The RDC for Bushenyi district Jolly Tibemanya has warned teachers who go to school while drunkard and those who go absent from school that they will be dealt with a hard hand.

Tibemanya said these today while giving his remarks in a one day capacity building training/workshop on education and sports issues organized at multipurpose hall Bushenyi.

The workshop was attended by school headteachers, their deputies, teachers, school stakeholders, PTA members among others in regard with education.

The RDC noted that if any teacher is caught, he or she will be quashed immediately.

In Ntungamo

Dr. Col Kizza Besigye, the former Forum for Democratic Change-FDC party president has attributed poor health services in health centers to corruption with the state agencies.

Dr. Besigye noted that some patients are dying and others are being referred to Aga Khan in Kenya and India due to insufficient drugs and medical equipment in uganda.

 He castigated the ruling National Resistance Movement-NRM party for denying citizens good services they are supposed to get. 
 
besigye said these while addressing hundreds of Lion members during the installation of their president  Rumanzi Perez and induction dinner at Home to Home tourist Hotel Kyahweire Ntungamo Municipality.

 Besigye expressed concern over the government’s failure to improve health facilities commending Loins club for coming up to rescue Ugandans by providing health services.

Rumanzi Pereza senior journalist working with daily monitor in south western Uganda was elected 7th president of Lions Club of Ntungamo District 411B- Uganda.

He will replace Enock Basude who has been Lions Club president for the last one year.

The three West Ankole diocese Reverends accused of three different cases are to appear before the diocesan tribunal soon.

This is according to the source close to West Ankole Diocese who preferred anonymity speaking towww.mknewslink.com.

The diocesan tribunal is chaired by The Diocesan Chancellor Marvin Baryaruha.

The three accused Reverends are; Rev.Can Patrick Komunda charged with homosexuality as he allegedly sodomised his Shamba boy,Rev. Wellen Kamusiime a curette of All Saints Greater Bushenyi accused of sex before marriage whereby his wife delivered 5months after his wedding and  Rev. Herbert Turinawe also accused of sodomising a 16 year old boy.

Mrs. Mary Margret Meri, a former Primary school teacher, sobbed helplessly as she gave an account to the commission investigation of land matters.

The victim said she was kidnapped, held hostage and forced to sign transfer forms giving away her prestigious house worth a billion shilling to the then IGP advisor of police Inspector General of Police, Kale Kayihura.

She was kidnapped more than once and several letters giving away her house to the Gen. Kaihura’s former technical advisor Ambrose Murunga, a Kenyan and Kampala lawyers Geoffrey Nangumya and another only identified as Collins.

“The property was given to me as a divorce settlement. I decided to mortgage the house for UGX250m with Housing Finance Bank since global economic crisis pushed the interest from 16per cent to 33per cent and I decided to lift off the weight of the loan,” said Meri.

She also made a decision of selling off her loan to a Chinese moneylender, Alexander from Huadang Gudong based at Kitgum house, who paid the UGX57M to Housing finance bank and claimed his title.

“Five months later, I happened to receive a call from then IGP advisor Ambrose’s broker, seeking a meeting at Quality Cuts in Kabalagala over the property. On my arrival, he disclosed his intentions of buying the property and I told him I needed UGX700m from the property but he rather negotiated to UGX200m,” Meri narrated.

Murunga and Mr.Nangumya later joined them and drove to Martin road in Old Kampala.

“Little did I know that they were armed that then said Murunga was working with the state house. We then drove to Kitgum house where Murunga and Nangumya introduced me as their sister and that I had to send them for the title,” she added.

She was further not given a chance to talk or consult her children, and now the homeless lady lives at Mulago hospital causality. On driving her back, she was taken to Nagumya’s office where he drafted a November 24, 2013 agreement between her and Murunga in the selling of the house at UGX186M.

“I was put under duress to sign and later taken back to my property where I was given 10m hand cash but after verification, it was just 9m.my house was rather worth UGX1bn but it was too later when I realized it was Patrick,” Meri narrated in agony.

