In Rubanda—

Police in Rubanda is investigating circumstances under which a 34 years old woman was allegedly raped and later murdered by unknown.

According to Elly Maate the Kigezi region police spokes person Agnes Twine of Katasya cell Nyarurambi ward Rubanda town council Rubanda district was found allegedly murdered few meters to her house on Monday morning. It’s alleged that yesterday she was at her social evening in the center as usual, only to be found dead along the way this morning by the brother who was going to work.

Maate says that the brother notified police, who visited the scene and took the body to Kabale referral hospital mortuary for postmortem.

From the postmortem, it was discovered that the deceased was first raped and used a stick pierced in her private parts,leading to furious bleeding died instantly.

Maate added that inquiries are underway and asked anybody with information that can lead to the arrest of suspects should volunteer it to police.

The National Resistance Movement electoral commission national chairman Dr. Tanga Odo has termed allegations made by FDCs candidate and former RDC Guma Nuwagaba that he slept at NRM candidates home Naome Kibaju during NRM primary elections as stupid allegations which are even at worst unfounded.
Am the one who rescued Guma at 4:00am the night to NRM primaries. He was distributing salt to the voters and goons wanted to lynch him but I saved him, Dr.Tanga Odoi said.
FDCs Guma who is a former RDC for Mitooma district held a press conference on Wednesday this week and alleged that Dr. Tanga Odoi who was in charge of NRM primary elections slept at Kibajus home and rigged elections for her.
The above action forced me to join FDC, Guma noted.

Artistes might need to take extra caution before releasing their new projects. If they are abusive in any way, you might be arrested like Viboyo who was thrown into the coolers for allegedly insulting the President and the Speaker of Parliament.
Moses Nsubuga a.k.a Viboyo Oweyo, an artiste from Muyenga based Swangz Avenue is the singer who has landed in trouble for his artistry.
It is alleged that he used obscene and offensive language in the composition of one of his songs in which he referred to Museveni as buttocks. In the same song, he is said to have also attacked the Speaker of Parliament, Rebecca Kadaga.
In the song, he abused several leaders and tribes in Uganda which is illegal. He has been in hiding and we had to track him for days until we arrested him in Kampala City. He is being held on offensive communication offences.

Offensive communication is a crime in accordance to Section 25 of the Computer Misuse Act 2011. It states that Any person who willfully and repeatedly uses electronic communication to disturb or attempts to disturb the peace, quiet or right of privacy of any person with no purpose of legitimate communication whether or not a conversation ensues commits a misdemeanor and is liable on conviction to a fine not exceeding twenty four currency points or imprisonment not exceeding one year or both.

Viboyo is not the first artiste to be dragged to jail for music compositions. Several other artistes have been through the same after releasing songs that attack the president in the near past.
He is currently being detained at Jinja Road Police Station as he awaits to record a statement before further action is taken.

Ahead of 56th anniversary of Ugandas Independence, Justice Yorokamu Bamwine the principal Judge and head of Court has said the Ugandan constitution is among the few most respected constitutions in Africa.
He praised the NRM government for fighting to bring about the rule of law and having fought and toppled the past dictatorial regimes.
Speaking during making of the constitutional day 2018, Bamwine urged the leaders to fight to uphold rule of law and the separation of powers; legislature, judiciary and the executive. The event was held at Kampala city square.
The chairman of Uganda Human Rights Commission Medi S.K Kaggwa called upon Ugandans to fight and defend the rights of each other.
Kaggwa also called upon all stakeholders to sensitize the public about the Ugandan constitution.
The President of Uganda Law society Simon Peter M. Kinobe also praised the current Government of President for making attempts to promote rule of law
The Uganda Human Rights Commission (UHRC) serves to monitor and advance human rights in Uganda.

The UHRC is a body established under the 1995 Constitution Article 51 under the Bill of Rights found in Chapter four of the Constitution. It is based on the Paris Principles which are the guidelines for the establishment of a national human rights institution. Its mandate is spelled out in Article 52 of the Constitution.

