The minister for labor in the Forum for Democratic Change FDC Habibu Buhembo has cautioned Ugandans against fear in their hearts if they want to be successful in this country.

Buhembo was speaking at the 15^th birth day for Forum for Democratic Change held at Rwakashoma play grounds in Kizinda town council Bushenyi District.

He cited out bringing financial debates on parliament, fighting for peace and unity as some of the areas that FDC has already tackled adding that Ugandans should stop being fear creators.

Buhembo who was the chief guest said Ugandans should first know where they came from and where they are heading with the party which is ruling them now.

Former Member of Parliament for Bushenyi- Ishaka Municiplity Hon Odo Tayebwa ,Pison Mugizi the district commissioner for FDC were present at the function ,and there after a cake was cut.

At the function,people engaged themselves in signing petition which is going to International Criminal Court ICC on the Article 3 Campaign TWERWANEKO

NRM party today concluded the national Delegates conference held at Namboole stadium which was preceded by National Executive Committee and Central Executive Committee.

Over 15,000 attended today’s delegates conference which was meant to amend the NRM constitution to allow among others voting by lining up, appointing dates for NRM primaries.

NRM leaders at different levels from districts, parliament, ministers and NRM secretariat converged at Namboole today to discuss the above amendments.

From today’s national delegates conference, NRM members will know when they will vote for their flag bearers to compete with other parties in 2021 Feb.

Today’s national Delegates conference was second conference where constitution of NRM was amended. The first one was 2014 when the constitution was amended to appoint the secretary general, deputy secretary general, treasurer, deputy treasurer then the chairman electoral commission.

This was done to weaken John Patrick Amama Mbabazi who was then the secretary general since he had declared his interest to stand for president in 2016.

The national coordinator for the Alliance for the National Transformation Gen. Mugisha Muntu has described the Public Order management ACT as a stupid act.

While speaking during the sub regional leadership training in Bundibugyo and Ntoroko district, Mugisha Muntu said that police is using the ACT wrongly and Ugandans don’t believe in it.

However Muntu said that the police are using the act so that to fail opposition carry out their party activities because they are protecting the current regime.

Muntu encouraged fellow opposition to abide with whatever police ask them but in an appropriate time POMA will be dealt with and be removed.

Muntu further stated that in the current regime, no opposition can be allowed to use POMA thus they should be patient until it is removed.

Muntu’s statement came after several participants raised concern over police not allowing the opposition carry out their activities and meetings in the country by brutalizing them basing on POMA.

However, Muntu warned some members of Alliance for the National Transformation over fighting with the members of the Forum for Democratic Change where he split from.

Muntu stated that ANT is not going to tolerate any intolerant person in the party that if one is not ready, should not waste his or her time to join the party.

DFCU Bank is yet embroiled in another crisis after the Bank’s minority shareholders asked the top management to source for an investor to buy their stake since they are no longer interested in the business.

An official in the bank who spoke to this website on condition of anonymity because he isn’t authorized to speak to the press, revealed that over the weekend DFCU Managing Director Mathias Katamba held a crisis meeting with his predecessor Juma Kisaame and lawyer David Mpanga who designed a plan to take over Crane Bank.

“Among the issues discussed are; the pull out of minority shareholders, downsizing of the business, crane bank and Katamba’s ambition for Bank of Uganda top job,” said a source on Monday morning.

Katamba as the MD of the business told Mpanga and Kisaame that unlike them he has a future ambition of working in Bank of Uganda either as Deputy Governor or Governor.

“Therefore Kisaame and Mpanga should better handle their mess with BoU since they were at the center of Crane Bank acquisition,” added a source.

Katamba plainly said he will not involve his face in a matter that he never participated in which he believes could dent his image at some point when he quits DFCU.

Succumbing to Katamba’s pressure, Kisaame and Mpanga contacted Bank of Uganda director of legal Margret Kasuule who is perceived as their ally.

“The purpose was to inform her to find a way of handling Crane Bank mess once and for all since the illegal purchase has been haunting DFCU management as it continues to lose business, reputation and clients,” said a source.

Ms Kasuule is currently on leave, she promised to begin documenting legal files that will legitimize/cover up Crane Bank sale and also end the crisis DFCU has been once she resumes duty next week.

Also DFCU management discussed a possible downsizing of the business by closing a number of branches across the country as a means of cutting costs.

Katamba reportedly told the weekend meeting that because the minority shareholders are quitting the bank, its imperative for DFCU to begin a strategy to restore trust both on their shareholders and clients by plugging all the loopholes first forward by tackling the issue of Crane Bank.

