Police at Central Police Station, Kampala, are in serious hunt of their own police officer who was captured on their security cameras stealing a mobile phone from their check point.

Assistant Superintendent of police (ASP) Yosamu Francis of 19^th Intake, attached to Criminal Investigations Directorate, was on Thursday filmed on security Cameras stealing a mobile phone from a client who had gone to report a case.

According to sources at CPS, Kampala, on the fateful day, as ASP Yosamu was entering the Police Premises, there come a lady who had a bag and a phone. She put them a side as she was passing through the walk-through metal detector; then Yosamu also pulled his pistol out such that he could pass through the machine and put it on the table with his other stuff.

But as Yosamu picked his pistol and other things he also took the lady’s mobile phone, went to another room and later went away completely. He has not been heard from or reported on duty for days.

Police detectives have since opened up a case of theft of Mobile phone against ASP Yosamu vide SDREF69/11/12/2019 of CPS, Kampala.

However, efforts to get the camera footage were futile by press time, as the detectives had intimated that it would jeopardize their investigations.

In Masindi

Residents from different villages of Kimengo Sub county have decried the poor hygiene at the upcoming trading centre at Kiryana village along Kafu Masindi road.
The residents expressed their concern on Wednesday during a community dialogue organized by Recreation for Development and Peace RDP Uganda at Kimengo sub county headquarters.
They explained that the garbage generated at the centre is becoming uncontrollable since the people operating in the centre cannot manage it.
Gloria Kabasinguzi a vendor at the same centre explained that the garbage around the centre is too much and the residents residing within the centre have not taken responsibility to manage it.
 She said that government should come in and compel the tenderer to take his responsibility and do the needful.
She also noted that the latrines which are at the centre are not enough to handle the growing  population explaining that this has put them at a risk of contracting diseases like cholera and diarrhea.

Robert Mugarura the vice chairperson Kiryana village noted that government should come in and construct a latrine and also gazette a place where garbage generated in  the center can be collected from so that they can easily manage it.

Yesse Kisembo the chairperson Community Monitoring Group in Kimengo Subcounty told the meeting that chairperson LC1 Kiryana village  James Kabagambe collected 50.000 from each vendor on condition that they were going to construct a latrine for them noting that they don’t know what happened.
In his response David Mugarura the secretary for defense Kiryana village said they were going to construct a latrine but they were disrupted by the ongoing chaos concerning disputed land where the centre is sitting.
Addressing the residents, Morish Ogenyi from RDP Uganda said that  the issues which were raised are going to be incorporated in the report which is going to be presented to the relevant authorities.

In Bundibugyo

The ministry of disaster and preparedness has donated relief items to Bundibugyo mudslide victims including Food, sauce pans, and clothes among others.

The mudslides occurred in different parts of the district on Saturday morning following heavy rains. At least 30 houses were reduced to rubble and property buried in the mud. Several hectares of crops were also washed away.

 The victims were residents of Busaru, Harugale, Nalulu, Ntotoro, Kirimi and Humya Sub Counties. 

According to the Rwenzori West Regional police commander SP Kayondo Lukanga, the victims have been given relief items to help them survive since all their properties were destroyed in the landslides.

However, Kayondo said that some of the victims have been relocated to Semuki high School and Bubukwanag refugee camp.

Police have also sent excavators to clear the roads and places that were destroyed by heavy stones and soils.

The Fort Portal – Bundibugyo road which had been cut off by the floods  reopened on Sunday after engineers from Uganda National Roads Authority-UNRA Fort Portal Station unblocked the culverts that had been filled with stones from the slopes.

In Bushenyi

The Bushenyi district woman MP Hon Mary Karoro Okurut has today received the lists of people to benefit in the skilling program from different Parishes in Bushenyi district.

The names were submitted by the parish and sub county coordinators who met the MP at her home in Bushenyi town, Bushenyi district.

The skilling program was started by President Museveni in order to fight poverty and unemployment in Uganda.

Talking to Press shortly after the meeting on Monday, Karooro who doubles as the minister for General duties in the office of the prime minister said that the beneficiaries are trained in different practical skills including, catering, building and construction, tailoring, fashion and design, hair dressing among others.

Hon Karoro said that the program started with 800 girls who are now working, then 1400 boys and has now extended to Parish Level to benefit all the people including both the trainees and the trainers.

Some of the parish and sub counties coordinators who talked to our reporter thanked Hon Karoro for supporting such developmental programs and vowed to continue registering the people who want to benefit from it.

A young Londoner has launched a cannabis-infused gin drink on a shoestring budget of just £1,300.

Self-proclaimed foodie Sally Wynter, from Haringey, this week unveiled her debut beverage, Sweet Hibiscus, from her new spirt brand MUHU.

The drink is infused with CBD – the non-psychoactive component of cannabis – which is imported from Canada. As CBD is both colorless and flavorless it does not impact on the flavor or quality of the liquor, which is brewed in Birmingham. 

The 24-year-old says she first came up with the idea at a beach party in Thailand and started researching it when she got home by calling up distilleries and asking how gin is made.With only a shoestring budget supplemented by freelance work, she managed to launch, test and get a distillery on board all for around £1,300.