In kampala
Erias Lukwago, the Kampala Lord Mayor is wanted by court to explain the whereabouts of one Ms Sandra Ngabo Katebalairwe, he stood surety for and she jumped bail.
Ms Sandra 40 was charged with obtaining money by false pretence, forgery and uttering false documents to obtain $68,530 (Shs250m) in 2016 from Mr. Jason Wu-Weiling, a Chinese national.
She denied the charges before the Buganda Road Chief Magistrates Court and was granted bail, having presented Mr. Lukwago, Mr. Henry Sempinga and Mr. Benon Mugerwa as sureties. The sureties were each bonded Shs50m, which they are supposed to pay to the court should they fail to compel the suspect to appear in court.
Ms Ngabo has since gone missing and has not attended court to answer to the charges on at least four occasions, forcing the court to turn to the sureties.
On Friday, the court remanded Mr. Sempinga and Mr. Mugerwa to Luzira prison until they produce the suspect or pay the Shs50m each of them was bonded or serve 6 months in prison.
Mr. Lukwago was not in court on the day and presiding magistrate Charles Yeteise extended his summons to November 15
Ms Ngabo is the wife of Pastor Ngabo, who gained prominence for leading prayers at the Forum for Democratic Change (FDC) headquarters after the 2016 elections. Ms Ngabo, a businesswoman in Kampala, competed against Mr. Lukwago for the Kampala Lord Mayor position in 2011.
It is not clear where she is but the two men (sureties) who were remanded presented to court what they called a medical form claiming that it was from a hospital in Hong Kong, China where Ms Ngabo is reportedly undergoing treatment, which the magistrate rejected.

The Assistant Chief Administrative Officer (ACAO) in charge of Bujenje County in Masindi District Richard Kiiza, warns that Uganda may in the near future be devoid of forest cover if deliberate action is not taken to reverse the rampant forest depletion in the country.
Kiiza sounded the warning while opening a one day stakeholders meeting from Masindi district at Kabalega Resort Hotel in Masindi Town on Friday.
He observed that the rate at which Ugandas forest cover is disappearing is worrying and called for concerted efforts towards conserving and replacing the already depleted forests to avert the looming disaster in the country.
During the meeting organised by Community Conservation and Development Agency (CODECA), a non-governmental conservation organisation, Micah Asiku, the agency executive director revealed that Ugandas forest cover has reduced from 24 percent in 1990 to around seven percent currently largely due to the open access to community and private forests.
Asiku said that there is a need for a system that will promote sustainable forests management in the country. He said this can be done through registering forests outside protected areas and supporting communities adjacent to these forests to form community land associations that will manage these forests.
Asiku told the stakeholders who included political leaders, chairpersons of area land committees and technocrats from Masindi district that CODECA had held consultations with sub-county and district leaders and the members of the 16 villages neighbouring community forests in the Alibertine region to get their consent on undertaking the management of these forests.
The forests include: Alimugonza, Ongo, Tengele, Motokai, Kyamasuka, Bineneza and KaitampisiMasindi in district.
Asiku added that interim institutional structures for the management of community forests had been established and application forms to form community land associations have filled and submitted to the registrar of land titles.
Speaking during the meeting, Willy RujumbaKahigwa, the former Bunyoro Kingdom minister for forests said the idea of protecting private forests will help restore the depleted kingdoms forest cover.
However, he expressed dissatisfaction over the renaming of some of the proposed community forests with non-indigenous names that he said is eroding Bunyoro culture and heritage.
The meeting aimed at updating the stakeholders on the agencys progress of the programme aimed at promoting conservation of community forests in the Albertine region funded by Environmental Conservation Trust of Uganda (ECO Trust).

In Bushenyi—
Three youth leaders in Bushenyi have today morning been arrested by the police during a press conference at Igara motel.
The youth that had gathered to send a message to the president through different media houses were dispersed by the police shortly after they had started. The arrested include one Mackay an activitist and Godfrey Kasiribano a butcher.
This came at a time when the president is expected in Bushenyi to launch water plant at Kitagata.
Before the police interrupted, youth led by Richard Nkiire from Bumbaire noted that they were sending a message to the president on his sidelining with specific families in Bushenyi.
The youth stressed that whenever the president visits Bushenyi, he only attends to individuals and specific families forgetting that Bushenyi has some other residents who even vote for him.
They warned that let come next general elections, he should expect more of opposition from Bushenyi if nothing is changed.
Some of unemployed youth who had attended the press conference noted that they hear that the president is addressing unemployment problem in other regions neglecting Bushenyi.
The youth thus urged the President to always listen to them adding that they are all equally important when it comes to the powers given to them by the constitution.