It must be remembered that last year, DFCU returned buildings which formerly belonged to Crane Bank that the bank had occupied falsely.

This website has learned that in the process of downsizing DFCU has planned to lay off 20% of the workers who will be labelled unemployed.

This development further threatens the future of DFCU after one of their biggest shareholders Commonwealth Development Corporation (CDC) Group last year pulled out their investment from the bank.

Whereas CDC couldn’t give a valid reason for quitting the bank, source say their departure stems on the decision to acquire DFCU which the investors vehemently protested.

Several leaders from seven sub counties that makeup Igara west have held a meeting as they prepare for 2021 general elections.

The meeting was held in Katojo village, Kahungye parish in Nyabubare, Bushenyi district last week.

Many National Resistance Movement (NRM) leaders, church leaders and voters also attended the meeting.

During the meeting, the people requested Dr Nicholas Karuhanga, whom they say has brought development in the society, to accept and represent them in Parliament in 2021.

Dr. Nicholas Karuhanga in his speech honored the request of the leaders and voters; he said he will stand for the parliamentary seat in Igara West in 2021. Many people welcomed his decision and cheered his name for several hours.

He was later blessed by church leaders who wished him well through his tough journey.

Igara West is currently represented by Hon Raphael Magyezi who is also the Minister for Local Government.

On several occasions, many voters have accused Hon Raphael Magyezi of neglecting their suggestions as people of Igara West.

Ngyeya Preparatory School located in Bushenyi- Ishaka municipality Bushenyi district has finally got a pupil with aggregate four

Gift Ayebare started P1 from Ngyeya Preparatory School, according to the director of the school Prof. Emmanuel Karooro.

Prof. Karooro added that the school started 13 years ago but it has never got any aggregate 4 till this year.

Karooro revealed that only 20 candidates sat for last year’s PLE, 12 got grade one and 8 grade two.

Ngyeya Preparatory School’s performance makes it one of the best performing schools in greater Bushenyi districts.

Prof. Karooro called upon parents to bring their children to school adding that as directors, they are ready to ensure that academics, feeding and the entire life at school remain up to the best standard.

St. Kagwa boarding primary school 2019 candidates in Bushenyi district have passed their exams with flying colors.

In PLE exams that were released today by the minister of education Janat Kataha Museveni at Kampala Parents school, St. Kagwa has managed to get 150 candidates in division I out 0f 180 and the rest in second grade.

Out of 150 that are in division one, four of them have aggregate 5

The head teacher St. Kagwa primary school Mr. Celestine Twinomugisha while speaking to www.mknewslink.com reporter attributed the best performance to determined pupils and hardworking staff that have yielded fruits.

Twinomugisha praised parents for trusting them with their children and cooperating with them to achieve this goal.

He has promised to keep the standard and quality even in 2020 results.

The embattled Nyamweru Sub County Chief was yesterday arrested for Embezzling over ugx 42.5m.

Vivian Kwesiga has been accused of failing to account for 5.8 million shillings that was released in 2018/2019 financial year to clear fuel debt at Total Fuel Station Kabale branch as well as 7.8 million shillings to rehabilitate an 8-kilometre Habikenzi-Kakyenaga-Hakishenyi road, 10 million shillings for roofing a multipurpose hall and 3.3 million shillings for councilors ex-gratia.

In 2012, when he was the Kashambya Sub county Chief, he was netted for swindling 9.8million shillings meant to pay LCI &LCII salaries.

Now the Councilors led by David Karidungu the Nyamweru LCIII chairperson were forced to call the Rubanda district chairperson Jogo Kenneth Biryabarema to intervene into the matter saying that they could not withstand the matter anymore.

Jogo Kenneth Biryabarema also expressed his concern over the continued embezzlement of the sub county funds by Vivian saying as the district leaders, they had tried to investigate him several times.

Jogo therefore ordered the arrest of Mr. Vivian Kwesiga as the investigations continue.

Emerging details on how Dr. Louis Kasekende is yearning for his contract renewal as Deputy Governor at Bank of Uganda are still leaking besides him denying allegations.

Dr. Kasekende’s contract ends on January 13, 2020 but it hasn’t been extended as he so wished thus clearing his office of personal belongs as he waits for the decision on whether he would be granted another contract or extended.

Our sources have landed on Kasekende’s letter dated January 3, requesting the finance minister Mr. Matia Kasaija to help him renew his contract at BoU.

However, sources close to the appointing authority, say he will be replaced by Prof. Waswa Balunywa, the Makerere University Business School Principal, a longtime ally of the president.

