Bus companies in Kabale have doubled the fares following the resumption of public transport.
Buses and taxis resumed operations yesterday, 42 days after President Yoweri Museveni suspended public transport to contain the spread of COVID-19.
On Friday while reopening public transport, Museveni said that the buses and taxis should carry half of their capacity to ensure physical distancing and also ensure that each traveller has a face mask.
In Kabale, Bus companies that include Gate Way, Jaguar, Jussy, Baby Coach, Horizon, Platinum and Mash Poa met on Sunday and agreed to double the rates.
Transport from Kabale to Kampala has doubled to 60,000 Shillings from 30,000 Shillings, Kabale to Mbarara is now shillings 30,000 from 15,000. Kabale to Kisoro is shillings 30,000 from 10,000, Kabale-Katuna is now shillings 10,000 from 4,000.
Kabale-Rukungiri is now 30,000 from 15,000 Shillings. From the Kabale to the Uganda-Rwanda border of Kamwezi costs 20,000 shillings from 7,000. From Kabale to Rubanda is now 10,000 from 5,000 shillings.
Justus Tukamushaba, the Secretary-General of Kabale Taxi and Bus Park Operators Association attributed the increase of transport fares
to the presidential directives.
He says the fare will enable the bus operators to compensate for the empty seats as they comply with the COVID-19 preventive measures.
When out reporter visited Kisoro Taxi Park commonly known as Esso Mosque, there was no observance of the Standard Operating Procedures-SOPs. There was no hand washing facility, while some passengers, taxi drivers and touts were also not wearing masks.
Henry Tindyebwa, the Chairperson for Kabale Bus Park Operators Association, says that they have informed bus companies that their respective offices at the park should have hand washing facilities and each bus should have sanitizers for the passengers.
Hassan Ayoub alias Yubican, a tout at Gate Way Bus company in Kabale says that they will attempt to observe all the guidelines.

Police in Kabale are investigating circumstances under which a 30 year old man killed in T and J bar in Kabale Municipality.
The deceased is Akampurira a resident of Kitumba sub county Kabale
district.
According to the Kigezi police Spokesperson Elly Maate, it’s alleged that yesterday the 01/08/2021 at around 2100hrs Akampurira was for yet unknown reason stabbed to death by Babu and Jasper using a knife at T and J bar, Kigongi cell, Kigongi ward central Division Kabale municipality.
Police were notified, a team headed by the acting DPC, OC CID and others visited the scene, found him lying in a pool of blood, tried to rush him to Kabale hospital where he was pronounced dead on arrival.
The body was conveyed to the hospital mortuary for postmortem while inquiries are underway to establish the motive.

The best student at Plus two high school located in Bushenyi district has scored 11 aggregates. This is according to the Resident director Ms. Nancy Kikuuri.
She added that the school obtained 32 first grades, 60 second grades and 34 in third grade.
Ms. Nancy noted that the best student is Nuwamanya Elias. Other best performers are Ayesigyire Idd and Arinda Owen who both got 14, Nuwasasira Alord 16, Ainebyoona Ivan
.
She also said that Asheemeza Edgar, Mujinya Edmund and Muhanguzi Hero all got 18.
She noted that it is painful for a student to get 33 when actually 1st grade ends at 32.

Some councilors have referred to the district speaker Douglas Junior as a dictator after he ruled that they should first choose members of the committees instead of the chairmen which is against the law.
The district chairman Jaffari Bassajabalaba after a long discussion of 40 minutes advised that according to local government act, they should first choose chairmen before proceeding to members.
Rev. Lauben Mugarura the councilor for Kyabugimbi told www.mknewslink.com in a whisper that their speaker is turning into a dictator and they will not allow him to bulldoze them with dictatorial means.
Winne Mbyemire the councilor for Nyakabirizi moved towards the speaker many times and he threatened to suspend her but she never withdrew until the speaker put the matter on vote.
The speaker’s decision was rescinded and councilors decided that the chairmen be voted first.
Tempers of councilors including; Mugarura, Mbyemire, Kanyankore, Fish Banyanga fled high as the speaker tried to take a decision against the law.

Safe abortion is heavily restricted in Uganda, yet gender inequality and sexual violence are widespread.
Abortion in Uganda is illegal unless performed by a licensed medical doctor in a situation where the woman’s life is deemed to be at risk.
Dr. Waswa Salongo a senior consultant obstetrician gynecologist says safe Abortion can be done when the continuation of the Pregnancy is likely to cause health problems such as growly abnormal pregnancies below 22 weeks (5months).
However, Ugandan law explicitly allows abortion to save a woman’s life. The 2006 National Policy Guidelines and Service Standards for Sexual and Reproductive Health and Rights go even further—permitting abortion under additional circumstances, including in cases of fetal anomaly, rape and incest, or if the woman is HIV-positive.
Yet, existing laws and policies on abortion are interpreted inconsistently by law enforcement and the judicial system, which makes it difficult for women and the medical community to understand when abortion is permitted.
The gynecologist says that as a result, many women don’t know where to turn for support, don’t know what the law allows, or they are too worried about the stigma associated with abortion to even ask for help. This lack of knowledge and fear of judgment is putting lives at risk.