In Mbarara

Members of the parliamentary Public accounts committee in charge of local governments have urged government to make strict follow up of funds sent to all districts in the country.

According to the committee’s vice chairman Gilbert Olanya, such follow-up will save government funds from being misused by alleged corrupt district officials.

Olanya together with members of the committee were in the south western region to follow up the finances released to local governments in the area.

On a quarterly basis central government releases over 500 billion shillings to districts, municipalities, town councils and sub counties to supplement the local revenue collected by these administrative units.

The money released is in three different categories which include conditional, non-conditional and equalization grants. 

The conditional fund is strictly spent on the improvement of different road nets works while the non-conditional grant is majorly used in the health sector.

During the follow up exercise five civil servants from the districts Mbarara, Kiruhura, Ntungamo and Rubirizi were handed over to police by the Members of Parliament for failure to provide proper accountability of funds received from central government.

The arrested civil servants include Dinah Mwiije the Mbarara district procurement officer and Peter Turyamureba the Mbarara Municipal focal person for the Youth livelihood program.

In Kabale

The Kabale district Deputy Resident District Commissioner, Gad Ahimbisibwe Rugaaju has objected his transfer to Iganga district.

Rugaaju has served in Kabale as the Deputy RDC since October 2018 replacing Denis Nzeirwe who was transferred to Kyankwanzi district as
the deputy RDC.

Since his appointment in Kabale, Rugaaju has been at loggerheads with
his boss, Darius Nandiinda over the fight against corruption.

The fight became public recently when Rugaaju halted construction works at Kasheregyenyi Health Center III in Kamuganguzi Sub County citing shoddy work.

www.mknewslink.com  understands that on June 7, 2019, Rugaaju received a phone call from a State House official only identified as Masagazi instructing him to travel to Kampala with immediate effect to pick a transfer letter.   

Masagazi explained to Rugaaju that he also received an order from permanent Secretary Office of the President, Hajji Yunus Kakande.

municipality, Rugaju said that upon receiving his transfer letter, he
travelled to the PS’s office in Kampala who said they decided to transfer him to Iganga because of his good performance for the time he has been in Kabale and therefore they want him to also render such services to Iganga district.

Rugaju added that he was not convinced by the reason for the transfer
as given by the PS and therefore decided to petition the president for a more official communication ordering for his transfer

Rugaju said he was appointed by President Museveni to Kabale and will only accept the transfer if he orders him to.

Rugaaju who described those behind his transfer as mafias also said that he is sure that the major reason for his pending transfer is because of standing firm on the truth by fighting against shoddy work on Kasheregyenyi Health Center III in Kamuganguzi Sub County.

In Kanungu

Police in Kanungu are investigating a case of forgery and uttering of false documents in a defilement case of a sixteen year old.

According police documents, a sixteen year old pupil at Kanyabizo primary school also resident of Buyundo Nyakashure in Nyamirama subcounty was defiled by 19 year old Ian Aharimpisa of Karooni, Kigarama village in Nyamirama subcounty.

The suspect was arrested while the victim is over six months pregnant currently.

However the suspect’s mother was conniving with a religious leader in Nyamirama to forge the suspect’s baptism card and subsequently reduce the age of the suspect, in a bid to kill the case.

Speaking to www.mknewslink.com  the victim’s mother, Evas Ayebare rebuked all those who were working hard to kill her daughter’s case but called upon all leaders to help her and ensure justice is served.

She added that all she wants is the suspect to look after her daughter and afte rdelivery; she is taken back to school to continue with her education.

Pastor Bosco Kahigi NYAKA community outreach coordinator who followed up this matter on behalf of EDJA a local NGO that helps rape and defilement victims condemned the act of the religious leaders saying this is ungodly.

He promised to follow up this matter up-to court and ensure that the justice in this case is served condemning all leaders who have made it a habit to frustrate rape and defilement cases.

In Kampala–

The Director of Currency at Central Bank, Charles Malinga, will appear before the Anti-Corruption Court soon to answer charges related to the illegal consignment that was shipped into Uganda in April.

