The Hamurwa Town Council Administration in Rubanda District has procured computer laptops from the local revenue collected in a strategic move to reduce internal challenges faced in areas of Information and Computer Technology.
The two laptop computers valued at Ug. Shs. 4 million were today handed over to respective offices in a ceremony officiated by the Rubanda District LC.5 Chairperson Ampeire Stephen Kasyaba.
According to the Hamurwa T.C Mayor Teddy Tumwesigye, the money used to procure the laptops was part of the local revenue collected mainly from Hamurwa Marchandise Market, Karukara, and Hamurwa Live Stock Market. She added that other sources of local revenue for the Town Council include Trading License and Building fees.
The brand new Laptops were given to the District Planning Department and Office of the Clerk to Council.
At the same event, a total of 17 twin desks were dispatched to Nangaro Primary School to improve learning conditions at the Hamurwa based Primary School. Ms. Tumwesigye also revealed that they had earlier sent 35 twin desks, each with a three students sitting capacity to St. Johns Ikumba; located in Karukara ward, Hamurwa Town Council.
It should be noted that the Rubanda District Local Government recently constructed a three Classroom Block at Nangaro P.s, also to expand learning space.
Speaking at the same event, the Hamurwa T.C Youth Councilor Emmanuel Arinaitwe said that they decided to buy computer laptops because for years, the Town Council had struggled to type and print council minutes and other documents with borrowed equipment from Kabale or Rubanda District Head Quarters. He also noted that Nangaro P.s was selected to benefit from the twin desks program after a monitoring team established that the School lacked enough seats.
The Rubanda District LC.5 Chairman Ampeire Stephen Kasyaba commended Hamurwa T.C Administration for considering the plight of pupils at primary schools under their supervision. He said that the initiative corresponds to the District Local Government’s program in which they were also distributing twin desks and roofing materials to schools to support infrastructure development.
This year alone, Kasyaba’s administration has distributed over 600 twin desks and 1,645 prepainted iron sheets to different schools across the District.
Meanwhile, Chairman Kasyaba commended the work done the Hamurwa T.C Administrative Storied Building and asked them to expedite its completion for official commissioning. Construction works for the second floor which commenced in February this year, were almost complete with a few items remaining to qualify for commissioning. Money for construction totaling to Ug. Shs. 100 million was reportedly lobbied from Bank of Uganda (B.O.U) by State Minister of Finance and area Mp Henry Musasizi.
According to the District Planner, Jim Kyomukama, the second floor had been roofed, doors and windows installed and the next phase which is the final, would include installation of glass shutters, and building of the stairway.

Uganda Civil Aviation Authority, in conjunction with stakeholders operating at Entebbe International Airport, has launched Safety Week activities running from November 11-15, 2024.
Speaking at the opening, the Authority’s Director General, Mr. Fred K. Bamwesigye, said the Authority had lined up a series of activities, including safety talks, presentations, themed messages, and safety drills all aimed at promoting a culture of safety.
“I urge all stakeholders to actively participate in the activities, constructively challenge each other and share best practices, while cognizant of the fact that safety is a shared responsibility between the airport operators, airlines and all service providers,” he said.
He noted that Entebbe International Airport has enjoyed a good safety record over the years. “The most recent International Civil Aviation Organization (ICAO) audit conducted on Uganda in September 2023 is testament to that record as the country scored an impressive 72.2%. Several such international safety audits have been conducted over the years, and Uganda has never registered a significant safety concern (SSC).”
The Safety Week, under the theme ‘Safe Airports, Stronger Together,’ serves as an opportunity for all stakeholders to collectively reflect on the milestones recorded in ensuring safety at Entebbe International Airport, while also reaffirming commitment to the cause and how it supports development of the aviation industry.

Police in Rubanda District are investigating the circumstances surrounding the death of a businessman whose body was discovered in Nyarurambi Ward, Rubanda Town Council.
The deceased, identified as 43-year-old Turyakira Erias, a businessman dealing in Irish potatoes, was a resident of Kamusegu Cell in Nyarurambi Ward, Rubanda Town Council.
According to police reports, Erias left home for work on the morning of Tuesday, October 15, 2024, but did not return that evening.
On Wednesday morning, at around 7:15 a.m., a young man known only as Kyoku, while going to use the latrine at the home of the deceased’s brother, Gerivazi Byamugisha, found Erias’s body lying face-up.
Kyoku immediately informed Byamugisha, who then alerted neighbours and local authorities.
Kigezi Regional Police spokesperson, Elly Maate, confirmed the incident, noting that although police were informed and responded promptly, the scene had already been disturbed by numerous people.
The police inspected and documented the scene, obtained statements from the initial reporter, the deceased’s relatives and other witnesses transported the body to Kabale Regional Referral Hospital for a postmortem examination.
Maate called upon the public to provide any information that could assist in the investigation, urging anyone with relevant clues to come forward so that those responsible can be held accountable.

Kenneth Akanduhura Mugoha the former Bushenyi Ishaka municipality MP aspirant has been granted bail. He is accused of defiling, impregnating and procuring an abortion of his 15-year-old girl.
Justice Amos Kwizera the Bushenyi high court resident judge ordered the release of Kenneth Akanduhura on a cash bail of shillings 10 M due to his ill health while his sureties are to execute shillings 15M non cash bail.
He was arrested on April 17th 2024 by the CID officials on orders of youth and children affairs minister Balam Barugahara after watching the girl’s sad story on Vision group’s TV West in which relatives claimed the suspect had defiled their daughter in Kyeitembe East ward, Bushenyi-Ishaka and aided abortion and thereafter abandoned her to rot.
It is alleged that in February 2024, Akanduhura Kenneth while in Kyeitembe East ward Bushenyi-Ishaka municipality allegedly forced girl’s door open and convincingly had sex with her and threatened her not report the matter.
Akanduhura 35, on September 16th 2024, appeared before Bushenyi High court resident judge Amos Kwizera on allegations of defiling, impregnating and procuring an abortion to a 15-year-old girl who was his house girl but he pleaded not guilty.
His lordship Amos Kwizera granted him bail but also ordered him to report to the court every after two weeks.