“Gin has been a long-time favourite drink of mine. But I just felt the flavors of gin in the UK market lacked excitement,” she said.”They also didn’t appeal to me as a young consumer. 

“Gin is a great spirit. As it can be made in 24 hours it is really easy to produce not like whisky which can be aged for a really long time.”It’s taken a huge amount of trial and error, but after numerous attempts, we finally have the perfect concoction – a delicious floral gin with the excitement of added CBD.”

Unlike some other leading brands of flavored gin, which can contain 90g of sugar in each bottle, MUHU is “naturally sugar-free” and only 52 calories a shot.Inspired by the “raw colours, smells and sights” of Asia, the product is packed with natural ingredients rather than “cheap sugary” components. 

She added: “CBD is something I’ve been adding to my cocktails for the past year.”

“I feel more relaxed mentally but also in my body and muscles.”

What is CBD?

CBD, or Cannabidoil, is a naturally occurring compound found in the Cannabis Sativa plant. It makes up one of 119 different cannabinoids contained within weed and is non-psychoactive.

From pet treats to chocolate, CBD has gone from being a niche, controversial substance to the latest thing to add to a product.A report compiled by the Centre for Medical Cannabis estimated that the CBD market could be worth almost £1bn a year by 2025 in the UK.

The most popular use for CBD in the UK has been for anxiety but other reported uses include pain, inflammation and even hangovers.

Why mix it with gin?

Gin is now the number one choice of spirit for British drinkers, and the market has seen a huge amount of growth in the last three years. It now accounts for 68 per cent of value growth in the spirits sector and last year UK sales were valued at £1.9 billion.

A market report by data consultancy CGA found that flavouring, in particular, is driving the ever-continuing gin boom, with sales up by an huge 751 per cent in 2018 compared to the year before.

Ms Wynter added: “Despite over 100 British gin brands now gracing our shelves there isn’t a huge diversity when it comes to brands.

“Most market themselves through provenance, limited availability or through themes of Britishness such as rhubarb and custard flavour, or with Queen Victoria as with Bombay.

“MUHU is disrupting the market with an exciting lifestyle brand which embodies millennial aspirations of travel, spontaneity and independence.”

How costs were kept down:

Label design: Quoted £15-25,000 but paid £500 by working with a designer remotely after searching design comparison sites.

Trademarking: Quoted £1,000 with the help of a trade lawyer but paid £230 for application and read up on guidelines on Gov.uk.

Product development: Quoted £20,000 but paid £0. Did trials in her bedroom and then found a distillery which carried out professional trials after they liked her product. 

Website: Quoted £1,000 by a professional agency but spent £120 after buying domain name and website template. This allowed her to create a site without much coding knowledge.

What could have been spent using agencies: An extra £50,000. 

The bottle:

The label features a wave design and has three print finishes including embossed green foil. The purple and green colours are a nod to the hibiscus and cannabis in the drink.

A bottle is priced at £34.99 for a 50cl bottle.

In Masindi

Police in Masindi district have declined to clear the anti- corruption walk which had been jointly organized by Forum for Democratic Change (FDC) and Alliance for National Transformation.

The walk was slated for Monday next week. The procession was going to start from Masindi stadium to Kirasa centre, then from Kijura to Commercial Street and then back to Masindi stadium.

However, when Isaac Bongomin from FDC party and Isaac Kanyam the chairperson Alliance for national Transformation went to police to ask for permission, Vincent Irama the district police commander advised them to write to the IGP to give them a go ahead a statement which frustrated their efforts.

Irama said that he has no powers to grant them permission referring them to the Inspector General of police (IGP).

Isaac Bongmin from FDC party says that they wanted to bring the walk to the local person since the one which was held on Wednesday this week was a national walk.

He added that they are not going to stop here but they are going to write to the relevant authorities and organize another one.

Bongomin added that this will not divert their minds but to ensure that te culprits are brough to book.

Isaac Kanyam the chairperson Alliance for national Transformation explained that president Museveni’s walk was irrelevant to him since most of the people who participated in it are the most corrupt.

He added that in this walk they had brought on board the church leaders, cultural leaders, political leaders and the opinion leaders who have the moral authority to talk about corruption.

When contacted Allan Hakiza the Albertine region police spokesperson noted that the organizers have to follow the rightful procedures  by notifying  the IGP in writing.

He added that in case they continue without clearance from the IGP it will be unlawful assembly and it won’t be accepted.

Following the President’s walk aimed at fighting corruption in the country on Wednesday, Ugandans and local leaders have expressed mixed feelings about fighting the vice.

The walk started from the City square at 8:30 am and ended at Kololo air strip. The walk was held under the theme ‘a corruption Free Uganda starts with me’.

After the walk, President Yoweri Museveni addressed Ugandans who had gathered at Kololo airstrip about various ways of fighting corruption in Uganda.

www.mknewslink.com yesterday evening managed to talk to some of the people and most of them apprehended the president’s walk saying it was a crucial step towards fighting corruption in the country.

