CORRUPTION AT ITS COURSE IN SHEEMA: MASHERUKA TOWN COUNCIL STAFF FAIL TO ACCOUNT FOR TAX PAYERS’ MONEY

Masheruka town council Sheema district alleged corrupt officials on 21st March 2019 faced it rough at the hands of the RDC Frank Kyereere.
The officials in question include Dianah Namara Town Clerk, Tugume Charles Nkuruho the Mayor, Byaruhanga Tarsis Town council engineer and Karingo Mustafa the accountant.
According to Tumusiime Julius Nyakambu ward councillor also the chairperson works committee Masheruka town council, on 2nd January 2019 got 30 million shillings for roads which include Kitookye – Masheruka, Nyakambu – Ruyonza, Katooma – Kanyeganyegye, but up to now ,some roads have not been worked on and those claimed to have been worked on were faked.
When asked by the RDC to give accountability, the town clerk Dianah said that they used 18 millions and that they have 10 millions on the town council’s bank account, but failed to present the bank documents.
The Engineer claimed that the grader got mechanic problem and they had to borrow one from Mbarara local government which took a lot of money.
However the officials could not reveal where the money meant for buying murram was and the exact bank balance which forced RDC to order town clerk and her colleagues to present those documents within two days.
The mayor Charles Tugume Nkuruho was tasked to account for 1.64 million which Kellen Karyamarwaki chairperson finance committee Masheruka town council said they collected from villages to build a public toilet in Kanyeganyegye town.
Nkuruho replied that they paid a debt of 800000 which was on their neck and used the rest to develop the town council, but Atuhaire Alex the assistant accountant said that they have 1.64 million shillings in their safe assuring the RDC that he had the keys in case he wanted to confirm.
However when asked to present the keys, Alex said that the money was that morning taken by the accountant Mustafa Karingo that therefore there was no money.
This contradiction between the mayor and accountant annoyed RDC and Councilors who ordered them to sit in a car so that they could take them to police.
The town clerk requested the RDC not to arrest them; she entered into a room with the accountant and in few minutes they came out with money.
It was also discovered that the biggest part out of 76 million shillings Masheruka Town council works department gets every year ends in few individual’s stomachs since there is no work done and no balance of un used money nor clear documents showing how money was spent.