Dr. Justus Ampeire of St. Augustus medical care Mbarara says that for this, women have opted for JIK or Omo to carry out abortion which only puts their lives at risk and normally rush to clinics when they are already in danger.
He explained that some even take boiled alcohol while others insert traditional herbs such as oxalis Latifollia into their private pains then to the uterus but end up excessively breeding
Even those that are willing to give it a try charge high prices though drugs and other requirements are cheaper or at no costs in government facilities.
However, Dr. Ampeire defends that safe abortion process itself is expensive since the Carrier needs to eat well and may sometimes need blood as most of them normally bleed a lot.
Costs a side, the victims find procedures followed not friendly for instance, Dr. Wassa reveals that for safe abortion to take place there must be another doctor who is not involved in the process, civilian such as someone related to the victim whom the victim must first convince to permit the abortion plus the carrier (mother) and the father of the fetus must wholesomely agree on the process.
Reports say that 50 percent of women who carryout abortion do not follow the rightful process but instead rush to hospital after things have run out of hands such as severe bleeding and infections which need critical attention from medics.
Dr. Ampeire says that at least 302 women at the health facility opted for safe abortion in this year 2021 (Jan-June) and 70 percent of the women were from the districts in Rwizi region that is Mbarara,Ntungamo,Ibanda, Kiruhura , Rwampara, Kazo.
Jennifer (not real name) a patient notes that she was diagnosed with Cardiac arrest when she was three months gone and started having healthy complications such as severe bleeding which forced her to abort her baby.
After the abortion process, mothers are usually given classified attention termed as post abortion care since the act can take the life of a mother when handled carelessly.
“I opted for a safe abortion from a clinic around Mbarara city before coming for post Abortion care at Mbarara Regional Referral Hospital where am still receiving medical attention,” Jennifer disclosed.
Ampeire notes that in most cases patients are traumatized so they need some support such as counselling from trained health workers.
Dr. Waswa somehow praises non-governmental organizations such as Marie stopes in that they have stepped in to sensitize people about contraceptive methods.
With contraceptives like emergency pills, cases of pregnancies as a result of incest or rape have been minimized.
The doctor however cautions victims that in case there is severe bleeding that don’t stop in 3-4 days, Smelly discharge from private parts, abdominal pains or feeling like one is still pregnant, she should rush back to the hospital because these are some of the abnormalities related to abortion.

Police in Rukiga district are investigating a case in which a 61 year old man was allegedly murdered by his four sisters.
The deceased is Ibrahim Mugwanya Kato a resident of Kanyeganyega village, Kashakye parish, Kamwezi Sub County in Rukiga district murdered.
According to Elly Maate the Kigezi region police mouthpiece, the deceased found four of his biological sisters tilling his land that he inherited from his late father and when he stopped them they picked a quarrel.
Maate says the quarrel degenerated into a fight in which the deceased was hit by a hoe handle on the fore head and was taken to Nyakihanga Health Centre II for treatment where he died yesterday Morning.
Maate explains that a team lead by D/ASP William Mbahimba the district CID officer Rukiga visited the scene, did a postmortem and one arrest was made while efforts are being made towards having the other three suspects still at large arrested.

The state minister for animal husbandry Bright Rwamirama Kanyontore has warned leaders in the cattle corridor against politicizing the fight against Foot and mouth disease.
Minister Rwamirama made the remarks yesterday during a meeting with Mbarara district Local government leaders at Kamukuzi , Mbarara district headquarters.
Rwamirama noted that if the disease is to be defeated, political leaders and farmers need to have discipline by following the guidelines that were set by his ministry to curb the spread of foot and mouth disease.
The Minister also gave farmers a ray of hope in that the country is planning on putting up a factory that will be manufacturing foot and mouth disease vaccines.
Speaking in the same meeting, Mbarara District Veterinary Officer Dr. Andrew Bakashaba noted that as a district they received 25000 doses of vaccines meant for affected farms in Kagongi but still need more since the district has 80.000 heads of cattle.
Bakashaba further called for more enforcement in Rubaya sub county ,Kashari North constituency where foot and mouth disease is still hampering farming.
Mbarara district Resident District Commissioner Mbetegyerize Godfery said that so far they have deployed a team of Field Force Unit (FFU) to deal with anyone trying to bleach Foot and mouth disease guidelines.
