COWS, DOGS, GOATS TAKE OVER KABALE TOWN

Authorities in Kabale municipality are concerned about increased animals always seen roving the streets in Kabale town.
The authorities say that stray animals including goats, cows and dogs have taken over Kabale municipality and are always seen roaming the streets in Kabale town while others are seen sleeping in the middle of the road.
According to a section, the animals disrupt the flow of traffic, as well as destroying vital things put in place to beautify the town and paving a threat to the greening process in the town.
James Twinamasiko, the Principle Assistant Town Clerk Central division Kabale municipality, challenged all the city dwellers in Kabale to be cooperative with the municipal authorities with their push for a city status.
He revealed that despite the municipal council having the enforcement officers, some people after realizing that the officers are away from work, set free their animals to move freely in town something he said must be addressed if Kabale municipality is to achieve its vision of becoming a tourism city.
Andrew Beija, the health inspector Kabale municipality noted that a 50,000 shilling fine for every cow arrested has not enough punishment to the animal owners and that’s why the animals are continuing to rove in town.
He revealed that the council is undertaking a move requesting for permission from court allowing them to auction impounded animals from the town.
The mayor Kabale municipality Emmanuel Sentaro Byamugisha promised to deal seriously with people whose animals have become a menace on the streets of Kabale.
The mayor says the loitering goats and cows are not only create a bad image to Kabale as a municipality but also cause a lot of traffic jams on the streets lamenting that Motorists are sometimes forced to find space to drive through the town to avoid knocking the stray animals.
Andrew Ajja Baryayanga, the Kabale municipality area Member Of Parliament says that the enforcement team should conduct regular operations to confiscate the Loitering stray animals and over charge owners. He added that the owners of the animals should be aware that the municipality is not a grazing area and so there should not be any animals in Kabale municipality.