Rural Initiative for Poverty Alleviation (RIPA) has constructed a 13million Ugx house for one of the Persons with disabilities (PWDs) in Rubirizi district.
Naluyima the beneficiary is a single mother a resident of Sinakazi Tc, Butoha Village in Magambo Sub County Rubirizi district.
Rural Initiative for Poverty Alleviation (RIPA) a non-governmental Organisation (NGO) was founded by Vicent Tumusiime Bamugaya and his wife Rosebel Kwesiga Akiiki.
While constructing the house for Naluyima, RIPA founders also got financial assistance from Kampala Central Lions Club.
The house will be handed over to Naluyima on Sunday 29th September 2024 with a thanksgiving mass at her home starting at exactly 9:00am.

Over 2,170 Primary Seven pupils have failed the 2024 mock exams in Kabale District.
According to the results released on Wednesday at the Kabale District Rukiiko Hall, out of the 3,224 pupils who sat for the exams, 1,607 were placed in Division U, 565 in Division 4, 281 in Division 3, 614 in Division 2, and only 96 pupils managed to score in Division 1.
Kabale District Education Officer, Tumwijukye Moses Bwengye, noted an improvement compared to the previous year when 2,522 pupils had failed. However, he expressed concern that the poor performance is still largely due to increasing absenteeism among both teachers and students, a situation he strongly condemned.
Bwengye emphasized that they are hopeful for better results in the upcoming Primary Leaving Exams (PLE) and called for stronger collaboration between parents, teachers, and students to improve academic outcomes.
Robert Mugabe, the Kabale District Deputy Chief Administrative Officer, vowed to take firm action against headteachers of underperforming schools, including potential demotion or suspension. He stressed that district officials will not allow the education sector to deteriorate under ineffective leadership.

The territorial police in Kabale have arrested five suspects accused of stealing street lights and solar panels, and allegedly selling them in Rubanda District.
The suspects are; Gerevazio Ampaire, alias Mukiga, 18, a herdsman and resident of Kigongi Cell, Central Ward, Kabale Municipality, Martin Muhereza, 28, a businessman and resident of Hamurwa, Rubanda District, Esera Mirembe, 40, a resident of Muruhita Village, Rubanda District, Gerevazio Habomugisha, 40, a resident of Hamurwa Village, Rubanda District and Edita Arinaitwe, 22, a businesswoman and resident of Kakore Cell, Rubanda District.
According to a police statement, between July and September 2024, the suspects allegedly conspired to steal and maliciously damage street lights in Kabale Municipality. The affected areas include Makanga Cell, Rwakaraba Cell, Rushoroza, and Nyabikoni. The damaged property, valued at UGX 225,750,000, belonged to the Government of Uganda and was specifically for Kabale Municipality.
The suspects reportedly carried out these acts on multiple occasions, selling the stolen items in Rubanda District to an individual identified as Nuwamanya, who remains at large. Nuwamanya is the husband of one of the suspects, Arinaitwe Edita.
Elly Maate, the Kigezi Region Police spokesperson, informed journalists this morning that the suspects were apprehended following an intelligence tip-off and were arrested at their hideout, while some accomplices are still on the run.
He added that during the arrests, a search was conducted, leading to the recovery of two solar batteries from Mirembe Esera and another individual, Mushwaza.
Maate also noted that the theft of street lights has been an ongoing issue in Kabale Municipality, with several cases reported at Kabale Police Station. Investigations are ongoing, and authorities are working to identify and apprehend the remaining suspects.
Local leaders, municipal officials, and the police have visited the crime scenes, and the five arrested suspects are now in police custody. Efforts to track down more accomplices continue.

Ven. Oscar Mwesigwa, the Archdeacon of Bubaare Archdeaconry in the Diocese of Kigezi, has urged the youth in Rubanda District to stay in school, emphasizing that reducing school dropouts is key to securing their future through education.
Ven. Oscar delivered this message yesterday while closing a three-day youth conference held at St. James Bubaare Church of Uganda, Bubaare Archdeaconry, Diocese of Kigezi.
The conference was organized by the Archdeacon and youth leaders of St. James Bubaare Church of Uganda, with the theme based on Romans 12:2: “Do not conform to the pattern of this world, but be transformed by the renewing of your mind.”
Ven. Oscar expressed concern over the rising problem of school dropouts in Rubanda District, warning that it could have serious consequences for the district’s future. He urged the youth, both those who attended the conference and those who did not, to focus on their education, as it is the foundation of their future success.
He further encouraged the young generation to take care of their bodies, reminding them that a fulfilling life awaits them after they complete their education. Ven. Mwesigwa also emphasized that the lessons learned during the conference should be put into practice.
Asasira Anthony, the chairperson youth leader at St. James Church of Uganda, expressed gratitude to the parents for sending their children to attend the conference, where they acquired new skills that will benefit them in the future.
He noted that the high dropout rate is often due to a lack of school fees and urged parents to work harder to ensure their children can stay in school and pursue their education.
The youth who participated in the conference thanked the organizers and promised to apply the lessons they learned during the three days.