Hannington Tumwiine, a renowned poultry farmer in Bushenyi Ishaka Municipality who recently revealed his plan to stand for the Ishaka division chairmanship in the forthcoming elections, thanked President Museveni for his endless efforts towards fighting corruption.

Tumwiine said Ugandans are the ones promoting corruption as they like paying bribes in exchange of a wanted service.

Aron Arinaitwe Kanyangoga, the Councilor LCIII for Nyabubaare in Kizinda town council said the local people should join local leaders and fight corruption arguing that corruption starts from the Local Councils.

“If you don’t pay bribes to leaders, police, judges, will they remove them from your pockets?” Arinaitwe said.

Uganda is ranked 149 corrupt nation in the world out of 175 countries.

In Rubanda

Authorities in Rubanda district have resolved to stop cars and people from using Hamurwa-Kelele-Kanugu road after heavy rains washed away the bridge.

According to Tai Ramadhan the Rubanda district Police Commander, they decided the stop vehicles and people from using Hamurwa -Kanungu road because the heavy rains swept off the bridge in Hamurwa sub county Rubanda which puts people’s lives at risks.

However SP Tai asked people to be using Nyamasizi-Kelele-Kanungu road as the authorities look forward to working upon the issue.

While speaking to our reporter on phone Mr. Augustine Kabanda, the UNRA area manager, said that they are aware of the conditions of the road and very soon they shall work upon it.

Early in October two people died on spot in the same area at the flooded Hamurwa Bridge when an Isuzu track registration number UBE 344D got off the road into a ditch.

In Rubirizi

Motaengil a Portuguese construction company working on the Ishaka-Katunguru road has blamed Uganda National Roads Authority for the delayed completion of the road.

Mota engil Construction Company started the road project in June 2017 under the supervision of UNRA and supposed to end in December 2018 but up to now it is not yet complete.

According to Luis Castelcheno the Motaengil Ishaka-Katunguru road project manager, the constraint was due to UNRA relocation of services and the poor design which delayed the work to start.

Addressing the press today in Rubirizi at Mashonga where their camp is, Castelcheno added that they were also prevented from working with in Queen Elizabeth national park by Uganda Wildlife Authority (UWA).

After failing to meet the deadline date, UNRA extended the date to July 2019 which was also not met and the date was lifted to Nov 2019 but the company has still failed.

Castelcheno said they have completed almost 74% of the work noting that by March 2020 which UNRA has given them as deadline they will be through with the work.

He added that they are giving other services to the people especially in Rubirizi and Bushenyi districts like sensitization programs on HIV/AIDS with the help of local authorities.

When www.mknewslink.com reporter contacted the Mbarara regional manager Eng. Jacob to comment on the issue, he said that for him is in charge of completed and undone roads and referred him to UNRA PRO Mark Saali who refused to pick our repeated calls to give a comment.

The Member of Parliament for Kasambya County Hon. Gaffa Mbwatekamwa has revealed that the Igara West Mp Hon. Raphael Magyezi whom he wants to stand against has nowhere to hide from him.

The Kasambya Mp. Mbwatekamwawho wants to stand as NRM candidate said that even if Magyezi gets a Municipality as he is planning, it will be of his(Mbwatekamwa) advantage because they happen to share a village, parish so he (Magyezi) cannot run away from him.

Mbwatekamwa said these minutes after a foot ball match between Kyamuhunga Town Council and Parliamentarians held at Kabingo Play ground in Kyamuhunga Sub County aimed at bringing Parliamentarians close to people and sharing views with them.

Meanwhile, speaking to www.mknewslink.com reporter, Hon. Mbwatekamwa also noted that when Hon. Magezi learnt that there was a match going to be hosted in Kyamuhunga led by him (Gaffa), he wrote a letter to the parliamentarian team intimidating them not to dare come to his area saying that he would not be around.

Mbwatekamwa added that however Magyezi said teams were not ready, he surprisingly found when they are very ready.

He however attributed small turn up of fellow parliamentarians to Hon. Magyezi’s intimidation.

Speaking as the Bududa Mp. Hon. John Nambeshe at the same function, he appealed to residents to vote wisely because some people come as leaders and others as dealers just to get money for their own interests.

Hon. Mbwatekamwa who played as a goal keeper came along with other four parliamentarians include Patrick Oshabe of Kassanda North county Kasanda district, John Baptist Nambeshe of Manjiya county in Bududa district playing as no.5, Andrew Kiiza Kaluya of kigulu county Iganga district, Innocent P Kamusiime of Butemba County in Kyankwanzi district.

Parliamentarian football team won Kyamuhunga Town council with 2:0 and Hon. Mbwatekamwa was the man of the match.

On the same day, there was a football tournament Organized by the Omugaaju group where five teams including Kyamuhunga Town council, Kyamuhunga Sub county, Jesus Fc, Butare Youngsters and Omugaju Fc performed and each team was a warded a full set of Jersey and a ball by Hon. Gaffa Mbwatekamwa.

Butare Youngsters and Kyamuhunga Town council were the teams to play on the final but the fixture was postponed until further notice and the winning team will also receive a trophy.

The Omugaju Group (organizers) was led by their chairman Ivan Tusingwire, Coordinators Ramsey Tobias and Andy Yellow among others.
