kisoro hospital mortuary for postmortem to establish cause of death.

In Kabarole

Police in Fort portal are investigating circumstances under which a 75 year old man from Kijura Town council went missing.

The fort portal police spokes person Godliver Twinomugisha has identified the missing man as Erifazi Byarugaba resident of Kihora zone Kijura town council Kabarole district.

According to Godliver, Byarugaba went missing on 6^th -08-2019 from his home at unknown time.

Godliver explained that the missing old man has been working as a care taker of tea plantation belonging to one Magezi Apollo a resident of the same area.

He was identified missing by his neighbors after his house caught fire.

According to police, after the house was caught by fire, they came to the rescue, they searched for his body, but they could not find it.

This attracted police yesterday to join the locals to look for him but he is still missing.

According to locals, they suspect him to have been sacrificed saying that cases of witch craft in Kijura are on rise.

 Two people have gone missing in a period of two months; one of them is a woman who went missing last month and her body was discovered dumped in a river.

The 75 old man missing case is the third one in a period of two months.

The Bishop of West Ankole diocese right Rev. Johnson Twinomujuni has waned politicians to desist from the habits of abusing  and attacking their colleagues claiming that they have done nothing rather than complementing what the incumbents have done.

Bishop Johnson said that politicians should be careful in the coming political season and act professionally rather than abusing and attacking their colleagues.

Bishop Twinomujuni added that he is non partisan therefore; he does not support any aspiring candidate.

He noted that politicians who have problems should come to him rather than engaging into political bickering.

The Bishop said this today 29^th Sept, 2019 while speaking after lunch at Tuzza hotel that was prepared to send off the Arch Bishop of the Church of Uganda Stanley Ntagali who is retiring next year.

Arch Bishop Ntagali came to the diocese on 28^th Sept, 2019 to say farewell to the Christians of West Ankole Diocese. His visit ended today 29^th Sept, 2019 afternoon.

Ntagali was given 30 cows by West Ankole Diocese Christians and special amount of money as retirement package.

The minister of general duties who is also the Busheyi District woman member (MP) of parliament Ms Mary Karooro Okuruti, called upon Christians to remain united and also wished retiring Arch Bishop Stanley Ntagali a peaceful retirement together with his wife Beatrice Ntagali.

She also called upon Arch Bishop Ntagali to remain active and keep visiting the West Ankole Diocese and other Dioceses to preach the word of God.

In Hoima

Today Friday, 27th September 2019 at 03:30am, NRM candidate for the Hoima District Woman MP By-election, Businge Harriet was announced winner in an election that pitted her against opposition-backed Nyakato Asinansi (FDC).

According to the Electoral Commission, Businge Harriet (NRM) secured 33,301 votes and Nyakato Asinansi (FDC) obtained 28,789 votes. Voter turnout was about 43% (comparatively high for a by-election).

Whereas the opposition parties and formations benefited a great deal from uniting behind a single candidate, the NRM leveraged its access to (and use of) state resources including government vehicles, and public officers to successfully campaign for, and get the NRM candidate announced as winner in the Hoima District Woman MP By-election.

There is a likelihood that allegations and realities of occurrences such as circulation of pre-ticked ballot papers in favour of the NRM candidate (on polling day), arrests of agents from the opposition parties (for whichever reason) and the partisan involvement of some security agents to the point of attempting to subvert the will of the people in some areas within Hoima, affected the election and how it later turned out to be. It is possible that these issues could in future be brought up to query the credibility of the Hoima District Woman MP By-election.

The level of vigilance was high in this election. In fact, candidates’ agents, supporters, and ordinary citizens played a key role in exposing some of the issues that afflicted the election.

Notwithstanding the incidents, polling day was generally calm in Hoima Municipality although with a few spots of tension. People generally came out to exercise their right to vote.