According to security circles, he could appear today (Tuesday, June 2019).

Sources claim that Malinga’s file had been forwarded to the Directorate of Public Prosecution for further perusal.

The embattled director is a brother to MP Anita Among, who recently grilled Malinga’s top seniors including Deputy Governor Luis Kasekende and Governor Tumusiime Mutebile over the illegal take over and closure of seven commercial banks.

Last week, two other Bank of Uganda officials ended up in Luzira prison, remanded for their role in the currency scandal, an item on the news agenda that rocked the already fledging credibility of the Central Bank.

Mr. Francis Kakeeto, the regional currency manager, Mbale and Mr. Fred Wanyama the assistant regional manager Kabale were on Friday, June 21 charged with abuse office and corruption before the Magistrates Court at Kololo presided over by Mr Abert Asiimwe.

The two officials supervised the loading of the cargo, now shrouded in controversy will return to court on June 26, after they denied the charges, whose offences attract a maximum sentence of seven years in jail.

The currency scandal had by the weekend sucked in other arms of government with Speaker of Parliament Rebecca Kadaga ordering the ministry of finance to conclusively explain the matter in one month.

Meanwhile, Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) has also indicated it will summon all parties mentioned in the currency saga, with a view of commencing a full-blown investigation.

In Kampala

Six street children have died after a wall fence at Lohana Academy collapsed on them during a heavy downpour on Sunday, June 23.

The deceased were all boys whose names have not yet been identified.

According to the Deputy Kampala Metropolitan Police spokesperson Luke Owoyesigyire, the wall collapsed during a heavy downpour at 2 a.m, killing six street children on spot.

He also confirmed that two others were injured and are currently being hospitalized at Mulago Hospital.

Owoyesigyire said that the children were resting in a channel adjacent to the school in the wee hours of the night.

The Headteacher at Lohana Academy, Mr. Mutebi John Bosco assured parents and the public that “no student was injured.”

“It is not true that the school collapsed but rather the wall. Lohana is a day school, therefore, our students were home so they did not get injured because the incident happened at 2: 00am,” he clarified.

He, therefore, assured parents that the operations of the school have not been affected and classes are to continue as usual.

A survivor of the incident who identified himself as John said that they were struggling to find clothing to cover themselves during the rain when the tragedy occurred.

Uganda officially becomes member of international council of organizations for folklore festival and folk ARTS (CIOFF).

The International Council of Organizations of Folklore Festivals and Folk Arts (CIOFF) is an international nongovernmental organization (NGO) in Official Partnership with UNESCO and is accredited to provide advisory service to the Committee of the UNESCO Convention for the Safeguarding of intangible cultural heritage Uganda inclusive.

This was during the showcasing and filming representative of Uganda’s Folklore heritage and installing Uganda’s CIOFF Associates status towards establishment of CIOFF Uganda at Gardens restaurant Fort Portal municipality Kabarole district.

Steven Rwagweri the executive director Engabu Za Tooro has been installed as the president CIOFF Uganda by the CIOFF president Africa Prince Isaac Yamekue from Cameroon.

Peace Mutuzo the state minister for gender and culture was also selected as the member representing the central government.

Prince Yamekue stated that, the CIOFF was established to promote traditions of different cultures in the whole world thus appealing parents to desist from teaching their children other cultures but promote theirs.

Peace Mutuzo who was the chief guest encouraged cultural leaders and elders in Africa and Uganda at large to register some cultural properties to avoid being stolen by other cultures especially the Western.

She cited at some western cultures that have been stealing some African cultural properties claiming to be theirs like the Batooro have the Empako; it should be registered so that if anyone wants it should pay for it.

Mutuzo disclosed that since Fort portal has become a tourism city, there is going to be a cultural center comprising of training centers, Hotels among others so as to showcase the heritage of 65 tribes in Western region.

However immediately after his installation, Rwagweri disclosed that Uganda has no boundaries to extend its activities in promoting culture all over the world since it has become a fully CIOFF member.