State Minister for Defence Col. Charles Engola on Wednesday told members of the parliamentary committee on defence them that videos and photos of the army beating journalists during the free Bobi Wine protests were doctored by unknown people.
On August 21, a group of journalists including Reuters James Akena, Ronald Ggaliwango, Juma Kirya(NTV) and Alfred Ochwo(Observer) among others were beaten before being arrested by personnel from the UPDF while covering Bobi Wine protests in the city centre.
In one incident along Nakivubo Mews, photojournalist Akena was badly flogged by the military and despite his efforts to put his arms up as a sign of surrendering, the soldiers continued beating and kicking him.
On Wednesday, the committee chaired by Amolatar Woman MP Doreen Amule tasked the ministry of defence to explain themselves on the videos and photos that recently made rounds depicting them brutalizing journalists.
As generals, we need to pick on what to utilize from the media but not everything written by media. For example that person holding a stick, it (video) was from some West African country. You cant say it was UPDF, Col. Engola told parliament attracting a backlash from the members of the committee.

The committee chairperson told the junior minister and his team from the ministry of defence that the video and photos were not fake, noting that they were aired by all media houses in the country, a thing she said raises concern over safety of journalists.
There is a video clip shown by all media houses of UPDF officers beating journalists but may be it has not reached your desk. How far with disciplining these officers, Amule questioned.
However, in response, the state minister for defence said there is need to look at the said pictures and videos before any action is taken.
What I request is to give us the pictures and everything so we can go and follow up. Media is important to us. We must protect them because their work is important to us. We shall follow up with investigations and make arrests, he noted.
However, the response was not convincing enough attracting a bitter exchange from MPs Theodore Ssekikubo and Muwanga Kivumbi on one side against Col.Engola.
The legislators said they were amused by the submissions of the minister.
It is appalling for minister to start saying that beating of journalists was photo -shopped. Photos were taken and journalists names are known, Ssekikubo said.
The minister however noted that journalists do a great job for the country, adding that the perpetuators of the brutality against the media would be investigated and brought to book.
President Museveni recently told an NRM caucus meeting at State House Entebbe, that according to a brief he received from security, photojournalist, James Akena was mistaken for a petty thief before being pounced on and beaten.

Manchester City made an awful start to their Champions League campaign as they suffered a shock defeat at home to Lyon in Group F
Manchester City 1-2 Lyon
Maxwel Cornet and Nabil Fekir netted in the first half for Lyon. Bernardo Silva pulled one back with 23 minutes to go but City were beaten.
Manchester City paid the price for an error-strewn first-half display as they were beaten 2-1 at home by Lyon in their Champions League opener.
The Premier League champions lacked intensity and fell behind when Maxwel Cornet finished in the 26th minute.
Nabil Fekir, who came close to joining Liverpool in the summer, made it 2-0 when he seized on a defensive mistake and fired in from 20 yards before half-time.
City dominated possession in the second half but only managed to pull one goal back in the 67th minute through Bernardo Silva.
Pep Guardiola, who was watching from the stands due to a touchline ban, cut a frustrated figure as his side laboured, particularly in the first half.
They did go close as Fernandinho blazed over from the penalty spot and Aymeric Laporte headed against the post, but too many passes went astray and the defence looked susceptible to Lyon’s pace on the counter.
It was a City mistake that led to the opener as the ball was given away in midfield, Fekir broke down the left and Cornet finished well after Delph made a mess of his attempted clearance.

In Masindi—
Masindi high court has today dismissed the interim application filed by Bunyoro Kitara Reparations Agency (BUKITAREPA) whereby they were asking court to restrain all the seven district land boards from issuing land, effecting evictions among others.
Last year, BUKITAREPA sued all the seven district land boards in Bunyoro accusing them of issuing land titles on the land they have never owned.
However none of seven land boards filed the defence which provoked the then Assistant registrar Masindi High Court Julia Acio to give an ex party judgment in favour of BUKITAREPA restraining the district land boards from doing any activity.
The lawyers of the seven Land boardslater re- instated the case and presented their defence which made the case to start afresh.
This forced BUKITAREPA to apply for an interim order restraining the seven district land boards from issuing land titles, effecting evictions transfer titles among others.
On Tuesday court presided over by the Masindi High Court Assistant registrar; Simon Kintu Zirintusa dismissed BUKITAREPA’s application indicating that they did not present any threat to court accruing from their activities.
However, Doviko Batwale, the Chief coordinator Bunyoro Kitara Reparations agency explained that they are not satisfied with the registrar’s decision saying that they are going to appeal to higher courts adding that they are also going to resort to international courts since the local courts are being influenced by the leaders who have their own interests.
He added that they are going to use the judgment to the international courts to prove that the courts in Uganda are not independent.