In Ibanda

A fifteen year old girl facing theft charges in the ibanda chief magistrate’s court of Ibanda is being confined in an illegal detention at the home of Emanuel Kafuniza the presidential advisor on western region affairs.

Kafuniza, a permanent historical member of the NRM National Executive Committee and also an advisor of Bishop of North West Ankole diocese, is the complainant in the theft case the fifteen year old girl is said to have allegedly committed.

He claimed that the girl gained access to his home and stole several household items including clothes; a pair of jungle gumboots and the young girl was arrested, arraigned in court then sent to a remand home after having confessed to have indeed stolen the said items.

In the court documents seen by our reporter, the girl (Jackline Amutuhaire) is supposed to be on remand for twenty six days.

She was sent on remand on 19^th September up to 15^th October 2019 when she is required to reappear in the same court to answer theft charges.  

But police failed to take her to a remand home situated in Fort portal about one hundred and twenty kilometers away due to logistical challenges and instead opted to hand her  over to the complainant who is considered to be a legal guardian.

Though the girl says she has not been physically tortured by the complaint, she is being confined in a room at his home situated Kayenje ward Ibanda Municipality and only comes out to do domestic work for him.

Her step mother Leocadia Kyomuhangi says that the girl is being tortured at Kafuniza’s home and that she was burnt with a flat iron which claims were refuted by the area district police commander Angomok Emily.

She challenged those coming up with such claims to report the matter to police for investigations.

She defended police’s action saying the children’s act mandates them to hand the children back to their parents or guardians for rehabilitation purposes.

Our reporter found the girl with a healing wound on her right hand which Kafuniza denied being responsible saying she sustained it as she ironed clothes while playing with one of the family members.

Ugandan security has unearthed a deliberate plan designed inside Bank of Uganda (BoU) to fail Real Time Gross Settlement System (RTGS) which forced the Governor Prof. Emmanuel Mutebile to suspend processing for large amounts and instituted investigations into the matter.

The RTGS crashed in July however; BoU later admitted to have experienced a temporary malfunction of the RTGS but refuted media reports that there was a system breakdown.

But BoU has never released report in relation to what led to the crash since the Governor had commissioned investigation

Following a series of scandals that have occurred at the Central Bank and presided over by top officials including theft of billions of old notes from eight currency centres that compelled Mutebile’s administration to suspend all staff of Mbale currency centre, security has since conducted deep throat investigations into the Bank of Uganda and the individuals sanctioning the mess.

An intelligence brief which this website is privy to reveals that the system malfunction at BoU was orchestrated by technical officials inside the bank and loyal to a certain clique of top administrators whose primary objective is to fail the Central Bank.

This website has further learned that more rampant failures of RGTS and SWIFT systems have since been occurring but that has been concealed.

“The failures are deliberate,” said source who was part of the investigations.

More so, the investigation reveals that this team of Bank of Uganda officials plans to weaken other commercial banks (save for the seven that were closed illegally) by sabotaging their operations hence affecting domestic and foreign trade.

Further, the plan involves manipulating the forex exchange, and financial sector fraud, money launder and cover ups, also recruiting undercover operatives in the ongoing recruitment of junior staff in BoU.

The recruitment exercise is spearheaded by officials from Buganda who claim that Westerners (Bakiga) have previously occupied dominated the Bank and its time they face exit.

It must be noted the Governor hails from Kabale in South Western Uganda. He is deputized by Louis Kasekende who wields a lot of power and has a huge faction of officials at the Central Bank loyal to him.

Kasekende recently travelled with a team of eight people to Rwanda to attend AFI Global Policy Forum.

While in Kigali, security has learnt that the team met Rwanda’s head of National Intelligence and Security Services (NISS) Lt. Gen. Emmanuel Karenzi Karake.

Security has since launched covert investigations to ascertain what was the basis of discussions between BoU staff and the lethal spy chief considering that some elements in Rwanda government were operating behind President Yoweri Kaguta Museveni’s administration.