Recently, Finance minister Kasaija told the media that “he could do nothing about Dr. Kasekende’s contract” as the matter is before the president.

“I cannot act either way without the president giving me a blessing. Ideally, the president is the minister of Finance,” Mr Kasaija was quoted.

Surprisingly, President Yoweri Kaguta Museveni has since shown no indication of renewing Dr. Kasekende’s contract, taking a back seat in the jungle, where he is trekking with Bazzukulu, despite a reminder from the Finance Minister.

Hurting Kasekende is, during the Christmas break, the President met amiable MUBS Principal Prof. Balunywa, praising him as a good manager who has offered good direction to MUBS.

Museveni has been considering the next leadership changes at Bank of Uganda following a series of inquiries into the management of the central bank, first by Parliament and later by President Museveni’s State House Anti-corruption unit headed by Col. Edith Nalakalema.

It should be noted that Kasekende has been running BoU for years under the veil of his frail boss Governor Emmanuel Tumusiime Mutebile.

Due to Mutebile’s deteriorating health condition, the responsibility of the efficient running of the central bank rested on Dr Kasekende’s shoulders for the last 10 years and firing him now would create a deep void in BoU management, according to business analysts.

Dr. Kasekende was appointed deputy governor in January 2010 as Mutebile started showing signs of tiring and old age was catching up with him.

The term of governor and deputy is for five years, which means Kasekende has already served two terms and has vast experience in the management and operations of the Central Bank.
He should have used this to drive BoU into the right direction. In fact, the opportunity came around 2015/16 when Prof Mutebile was bedridden, and Kasekende was fully in charge of the Bank of Uganda.

Unfortunately, Kasekende’s name has in the past showed in various scandals that BoU have been cited in Chief among those is the dubious winding up and sale of Crane Bank, which was announced by Bank of Uganda as a regulatory control move.

However, its effect on the economy was mammoth with many business people hitting a dead end as Crane Bank was their last resort in running their day to day finance operations.
Then, Crane bank was sold to DFCU bank by BoU, a move which turned out catastrophic and has haunted the managers of the central bank to this day.

Parliament’s Committee on Commissions Statutory Authorities and State Enterprises (COSASE) who investigated and unearthed a rot at Bank of Uganda had called for an immediate swoop at BoU.

COSASE noted a number of inconsistencies key among them, the declining performance of the Central Bank, closure and sale of the defunct Banks without any inventory or documentation and grossly undermining the legal procedures of bank closure by the Central Bank.

Even the managers of Dfcu bank are cursing why they ever bought Crane Bank and inherited its assets and liabilities. Currently, Dfcu Bank has since closed all its branches which they had opened up in buildings previously leased by Crane Bank from Meera Investment LTD.

Both the Auditor General and Parliament have pointed out several regulatory and management errors in the procedures taken in closing not only Crane Bank, but also the other defunct commercial banks, which were closed under Kasekende’s eye. It was hard to believe that directors admitted to selling banks, for example, on telephone or Whatsapp messages.

The Bushenyi District Finance Officer David Byamukama has been given an ultimatum of two weeks to produce an audit report for Ruharo Presidential SACCO that will be taken to the president’s office.

This comes after an outcry from SACCO members led by Aloysius Nshemereirwe to Bushenyi leaders about the collapse of their SACCO that has lived for over 16 years and financed with 120 million from president Museveni in 2013.

Speaking to SACCO members yesterday at Ruharo trading center in Bushenyi, the Bushenyi-Ishaka legislator Hon. Gordon Arinda  Cowboy revealed that they have instructed the CAO to make an inquiry committee that will produce an audit report of the SACCO establish the whereabouts of the money.

Arinda added that the SACCO is a presidential project so he can’t keep quiet when the project is collapsing.

In 2013 president YK Museveni refinanced the SACCO with 120 million but to the surprise the SACCO has only 178,000 shillings on their current account, 120 million as bad debts and 29 million as running debts

The Central divison Chairman LCIII Steven Karuti urged people to stop politicizing these issues especially blaming some political leaders that they are behind its failure.

The former Vice Chairman of the SACCO Alex Nampa who led the SACCO for two terms said that the SACCO had 380 million on the account when he was still in office but one year after he had left the office the SACCO had only 180 millions on the account.

He added that the then manager of the SACCO Aurelian Byarugaba had swindled 170 million.

He was arrested and taken to ant-corruption court, he was later released but members were not highlighted on where the case ended from yet the losses in the SACCO are still accumulating.
